Background Summary:
In June 2010 the City of Auburn entered into an interlocal agreement with the City of Federal
Way to hire a Shared Resource Conservation Manager (RCM). The Shared RCM position was
filled and began work on July 1, 2010. The RCM currently shares time equally between both
Cities, 20 hours each week in each City.
The position was and continues to begrant-funded by Washington State Dept of Commerce
and administered by the Washington State University Extension Energy Program. Additionally, Puget Sound Energy (PSE) provides ongoing training and support for the RCM program and
offers annual financial incentives based on resource savings the RCM program achieves.

Resource Conservation Program
Background
In June 2010 the City of Auburn entered into an interlocal agreement with the City of Federal Way to hire a
Shared Resource Conservation Manager (RCM). The Shared RCM position was filled and began work on July
1, 2010. The RCM currently shares time equally between both Cities, 20 hours each week in each City.
The position was and continues to begrant-funded by Washington State Dept of Commerce and administered
by the Washington State University Extension Energy Program. Additionally, Puget Sound Energy (PSE)
provides ongoing training and support for the RCM program and offers annual financial incentives based on
resource savings the RCM program achieves. The RCM program fulfills 4 specific functions to achieve
measurable energy savings throughout the City:
• Identify and help implement Energy Conservation Measures throughout the City
• Manage energy use/cost database for City facilities, buildings and infrastructure
• Develop and deliver an education/awareness program to promote positive conservation behaviors
throughout the City
• Administer grants, rebates and reports with partner agencies
Additionally, Puget Sound Energy applies specific criteria to the RCM program in order to qualify for financial
incentives. Incentive criteria and their current status are as follows:
Year 1
• Complete and maintain energy database for all City facilities listed below -completed
• Conduct initial building assessments for all City facilities listed below -completed
• Develop and distribute acity-wide Resource Conservation Management Plan (this plan will establish operating procedures and energy conservation guidelines that apply to all City departments,
facilities
and staff -planned completion 6/30/2011
• Achieve 3 percent energy savings - on going
Year 2
• Achieve 5 percent energy savings - on going
Year 3 (depending on program status)
• Achieve 5 percent energy savings - on going
Program Status
Highlights
• City of Auburn RCM program is currently eligible to receive PSE year 1 incentive of $7,000
• Current energy savings for the period from March 2010 thru April 2011 is approximately 3.7 percent
compared to the same period in the prior year, dollar savings is $17,050.

Energy Conservation Measures (ECMs)
As the RCM program approaches its one-year anniversary, and in anticipation of achieving energy savings in year 2, specific Energy Conservation Measures (ECMs) have been identified through
building energy
assessments performed by the Resource Conservation Manager, along with PSE and UUashington State
University Extension Energy Program staff. These ECMs are typically low-cost, no-cost with some capitol
measures. When implemented they can provide an immediate decrease in energy consumption and expense.
They typically have a short and measureable payback period. Building assessments and their status are as
follows:

Utility Use and Cost Database (Utility Manager Pro 4.5)
Utility data for all City buildings listed above has been established ranging to a 3-year history. This allows
monitoring and trending for prior, current and future energy use. By July 30, 2011 an Energy Use Index (EUI)
will be established for each building listed above. This will establish a benchmark energy index to evaluate building performance and prioritize future energy conservation measures.
Energy Use Indexes will also assist
with future compliance and reporting mandates for municipal buildings.

Development and delivery of an educationlawareness program
Current and planned efforts to better communicate and inform ALL City staff regarding energy conservation are as follows:
• As of June 30, 2011 Directors, Managers and Supervisors who oversee and/or operate programs within
specific facilities will receive monthly energy consumption/cost reports along with trending
interpretation. These reports are typically 2 pages, (1 graph page and 1 data page) with brief comments
to help interpret data. (please see attached example)
• City-wide consumption data (simple graph) will be issued quarterly to all city staff
• Employee newsletter will be utilized to inform employees of simple conservation "tips", "myths and
facts", etc.
• Occasional conservation "contests" will be issued to all City staff as a simple, informative and fun way
to engage employees in conservation behaviors
• Collaborative efforts with the current "Going Green" - Cascadia Consulting project are underway
• Planned presentation of Resource Conservation Management Plan and program status to Mayor and Council highlighting program accomplishments and current financial and consumption data
• Flyers, signage, posters, etc. will be developed to inform, remind and begin identifying that energy
conservation efforts can and will be a priority for the City
Administering grants, rebates and reports with partner agencies
Current status and highlights of administrative functions of the program are as follows:
• PSE rebates of approximately $600 for retrofits performed at Mtn.View Cemetery have been submitted
as of 6/21/2011, additional PSE rebates of approx. $2,400 pending for Maintenance and Operations
and City Hall
• Ongoing reporting as follows:
- RCM Combined Cities Activity Report to WSU Extension Energy Program and
Washington State Dept. of Energy -monthly on 5t" of month
- State of Washington Commerce Report -quarterly
- PSE monthly communications and savings status
- US Dept. of Energy Status of ARRA Expenditures -quarterly
• ICLEI "Green Cities Challenge" Grant - $15,000, applied and declined, 4/2011
• Will be applying to PSE for "mini grant" for $2,500 -customized, city-specific grant targeting education and behavioral change efforts for City of Auburn staff -targeting 8/1 /2011
