CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Councit Chambers. A. Flaa Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. Roll Ca(I Those in attendance included Mayor Bob Roegner and Councilmembers Whittall, Walters, Burns, Larson, Roland, Brothers, and Kurle. Staff members in attendance inciuded Police Chief Jake Evans, Fire Chief Bob Johnson, Personnel Director Gretel Sloan, Parks & Recreation Director Len Chapman, Arts & Community Events Coordinator Josie Emmons, Finance Director Pat Dugan, Public Works Direcror Frank Currie, Acting Planning Director Rob Chave, Senior Planner Lynn Rued, City Attorney Marguerite Schellentrager, and Ciry Clerk Robin Wohlhueter. C. Announcements and Ao�ointments Announcements , Mayor Roegner modified the order of announcements by beginning with I.C.I.b. a. The Auburn Centennial Commission ' Mayor and Council of the City of Auburn honored the Auburn Centennial Commission by presen[ing a plaque to member Melvin Sinex that Auburn received from the King County Council and Executive extending appreciation, and recognizing the Commissiods outstanding contributions. As Co-Chairman, Mel Sinex accepted the plaque on behalf of the Auburn Centennial Commission, and stated the Centennial Commission looks forward to planning events for Auborn's celebration in 1991. b. American Education Week Mayor Roegner read and presented a Proclamation proclaiming November 12 through November 18, 1989 as "American Education Week to Ken Seng, Administrative Assistant of Curriculum and Instruction, and DeRonda Stanley, President of Auburn Education Association. Mayor Roegner thanked the school district for the ' CITY OF AUBURN COUNCIL MEETING November 20, 1989 education programs that benePit young people within our community. a Cities Fieht Back Aeainst Drues Week Mayor Roegner presented a prociamation to Police Chief Evans proclaiming December 3 through 9 as "Cities Fight Back Against Drugs Week". Auburn Marchina Band Pete Risse, Auburn Marching Band President, and Band Member Amy Organ accepted on behalf of the Auburn Marching Band a proclamation proclaiming November 20, 1989 as "Auburn High School Marching Band Day". , L� � C� Pete Risse and Amy Organ expressed thanks to the Mayor, Council, and community for support in fund raising activities sponsored by the Auburn Marching Band in efforts to make a trip to California to perform in the Rose Parade on January 1, 1989. The members of the Auburn Marching Band in attendance displayed their trophies won during the fall of 1989. Some of the awards won by the Auburn Marching Band include Second Place Open Division for Best General Effect and Best Drum Major at the South Eastern Washington Cavalcade of Bands; and First Place Open Division for Best Woodwinds, Best Marching & Maneuvering, Best General Effect, Outstanding Soloist, and Best Drum Major at the Pacific Coast Invitational Marching Band Championships. After the Auburn Marching Band presentation, Mayor Roegner presented Mel Sinex a plaque on behalf of the Auburn Centennial Commission. Please see I.C.I.a. above. 2. Anuointments a. BIA Steerine Committee Council consideration on the appointment of Shirley Gaines to fill the unexpired term of Drew Hardin on the BIA Steering Committee for a term to expire on June 30, 1990. Motion by Councilmember Larson, second by Councilmember Kurle to approve the appointment of Shirley Gaines to fill the unexpired term of Drew Hardin on the BIA Steering Committee for a term to expire on June 30, 1990. C[TIZEN INPUT PUBLIC HEARINGS & CORRESPONDENCE Public Hearines PAGE 2 2� 202 CITY OF AUBURN COUNCIL MEETING November 20, 1989 1990 Preliminarv Budeet Hearine The Council and Mayor of the City of Auburn requests and encourages any citizen to provide written or oral comments, and to ask questions concerning the Ciry of Auburn's entire proposed 1990 Preliminary Budget. Mayor Roegner opened the public hearing. Allen Walker - P.O. Box 300, Renton, WA 98057 Allen Walker spoke on behalf of King County Rape Relief. Mr. Walker expressed appreciation for the Council's support in prior years, and referenced a growing number cases King County Rape Relief expects to handle next year in Auburn. Mr. Walker eequested the Council consider funding King County Rape Relief during the 1990 budget deliberations. Motion by Councilmember Walters, second by Councilmember Whittall to close the public hearing. MO'rION CARRIED UNANIMOUSLY. 7-0. 2. Aoolication No. REZ0009-89 The request of Jerry Person to rezone from RMHP (Residential Mobile Home Park) to C-3 (Heavy Commercial) property located at 3802 "A" Street S.E. as well as a Comprehensive Plan Map amendment of Moderate Density Residential to Heavy Commercial. Jerrv Person 38130 Military Road S., Auburn, WA Jerry Person is the applicant of the proposed rezone property located at 3802 A Street S.E. Mr. Person stated he is available to answer any questions the Council may have. Motion by Councilmember Burns, second by Councilmember Kurle ro close the public hearing. MOTION CARRIED UNANIMOUSLY. 7-0. Motion by Councilmember Burns, second by Councilmember Kurle to approve the rezone and Comprehensive Plan Map amendment based upon the Findings of Fact and Conclusions as outlined. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Aoolication No REZ0010-89 The request of Mr. and Mrs. George Smith to rezone from 1 (Institutional) to R-4 (Multi-Family) along with a Comprehensive Map amendment from Public & Quasi-Public to High Density Residential property located on the west side of "F' Street S.E. in 1700-1800 blocks. November 20, 1989 As owner/applicant, George Smith submitted a petition with 190 signatures requesting the Council grant a change of zoning on the proposed property. Mr. Smith also submitted a proposed design plan, and agreed to answer any questions the Council may have. Motion by Councilmember Burns, second by Councilmember Walters to close the public hearing. MOTION CARRIED UNANIMOUSLY. 