CALL TO ORDER The regular meeting of the City of Auburn Council was cailed to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. I1 C. LJ ' Flaa Salute Mayor Roegner led those ;n attendance in the pledge of allegiance. Roll Call Those in attendance include Mayor Bob Roegner and Councilmembers Whittall, Waiters, Burns, Larson, Roland, Brothers, and Kurle. Staff members in attendance include Police Chief Jake Evans, Fire Chief Bob Johnson, Personnel Director Gretel Sloan, Parks & Recreation Director Len Chapman, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Mary McCumber, Senior Planner Lynn Rued, City Attorney Marguerite Schellentrager, Deputy Finance Director Arlene Mempa, Senior Accountant Sally Finch, Assistant Fire Chief Monroe Shropshire, Sergeant Bob Karnofski, Police Captain Bill Pitzl, Deputy Ciry Clerk Gayle Butcher, and City Clerk Robin Wohlhueter. Announcements and Anoointments Announcements a. Bov Scout Tr000 343 Mayor Roegner announced that Boy Scout Troop 343 lead by Assistant Scout Master Rod Neal was attending this evening's meeting as part of its community and citizenship badge requirements. Boy Scouts Aaron Neal and Mark Harding attended. b. National Leaeue of Cities Mayor Roegner recommended to the Council that Councilmember Pete Whittall be selected as a National League of Cities delegate and that Councilmembers Brothers and Walters be selected as alternates. Motion by Councilmember Larson, second by Councilmember Kurle to appoint Councilmember Whittall as the National League of Cities delegate and to appoint Councilmembers Brothers and Walters as the National League of Cities alternates. MOTION CARRIED UNANIMOUSLY. 7-0. c. Centennial Mural 167 �: CITY OF AUBURN COUNCIL MEETING September 5, 1989 Mayor Roegner invited citizens to attend the September 12, 1989 4:30 p.m. dedication of the City of Auburn's centennial mural. The mural is an Arts Commission project for the centennial, and the mural is located on Wagner's Hobby Shop wall. d. D.A.R.E, Pro¢ram Award Presentation On behatf of Mayor Roegner and the Auburn City Council, Police Chief Jake Evans to present Bob Karnofski with an award for his , outstanding job in piloting the D.A.R.E Program for the City oC Auburn. Mayor Roegner expressed his pride with Sergeant Karnofski undertaking and laying the foundation for a most successful Drug Abuse Resistance Education Program. Sergeant Karnofski was recognized this evening for his contributions during his tenure from September, 1987 thorugh September, 1989. Mayor Roegner thanked the Council for their support in the DARE Program, and also thanked the Auburn School District No. 408 for their partnership support in preventing drug use among the youth within the community. Linda Cowan of Auburn School Distric[ No. 408 spoke on behalf of the District and the Auburn School Board in thanking Sergeant Karnofski and identifying him as the critical element in helping elementary children staying off drugs. Ms. Cowan signed "I am proud of you" to Sergeant Karnofski. Ms. Cowen also thanked the Mayor and City Council for supporting the DARE Program. Sergeant Karnofski was presented with a plaque from the Auburn School District No. 408 and from the City of Auburn. Mayor Roegner also announced tha[ Officer Paul Adams will be the D.A.R.E. officer for the upcoming school year. e. "National D.A.R.E. Dav" ' A proclamation of The Honorable Bob Roegner, Mayor of the City of Auburn, Washington, proclaiming September 14, 1989 as "National D.A.R.E. Day" within Ihe City of Auburn Washington. Mayor Roegner presented a proclamation to Sergeant Karnofski proclaiming September 14, 1989 as "Nationai D.A.R.E. Day". National Fire Academv Mayor Roegner, on behalf of the Auburn City Council to present Assistant Fire Chief Monroe Shropshire with a plaque recognizing his completion of the National Fire Academy Executive Fire Officer Program. Mayor Roegner announced that Assistant Fire Chief Shropshire is the first member of the Auburn Fire Department to complete this course. Mayor Roegner noted the course is a four-year program and involved a lot of hard work. Mayor Roegner expressed the education was well worth the time, travel, and hard work. September 5, 1989 payoff was the firefighting skills during Auburn's several spring fires which resulted in putting the fires out with no loss of life or injury. g. Washineton Finance Officers Association Mayor Roegner, on behalf of the Auburn City Council presented plaques to Arlene Mempa, Assistant Finance Director, and Salty Finch, Senior Accountant recognizing their achievement as Professional Finance Officers of the State of Washington. Mayor Roegner announced the finance awards were bestowed on an annual basis by financial professionai peers, and that the Finance Department had a reputation for being a model in the state during the last few years. A000intments a. Arts Commission Council consideration on the appointment of Donald Gardner to the Arts Commission for a term to expire on December 31, 1992. Motion by Councilmember Larson, second by Councilmember Kurle, to appoint Donald Gardner to the Arts Commission for term to expire on December 31, 1992. MOTION CARRIED UNANIMOUSLY. 7-0. D. Aeenda Modifications Agenda modification is Council agenda item VII.A.2. which forwards the Washington State Department of Transportation Grant Agreement for Ordinance 4370. II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearines Aoolication No. PLT0003-88 At its August 21, 1989 regular Council meeting the Council continued the public hearing on the request of Richard T. Wood;ng for preliminary plat approval of an 8-Iot single family subdivision to be known as "Smalkamish Rim Estates" zoned RR (Rural Residential) located on the north end of Foster Avenue S.E., Auburn, Washington. Mayor Roegner reopened the public hearing. Richard T. Woodina. 