As the Committee is aware, the City has engaged in direct public marketing and education efforts to increase animal licensing permits issued and revenue generate. The goal of these efforts is to substantially increase the total percentage of animals licensed in the City to reduce the amount of money that the City pays to King County based on the current contractual relationship. As evidenced in the attached report, there has been a substantive drop in the numbers of issued permits and revenue in May and June 2011 as compared with the numbers specified for the first quarter of 2011. The numbers specified for the first quarter represent the City's performance goals for permit issuance and revenue. The aforementioned drop corresponds to the loss of the City's Temporary Contract Animal Services Coordinator and Temporary Contract Animal Licensing Canvasser, both of which left the City to pursue full- time employment opportunities. In particular, the June 2011 number corresponds to the permit and revenue numbers for the City prior to the initiation of direct marketing and public education efforts in September 2010. Current staff is managing marketing and public education efforts together with existing work responsibilities, but there remains the need for dedicated and focused staff resources in order to assure the City a consistent level of license and revenue performance. The Planning and Development Department is actively working with the Human Resources Department on recruitment for City's Temporary Contract Animal Services Coordinator and Temporary Contract Animal Licensing Canvasser (s), Once these positions have been filled and appropriate training, if needed, has been conducted, staff anticipates that there will be positive growth in the monthly licenses issued and revenues collected. Staff from Planning and Development and Human Resources/Risk/Property Management will be in attendance at the Committee's July 25, 2011 regular meeting to answer any questions or provide additional information.