7-0. Staff verified for Councilmember Burns that the proposed rezone and Comprehensive Plan Map amendment do not address the design plan or the traffic impacts within the proposed development, but that the Council would review these issues at a later date. Councilmember Larson referred to a letter dated October 30, 1989 from Linda White expressing concern regarding tall trees along the north and west sides of the proposed rezone property. Mr. Smith stated the two trees adjacent to the church will not be removed. Motion by Councilmember Burns, second by Councilmember Kurle to approve the rezone and Comprehensive Plan Map amendment based upon the Findings of Fact, Conclusions, and Conditions as outlined. Corresoondence 1990 Budeet Reouest � Mayor Roegner mentioned there is an anonymous letter on file which requests Council consider funds for the operation of White River Valley Historical Museum located in Les Gove Park. III. COUNCIL COMMITTEE REPORTS A. Municioal Services Chairman Whittall reported the Municipal Services Committee has not met since the last Council meeting. The next Municipal Services Committee is scheduled to meet on Thursday, November 30, 1989. B. Plannine & Communitv Develooment Chairman Burns stated the Planning & Community Deveiopment Committee has not met since the last Council meeting. The next meeting of the Planning & Community Development Committee is Monday, November 27, 1989 at 5:30 p.m. C. Chairman Kurle invited members of the Council to a presentation updating the Council on the progress of the City's Comprehensive Storm and Surface Water Management Plan scheduled for December I l, 1989. The next Public Works Committee meeting is prior ro the next Council meeting on December 4, 1989 at 5:30 p.m. D. Finance ' Chairman Walters stated the Finance Committee met prior to the Council meeting tonight, and reviewed claims and payroll, and three interfund loans which are included in this evening's agenda. Anolication No. PLT0018-89 Council consideration on the request of Litowitz Construction for final plat approval of Lakeiand Hiils Division No. 4B located on the West side of intersection of Mill Pond Drive and Mill Pond Loop, Auburn, WA. Mayor Roegner read Application No. PLT0018-89. Motion by Councilmember Burns to approve the final plat of "Lakeland Hills Division No. 4B", and to.instruct the Ciry Attorney to prepare the necessary ordinance. Councilmember Kurle seconds the motion. � MOTION CARRIED UNANIMOUSLY. 7-0. VII. ORDINANCES AND RESOLUTIONS A. Ordinances l. 9rdinance No. 4380 REZ0006-89/CUP0004-89 An Ordinance of the City of Auburn, Washington, providing for a rezone together with a Conditional Use Permit on property zoned R- MHP (Mobile Home Park) to R-3 (Duplex) to allow construction oC eight 4-Plexes to be built on 4.03 acres and located on the Northeasterly side of Auburn Way South in the 3900 Block, within the City of Auburn, Washington. Motion by Councilmember Burns, second by Councilmember Kurle to introduce and adopt Ordinance No. 4380. MOTION CARRIED UNANIMOUSLY. 7-0. 2. 9rdinance No. 4381 CUP0005-89 An Ordinance of the City of Auburn, Washington, providing for a Conditional Use Permit to allow construction of a seventy foot ceilular telephone tower on property zoned M-2 and Iocated at 412 8th Street S.W., within the City of Auburn, Washington. Motion by Councilmember Burns, second by Councilmember Walters to introduce and adopt Ordinance No. 4381. MOTION CARRIED UNANIMOUSLY. 7-0. Ordinance No. 4382 CUP0006-89 An Ordinance of the City of Auburn, Washington, providing for a Conditional Use Permit to allow a Montessori Day Care/School to be located at 1015 Harvey Road, within the Ciry of Auburn, Washington. Motion by Councilmember Hurns, second by Councilmember Kurie to introduce and adopt Ordinance No. 4382. MOTION CARRIED UNANIMOUSLY. 7-0. Resolutions I. Resolution No.1965 A Resolution of the City of Auburn, Washington, authorizing and approving a land trade between the City of Auburn end Terra Belle, incorporated with acceptance of a conveyance to the City by Statutory Warranty Deed and with the City conveying property to Terra Belle by Quit Claim Deed. Motion by Councilmember Kurte, second by Councilmember Brothers ro approve Resolution No. 1965. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 2008 A Resolution of the City Council of the City of Auburn, Washington, ordering the Finance Director to make segregation on the original assessment roll of Local Improvement District (LID) No. 310, Assessment 24C, and 24D. Motion by Councilmember Kurle, second by Councilmember Burns to approve Resolution No. 2008. MOT10N CARRIED UNANIMOUSLY. 7-0. 3. Resolution No. 2009 A Resolution of the City Council oP the Ciry of Auburn, Washington, fixing a time for a public hearing on the petition for vacation of a street right of way known as 44th Street N.E., together with Auburn Way North, within the City of Auburn, Washington. Motion by Councilmember Kurle, second by Councilmember Brothers to approve Resolution No. 2009. MOTION CARRIED UNANIMOUSLY. 7-0. 4. Resolution No. 2011 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to enter into an agreement between the City of Auburn and the Roundup Company, a subsidiary of Fred Meyer, Ina Motion by Counciimember Kurle, second by Councilmember Burns to approve Resolution No. 2011. MOTION CARRIED UNANIMOUSLY. 7-0. VIII. MAYOR'S REPORT Mayor Roegner announced there would be a brief executive session to discuss pending litigation for approximately fifteen minutes, and anticipated there would be no action required by the City Council as a result of the Executive Session and recommended adjournment. IX.