4407 184th Avenue E., Sumner. WA Mr. Wooding expressed his desire to comply with city requirements. One parcel in the proposed development will require an easement from N.W. Pipleline, and Mr. Wooding expressed his concern on possible difficulties in the event the easement was not granted. Mr. Wooding asked for consideration of placing an individual well on the involved parcel in the event an easement was not granted. Motion by Councilmember Burns, second by Councilmember Kurle, to close the public hearing on Application No. PLT0003-88. MOTION CARRIED UNANIMOUSLY. 7-0. Some councilmembers questioned Mr. Wooding regarding clarification of easement concerns, and questioned staff as to possible solutions if Mr. Wooding is unable to obtain an easement. Motion by Councilmember Burns, second by Councilmember Walters, to approve the preliminary plat based upon the Hearing Examiner's Findings of Fact, Conclusions and Condition; and, to instruct the City Attorney to prepare the necessary resolution. Councilmember Whittall recommended the motion include the ability to address the easement issue in the resolution. Councilmember Burns amended the motion to include instructing the City Attorney to attach language in the resolution that would allow Mr. Wooding to come back to the Hearing Examiner and Council if he is unable to get an easement. MOTION CARRIED UNANIMOUSLY. 7-0. Audience Particination - None. Corresoondence - None III. COUNCIL COMMITTEE REPORTS A. Municioal Services Chairman Whittall announced the August 31, 1989 meeting had been cancelled, and that the next Municipat Services meeting will be Thursday, September 14, 1989. B. Plannina & Communitv Develonment Chairman Burns announced the August 29, 1989 meeting had been cancelled, and there would be an announcment forthcoming regarding a scheduling change for next week's meeting. C. The minutes of the August 21, 1989 meeting are of public record, and the next meeting of the Public Works Committee is scheduled for Monday, September 18, 1989 at 5:30 p.m. D. Fin n Chairman Walters stated the Finance Committee met prior to the Council meeting tonight. Chairman Walters noted payroll amount reported for August 21, 1989 in the amount of 559,043.60 should be corrected to $564,465.85. Motion by Councilmember Larson, second by Councilmber Kurle to approve Consent Agenda Items IV.A [hrough C.1. MOTION CARRIED UNANIMOUSLY. 7-0. V. OLD BUSINESS - None. VI. NEW BUSINESS A. Apolication No. CUP0003-89 Council consideration on the request of Benjt Von Haartman for a Conditional Use Permit to allow construction of two duplexes on one lot on property zoned R-3 (Duplex) and located on the north side of 29th Street S.E.in the 900 block. Motion by Councilmember Burns, second by Councilmember Kurle to approve the conditional use permit based upon the Hearing Examiner's Findings of Fact, Conclusions and Condition; and, to instruct the City Attorney to prepare the necessary Ordinance. ORDINANCES AND RESOLUTIONS Ordinances September 5, 1989 Ordinance 4361 An Ordinance of the City of Auburn, Washington, authorizing the acquisition of certain property and property rights by eminent domain providing for the payment thereof; authorizing the City Attorney to prepare a petition for condemnation in the Superior Court in and for the County of King and for the prosecution thereof for the acquisition of such property and property rights for roadway purposes (improvement of Harvey Road). Motion by Councilmember Kurle, second by Councilmember Burns, to introduce and adopt Ordinance 4361 amending Section 2 to read "City of Auburn" rather than "City of Renron ° MOTION CARRIED UNANIMOUSLY. 7-0. 2. Ordinance 4370 An Ordinance of the City Council of the City of Auburn, Washington, approving an appropriation of grant funds in the amount of thirty-five thousand and 00/100 dotlars, ($35,000), and authorizing the Mayor to accept the grant from the Washingron State Department of Transportation, Division of Aeronautics, for improvements to the Auburn Municipal Airport. Motion by Councilmember Kurle, second by Councilmember Brothers, to introduce and adopt Ordinance 4370. MOTION CARRIED UNANIMOUSLY. 7-0. Resolutions I� �� �� \ ���--2. � � � Resolution No. 1965 A Resolution of the City of Auburn, Washington, authorizing and approving a land trade between the City of Auburn and Terra Belle, incorporated with acceptance of a conveyance to the City by Statutory Wananty Deed and with the City conveying property to Terra Belle by Quit Claim Deed. Resolution 1965 was putled from the agenda under Council Committee Reports Agenda Item III.C. Resolution No. 1966 A Resolution of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn to execute a release of a planting area easement. Resolution No. 1998 A Resolution of the City Councii of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an agreement with ABC Associates for appraisal services for the Sth Street N.E. project. ' Motion by Councilmember Kurle, second by Councilmember Brothers to adopt Resolution No. 1998. MOTION CARRIED UNANIMOUSLY. 7-0. VIII. MAYOR'S REPORT Mayor Roegner announced there would be an Executive Session which would ]ast approximately 10 minutes to discuss labor negotiations and land negotiations. Mayor Roegner expected there would be action. 'The Council recessed at 8:15 p.m. to Executive Session. The Council reconvened at 830 p.m. Motion by Councilmember Walters, second by Councilmember Whittall to authorize the Mayor and City Clerk ro sign an agreement with the Police Department Lieutenant's Union for August l, 1989 to December 31, 1991.
