HomeMy WebLinkAbout05-25-2011~c CITY OF AUBURN CITY OF * * TRANSPORTATION, TRANSIT I► T T AND TRAILS COMMITTEE WASHINGTON May 25, 2011 Draft Minutes CALL TO ORDER - 9:00 A.M., COUNCIL CONFERENCE ROOM Chairman Roger Thordarson called the meeting to order at 9:01 a.m. in the Council Conference Room, located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, Washington. Committee members present were: Jon Breiling, Jim Fletcher and Gary Venn. Also present during the meeting were: Public Works Director Dennis Dowdy, Transportation Planner Joe Welsh, Transportation Planner/Grants Manager Chris Hankins and Public Works Office Assistant Heather Guiberson. II. CONSENT AGENDA A. APPROVAL OF MINUTES It was moved by Gary Venn, seconded by Jim Fletcher that the Committee approve the Public Works Committee minutes for April 27, 2011. Motion carried. III. DISCUSSION AND INFORMATION A. COUNCIL RETREAT UPDATE (Dowdy) Chairman Roger Thordarson stated that the main topic for the Council Retreat was Transportation and he asked Director Dowdy to summarize the priorities given by the Council. Director Dowdy had Transportation Planner Joe Welsh discuss the brochure for the Metro Routes 910 and 919, which the Council discussed at the retreat. Transportation Planner Joe Welsh distributed brochures to the committee, which show the Metro Routes 910 and 919. The idea of the brochure was to get citizens to a point where they could understand that this is there for them to get to multiple locations they want to go. The 910 Route is destined for the SW part of town, the YMCA and Supermall. The 919 Route is destined to the SE portion of town, the Senior Center. We are looking for the committee's input on where we should distribute this brochure. Currently we have thought of the Senior Housing Assistance Group near Fred Meyer, Fred Meyer, the Wayland Arms, Senior Center, Parks, YMCA and Supermall. Member Fletcher suggested that the brochures be available at schools and the library. Dowdy suggested brochures be available at the Tribal Center. Chairman Thordarson suggested that brochures be placed at the DSHS Building and Work Source on I Street and Auburn Youth Resources. Director Dowdy stated that the main focus of the Council Retreat was transportation financing and how much funding we will need to complete future projects and how we plan to get it. Dowdy distributed a spreadsheet to the committee that shows the major transportation investment for Auburn from 2011-2031. Council looked at the federal and state scoring criteria Citizen's Committee for Transportation, Transit and Trails May 25, 2011 that was provided to them by Transportation Planner/Grants Manager Chris Hankins, they then took all the criteria provided to them and determined how the City would score these projects. Council Member Rich Wagner took on the lead and worked on scoring these 31 transportation projects. Wagner and City Staff pre-scored the projects according to the data available at the City. Safety was scored high on the list based on accident reports. Council went through each individual project and changed a few projects based on their thoughts of the importance of the project. The Council's suggestions will be reflected in our Comprehensive Plan and TIP (Transportation Improvement Program). B. PROJECT NO. C201A, M STREET UNDERPASS UPDATE (Dowdy) Director Dowdy told the committee that the M Street Underpass project should be going out to bid this fall. We have now completed all property acquisitions and the demolition for existing structures will go to bid at the end of June. Assuming the budget for the Public Works Trust Fund is signed by the Governor we will have the ability to borrow the money to go to bid in the fall. In August, we will submit= a new grant application with the Transportation Improvement Board (TIB) to try to get the short fall so that we can pay off the Public Works Trust Fund loan.. Director Dowdy informed the committee that Dan Roach is working to get the North Lake Tapps Corridor Project back on the Pierce County TIP. The County will cost share with the Cities. There is a staff meeting coming up that will include the three Cities for the project along with staff from the County. At the Public Works Committee Meeting on June 20, 2011, Terry Davis will be presenting the Bicycle Task Force recommendations. The meeting will take place at 3:30 pm in Annex Conference Room 2. Director Dowdy invited all members of the TT&T Committee to attend the meeting.
