I. CALL TO ORDER
Chair Rich Wagner called the meeting to order at 4;05 p.m. in the
Conference Room 3 Iocafed on the second floor of Aubum City Hall
located at 25 West Main Street in Auburn.
Members in attendance included Chair Rich Wagner and Vice Chair Sue
Singer, and Member' Nancy Backus. Also in attendance were
Councilmember Vrginia Haugen, City Attorney Dan Heid, and City Clerk
Danielle Daskam.
II. APPROVAL OF MIiVUTES
A. Juiy 28,.2011
Vice Chair Singer moved and Member Backus seconded to
approve the July 28, 2011 minutes of the Council Operations
Committee.
MOTION CARRIED UNANIMOUSLY. 3-0.
III. COUNCIL SALARIES
A. Ordinance No. 6373
An Ordinance of the City Council of the City of Aubum,
'
Washington, amending Section 2.51:020 of the Auburn City Code
relating to compensation of Council members and the Depufy
Mayor
Committee members discussed' the timing of the proposed
ordinance and how the state statutes and Washington State
Constitution address increases in Councilmember salaries. The
Committee requesfed that City Attomey Heid research

compensation increases du"ring terms of office., The Committee
also agteed to consider the possibility of including a provision for
an annual Consumer Price Index (CPI) increase and instructed the
City Attorney Heid to include such a provision in the proposed
ordinance for consideration at the Committee's next meeting. IV. COUNCIL RULES OF PROCEDURE
A. Resolution No. 4740
A Resolution of the City Council of the City of Auburn, Washington,
amending the City Council „Rules of Procedure as adopted by
Ordinance No. 5802 and amended by Resolution Nos. 4282; 4429,
4467, 4615 and 4686 Committee members reviewed the proposed resolution, as well as
additional information prepared by Vice Chair Singer related to Council Rules _ 15.3, 15.5 and 15.7 and the Deputy Mayor Job
Description. The Committee also reviewed additional infocmation
prepared by City Attomey Heid regarding Council Rule 15.4. City
Attorney Heid also distcibuted a handout that incorporated all the
proposed changes in a four page document.
Vice Chair Singer moved and Member Backus seconded to
recommend approval of Resolution No. 4740 that include the
following rule changes:
3.11 Councilmember Reports
Councilmembers may report on their signifcant ci activities

_Councilmembers shall limit their reports to
not more than three (3) fo five (5 minutes.
SECTION 12 - DEPUTY MAYOR
12.1 Biennially at the first meeting of a new Council, or
periodically, the members thereof, by majority vote, shall
designate one of their members as Deputy Mayor for _such
period as the Council may spec'ify.

12.2 The Deputy Mayor shall perform the followinq duties:
Intra-Council Relations
• Serve as an ex-officio member of all standing committees
of the city council
- In particular, serve as ex_ officio voting member of the
CounciLOqerations Committee if not alreadV seniing
• Assist in new councilmember traininq
• Supqort cooperative and interactive relationships amonq
council rnembers
~ Work with Administrafion, to qrepare aqendas for
committee of the whole meetinqs
Mavor-Council Relations
• Help maintain a positive and cooperative relationship
befinieen.the mayor and the citv council
• Act as_conduif. befinreen the mayor and the citv council on
issues or concerns relating to their duties
Interqovernmental and Community Relations
• Act in absence of mayor as requested and/or as required
• Be aware of all citv reqional and intergovemmental policies
and activities in order to.be prepared to step into the
role of IVlavor if necessarv

majority vote may appoint a Councilmember Pro Tempore to
serve during the absence or disability.

full Council. 15.4 Individual Councilmembers shall not attempt to coerce or
influence Ciiy staff in the selection of personnel, the
awarding of contracts, the selection of consultants, the

processing of development applications or the granting of
City licenses or permits. Councilmembers may, at the
request of the Mavor, participate in discussions and
decisions related to these matters. Councilmembers who
serve council committee overseeing the activities involved
- -
mav, with fhe consent of the Mayor and the committee chair,
participate in discussions related to these matters to give
policy Quidance and legislative direction.
15.5 Other than throuqh legislative action taken by the Council as
a whole, individual Councilmembers shall not °**°~t to
slaaRge-er-interfere with the operating rules and practices of
any City department. 15.6 No individual Councilmember shall direct the Mayor to -
initiate any action or prepare any report that is significant in
nature, or initiate any project or study without the consent of
a majority of the Council or being. initiated throuah the
Council .Committee process. '

. All councilmember requests for
information, other than requests for legal advice from the
City Attorney's Office, shall be directed through the Mavor in
order _to assian the task to the eroper staff: Council -
committee chairs and the Dequty Mavor mav work with the Mayor's desiQnated staff to prepare agendas and facilitate
their committee work.
MOTION CARRIED UNANIMOUSLY. 3-0.
Vice Chair Singer proposed that the Committee consider that the
Deputy Mayor be a member of the Council Operations Committee
and serve as its chair. Following discussion Vice Chair Singer
moved and Member Backus seconded to amend the Committee's
recommendation on Resolution No. 4740 to include the following
amendment to Section 16, paragraph G.1:
1. Appointment. Membership of the Council Operations
Committee shall consist of #hfee-the Deputy Mayor and the
two other.Councilmembers having the longest tenure on the

City Council. Longest tenure is to be calculated as the fotal
length of consecutive service as a Councilmember. The
Deputy Mayor shall
autematiGally e the Chair of the Council Operations
Committee. In the event two or more members have equal
tenure, the Chair and members of the Council Operations
Committee shall be selected on the basis of the largest
number of votes received . at the most recent general
election(s) in which the Councilmembers were respectively elected. It is provided, however, that Councilmembers
whose term of office will expire prior to or during the first
meeting of a new City Council and who have not been re-
elected or appointed to another term of office extending
beyond the frst meeting of a new City Council shall not
be
allowed to vote at Council on the approval of the
membership of the new committees.
MOTION CARRIED UNANIMOUSLY. 3-0.
Vice Chair Singer moved and. Member Backus seconded to make
the change in the chair of the Council Operations Committee -
effective Janua:ry 1, 2012.

V. COMMITTEE MEETINGS TIMING COORDINATION
A. Resolution No. 4741
A Resolution of the City Council of the City of Aubum, Washington,
amending Resolution No. 4670 passed December 20, 2010 relating
to the standing committees of the City Council of the City of Auburn
Vice Chair Singer moved and Member Backus seconded to :
recommend approval of Resolution No. 4741.
MOTION CARRIED UNANIMOUSLY. 3-0.

VI. ADJOURNMENT
There being no further business to come before the Committee, the
meeting adjourned at 5:02 p.m. The next meeting of the Council
Operations Committee is scheduled for Tuesday, ;August 9; 2011 at 5:00
p.m.
