Announcements/Presentations Staff provided additional handouts for items III.B. and IV.D. C. Agenda Modifications There were no agenda modifications. III. CONSENT AGENDA A. Novemberl4, 2011 Member Backus moved and Member Partridge seconded to approve the Consent Agenda as presented. MOTION CARRIED UNANIMOUSLY 3-0 IV. ACTION A. Resolution No. 4769 Public Works DirectorDennis Dowdy requested the Committee move Resolution No. 4769, A Resolution of the Gity Councii of the City of Aubum, Washington,setting the time and date for A Rublic Hea�ing before the City Council on the 2012-2017 Transportation Improvement Program to full City Council. Member Backus moyed and Member Partridge seconded to forward Resolution No. 4769 to full'City Council for review and approvaL MOTION CARRIED UNANIMOUSLY 3-0 • ' D '.v Planning and Community Development Committee Minutes November 28,2011 B. Ordinance No. 6394—Comprehensive Plan Amendments Principal Planner Jeff Dixon provided the briefing on Ordinance�No. 6394. Staff requests Committee move Ordinance No. 6394, Comprehensive Plan Amendments to full City Council on December 5`", 2011. Committee and staff discussed the recommendations of Planning Commission, Public Works Committee, and subsequent changes recommended by Pianning and Community Development Committee. Committee and staff reviewed the'bike box pilot program recommendations and expressed a concem of limited data on bike boxes. � Committee asks that staff include the 6ike box pilot program to the 2011 Comprehensive Pian Amendments allowing bike boxes as an option, not a requiremerrt. Member Backus moved and Member Partridge seconded to forward Ordinance No. 6394 to full City Council for Consideration... MOTION CARRIED GNANIMOpSLY 3-0 V. DISCUSSION and INFORMATION A. Resolution No. 4771 Government Relations Manager Carolyn Robertson reviewed the various municipal functions, tasks and projects provided by WashingtonZ Advocates, LLC. Committee requested staff add to the work plan: Boeing maintains their presence in the State of Washington, especially the production of the Boeing 737 MAX. B. 2012-2017 Transportation Improvement Program Public Works Director Dennis Dowdy and Traffic Engineer Pablo Para presented the staff report. The Six-Year Transportation Improvement Program (TIP) is required to be amended annually as required by RCW 35.77.010. For Aubum,the primary importance of the?IP is fhat, in most instances, projects musf be included on 4he TIP to be eligible fo�state and federal granY programs. The TIP identifies secured or reasonably expected revenues and expenditures for each of the projects included in the TIP. Typically, projects listed in 4he first three years of the document are shown as having seouFed funding while projects in the last three years can be partially or completely unfunded. Once the TIP is approved, projects are budgeted and funded through the City's biennial budget. The TIP set prioritiesfor the acquisition of project funding and is a prerequisite of most grant programs. Committee and staffYeviewed the proposed amendments. C. 2011 Phase II Code Update—Grouping 1 Planning Manager Elizabeth Chamberlain provided the staff reporton the Phase II Code Updates, Group 1. Ms. Chamberlain reviewed the Planning Commission recommendations from its October 18, 2011 pubiic hearing. Committee provided the following recommendations and feedback: • Landscaoina: 1. 6.1. Initial Maintenance period. Committee requested the language be clarified. Staff will provide language consistent with the approved Page 2 • K �! Committee expressed concem whereby commercial parking creeps into residential areas where residential and commercial are adjacent to one another. • Outdoor Liahtinc - The Committee did not have any changes to the proposed Janguage but did inquire about special eventiighting. Staff stated they would research the temporary use pertnit and sign code to see what the Ciry's regulations were related to special event lighting. D. Ordinance No. 6393.—Schoollmpact Fees Principaf Planner Jeff Dixon provided the briefing on Ordinance No. 6393. Title 19 (Impact Fees)of the Aubum City Code coMains standards and regulations pertaining to the imposition of impact fees in the City of Aubum. Chapter 19.02 (School Impact Fees) addresses the establishment, calculation, collection, and amendment of school impact fees within the municipal boundaries of the City of Aubum. Four school districts are within the City limits, Aubum, Dieringer, Federal Way, and Kent school districts. Staff reviewed changes to the 2012 schooi impact fees. Committee and staff reviewed the Dieringer School District schoal impact fee increase (letter).. Committee recommended a specific timeline or cut off period be requested when schools submit a "request for increase"to enable a reasonable time period for review. Committeesupports the Dieringer School District increase. E. Building Code and Land Use Code Issues for Business Use of Semi Truek Trailers Planning & Development Director Kevin Snyder reviewed the staff report with Committee. The Planning and Development Department has recently been presented a policy issue that,is not clearly addressed inthe City's adopted building and land use codes. Specifically, this poticy issue pertains to the use of semi-trudc trailers by businesses for related business fundions: These functions qn include situations where people and equipment are placed within a semi trudc trailer and are accessed and used by business employees and customers. Title 15 (Buildings and Construction) of the Aubum City Code contain the City's building and construction regulations. The City of Aubum adopted the 2009 edition of the Intemffiional Codes in 2010.The Building Official has determined that semi truck trailers are not considered generaliy considered a sVucture under the current definition and provisions of the adopted building codes such that he could normally regulate issues affecting and addressing human occupancy of a constructed space. Address fire code issues, ingress and egress, heafth and public safety. Committee is supportive in limiting the use to public facility and medical use. Staff will retum to Committee with proposed code language. F. Director's Report Planning Director Snyderreviewed the progress of the Auburn Environmental Park Boardwalk construction and gateway design.
