I. CALL TO ORDER 3:30 PM, AUBURN CITY HALL, 25 W. MAIN STREET,
CONFERENCE ROOM NO. 3, 2ND FLOOR
CFiair Peloza called. the meeting to order at 3:30 p.m. in Conference Room 3 on
the second floor of City Hall, 25 West Main Street; Auburn WA. Members
rp esent: Chair Bill Peloza; Vice Chair Sue Singer, Member John Partridge. Staff
rep sent: Pete Lewis, Mayor, Chief of Police Bob Lee, Assistant Chief of Police
Bill Pierson, City Attorney Dan Heid, Human Resources Director Brenda
Heineman, Financial Planning Manager. Martin Chaw, Airport Manager Jamelle
Garcia, and Police Secretary Kathy Emmert. Othecs present: citizens Nick Perius and .Wayne Osborne, Auburn Reporter representative RobertWhale

A. Ordinance No. 6055 added as an item for Discussion
III. CONSENT oYEMS
A. Apptoval of Minutes of fhe IVlay 23, 2011 Municipal Secvices
Committee Meeting -
_ Member Partridge moved to accept the Minutes of the May 23, 2011 as
presented. Chair Peloza concurred: Vice Chair Singer had not arrived for
this vote.
MOTION CARRIED: 2-0
IV. ORDINANCES AND RESOLUTIONS (Action Items)
V. INFORMATION / DISCUSSION ITEMS
A. Ordinance No. 6364 *(Lee) _
An Ordinance of the City Council of the City of Auburn, Washington,
amending the Auburn Ciiy Code and creating new sections of the Code
both relating to parking
City Attorney Heid had been in contact with Membec Partridge and -
brought to the meeting an amended Ordinance clarifying detail. Vice
Chair Singer moved toforward the Ordinance as amended to full Council
for- approval. Member Partridge seconded. Chair Peloza concurred.

6. Ordinance No. 6366* (Lee)
An Ordinance of the City Council of #he City of Auburn, Washington,
- creating a new Section 10.04.015 of the Aubum City Code and a new
Chapter 3.90 of the Aubum City Code, relating to the recoupment of law ,
enforcement costs for responding to incidents involving intoxicated
persons
Following a discussion outlining the expenses related to law enforcement
_ time when police officers respond to incidents involving intoxicated
persons Vice Chair Singer moved to forward Ordinanoe No. 6366 to "the
full Council for acfion. Member Partridge seconded. Chair Peloza
concurred.
MOTION CARRIED: 3-0
C. Animal Control & Rescue (Heineman) :
Director Heineman advised the Commitfee that she has a draft
Professional Services Lease Agreement in the hands of the Task Force
and they are awaiting their attorney's review and comments. If is
anticipated the agreement will be finalized shortly: Director Heineman will
provide another update at the July 11, 2011 meeting.
D. Airport Ten Year Plan (Coleman) Airport Manager Garcia explained the FAA`s (Federal Aviation
Adminisfration) requirement that airports have a finrenty year plan on file.
The plan for the Auburn Airport is in the middle ofi it's Master Plan for the
period 2001-2020. There are engineering and consulting firms ready to
work with the Airport Advisory Board for continuing the long range
planning for expansion and improvements. Manager Garcia explained
that the developmerit of the Master Plan is extremely intensive as all
potential items for which the airport would like fnancial assistance must be
documents and' included in order to receive both Federal and/or State
funds.

F. Ordinance No. 6055* (Lee)
' An Ordinance of the City Council of the City of Auburn, Washington,
amending Sections 5.20.030, 8.28:010, 15.36A.011 and Chapter 8.24 of
the Auburn City Code relating to fireworks
The Mayor and Councilmembers received 2 citizen e-mails complaining of
the Friday, June 16 and Saturday, June 17 vendor pyrotechnic displays in
the Muckleshoot Indian Tribe discharge area near the Casiho. The
Committee took immediate,action and added fireworks as a topic to the

Monday, June 13 meeting Agenda as a Discussion Item. Legal brought
forward draft Ordinance No. 6055.that ihcluded banning of fireworks in the
City except for permitted displays. The Committee discussed 4 options,
including the banning of fireworks. The Committee: asked the Mayor to communicate Council concems to the citizen wtio originated ttie e-mail
complaint for the neighbors and a message to Muckleshoot Indian Tribe
expressing Council's concerns and discussions. In addition, the Mayor
will suggest a future meeting of the City and Tribal Council sometime in
July.
- G. EXECUTIVE SESSION
- The Cornmittee met in Executive Session with City Attomey Heid and the
Mayor from 4:35 p.m. to 4:45 p.m. Following the Executive Session, the
meeting`adjourned.
VI. ADJOURN
The meeting adjourned at 4:46 p.m.
