I. CALL TO ORDER
A. Roll Call
Chair Peloza called the meeting to order at 3:00 p.m. in Conference Room 3 on the second floor of
City Ha11,25 West Main Street,Aubum WA. Members.present: Chair Bill Peloza, Vice Chair Sue
Singer, Member John Partridge. StaH�resent: Mayor Pete Lewis, Chief of Police Bob Lee, Fublic
Works Director Dennis Dowdy, Finance Director Sheitey Coleman, Planningand Development
Director Kevin Snyder, City.Attomey Dan Heid, Assistant City Attorney Doug Ruth, Assistant City
Attorney Steve Gross, Assistant Public Works Director Dennis Selle, Principal Planner Jeff Dixon,
Police Secretary/Scribe Kathy Emmert. Others presenti citizens Wayne Osborneand Nick Perius,
Dorsey & Whitney representative Terry Danysn, Aubum Reporter representative Robert Wfiale.

II. CONSENT AGENDA .
A. Municipal Services Minutes 9/26/11 Meeting
Vice Chair Singer moved to acbept the Consent Agenda. Member Partridge seconded. Chair
Peloza concurred. �

III. DISCUSSION ITEMS
A. Auburn Gateway Project - Draft Development Agreement (Snyder)
Review and discassion of draft Development Agreement.(DA) for Auburn
Gateway Project proposed.by Robertson 'Properties Group.
Principal PlannerJeff Dixon grovided and overview and summary of the draft development
agreement between the City oi Aubum and Robertson Properties Group for the property located at
the far north end of Auburn and knouvn as the Auburn GatewayProject. Committee members
haying had an opportunity to review the materials through other committee presentations
requested a few clarifications. Tfie Committee supports this project.
B. Auburn Gateway Project - Draft Planned Ordinance (Snyder)
Review and discussion of.draft Planned Action Ordinance (PAO) forAuburn

Gateway Project proposed by Robertson Properties Group.
Principal PlannerJeff Dixorrprovided background and summarized the proposed Ordinance and
explained how it related to the draft development agreement. The Commiriee supportsthe
Ordinance recognizing tFiere may be some fine tuning prior to iYs presentation.and implementation
by the tull Council as the project progresses.
C. Solid Waste - Tipping Fees (Coleman)
Finance DirectorShelley Coleman,presented information regarding increased King County landfill'
. costs (7ippingFees) for haulers from $95 to $109 for a garbage ton. The City of Auburn
' anticipated an inorease in these tipping feesfor 2012; and included the increase in its fee structure
to citizens in the 2011 �ate cfianges. King County Council will be reviewing the 2013 rates next
yeac
D. Alleyway Speed Cimits
Directorpowdy and Assistant Gity Attomey Doug Ruth addressed the request of the Committee to
revisit the possibility of establishing speed limits in city alleyways.Legal consulted with both Judge
Burns and the WSDOT. lt is their opinion that state law prohibits setting aspeed limit lower than
20 mph in an alleyway. The.Gityhas and will continue its policy of ineeting with neightorhoods and
when requested implement traffic calming measures suchashumps and pillows in alleyways.
E. Matrix
The Matrix is updated as follows:' .
Item 20 P -a correction to a date in the Status column reflecting the effective date of the Animal
Services Agreement to January 1,'2012 with actual operations beginning January 1, 2013.
item 24 P -will reflect the "special" scheduled Municipal Service Committee workshop date of
October 20,2011.
IV. ADJOURNMENT .
