The City of Auburn is soliciting Proposals from qualified consulting teams to provide
professional services for the design, permitting, right of way acquisition, and potentially
construction assistance for two projects located on Auburn Way South, Project CP1118 —
Auburn Way South Pedestrian Improvements, Dogwood St SE to Fir St SE, and Project
CP1119 — Auburn Way South Corridor Improvements, Fir St SE to Hemlock St SE. The City
will select one consultant to provide professional services for both projects. It is the City's intent
to enter into separate consultant agreements for each project and to have separate plans,
estimates and specifications prepared for each project. It is likely the City will tie the
construction bids. The projects involve road, signal, storm drainage, transit and pedestrian
improvements to approximately 1/3 mile of Auburn Way South (SR -164), a state route and
major arterial. Project CP1118 has a total project estimated cost of $940,830 with state, federal
and local funding and Project CP1119 has a total project estimated cost of $3,033,000 with
Transportation Improvement Board funds and a local match provided by the Muckleshoot Indian
Tribe. The projects are anticipated to follow the same schedule, with design beginning in the
Spring of 2012 and construction being completed in 2013.
The lead consultant shall have:
1. Obtained WSDOT approval of at least two channelization plans within the last 5 years; and
2. Have experience with at least one roadway design on an arterial street with a total project
cost of at least $3,000,000 within the last 3 years; and
3. Have experience on at least two projects involving property acquisition within the last 3
years; and
4. Have experience with TIB's Value Engineering requirements or a similar value engineering
study within the last 5 years.
Six (6) copies of the Proposal Package must be submitted on or before 4:00 pm, Tuesday,
February 7, 2012, to the City of Auburn Public Works Department, 25 West Main, Auburn, WA
98001. Proposals shall be sent in a sealed enveloped and clearly marked: "Proposal —
CP1118/CP1119 Auburn Way South Improvements Projects" in the lower left corner.
Questions regarding this solicitation should be directed to Leah Dunsdon, Project Engineer, by
email only at Idunsdon @auburnwa.gov. For specific instructions on information to include in
Proposals, refer to the section below entitled Proposal Elements. Although the use of
subconsultants is recognized as being necessary for a multidiscipline large scale project, the
City's preference is for the lead consultant to have the majority of the work performed in- house.

PROJECT DESCRIPTION
Auburn Way South (SR 164) is a regionally significant route and provides important economic
and transportation benefits. As such, the City obtained state Pedestrian & Bicycle Safety
Program grant funds in the amount of $740,830 and federal grant funds in the amount of

$100,000 to provide improvements to the portion of Auburn Way South from Dogwood St SE to
Fir St SE (CP1118). The state grant funds require a $100,000 local match, which will be
provided by the City. The federal grant funds are anticipated to be used for design and right of
way acquisition. The City, in partnership with the Muckleshoot Indian Tribe (MIT), obtained
Transportation Improvements Board (TIB) grant funds in the amount of $2,426,400 to provide
improvements to the portion of Auburn Way South from Fir St SE to Hemlock St SE (CP1119).
The TIB grant funds require a local match of $606,600, which will be provided by MIT.
The proposed improvements for Project CP1118 are as follows:
1. Street lighting, sidewalk improvements and ADA compliant ramps; and
2. Landscaped median island for access management with a designated mid -block
crossing protected by pedestrian activated rectangular rapid flashing beacon warning
lights; and
3. U -turn widened "wedge" at Fir St Se to facilitate eastbound u -turn movements; and
4. Upgrading the signal at Auburn Way South and Dogwood St SE to countdown
pedestrian signal heads and ADA compliant push buttons; and
5. Storm drainage water quality and detention facilities if required per the City of Auburn's
Surface Water Management Manual; and
6. Relocating existing utility poles to the back of sidewalk to mitigate roadside hazards.
The proposed improvements for Project CP1119 are as follows:
1. Reconstruction of the roadway to a 5 -lane road section that consists of two through
lanes in each direction and a center turn -lane with u- turn /transit pullouts at Hemlock St
SE; and
2. Signing, striping, curb and gutter, 10 -foot wide sidewalks, street lighting, street trees and
ITS improvements; and
3. It is anticipated that a new storm drainage main will need to be extended from the
existing storm system near Elm St SE, or Dogwood St SE if necessary due to grade
limitations, to serve the project. Modeling to determine the slope and pipe sizing of the
new storm system will be completed by the consultant as part of the storm water report.
Modeling to determine the design flows of the larger tributary basin will be completed by
the City's on -call modeling consultant.
4. Storm drainage water quality and detention facilities per the City of Auburn's Surface
Water Management Manual; and
5. A new traffic signal at the intersection of Hemlock St SE and Auburn Way South,
including ADA compliant ramps, audible pedestrian push buttons and countdown signal
heads.
ANTICIPATED DELIVERABLES
The design contract will include project management, geotechnical work, survey, right of way
acquisition documents and negotiations per the Local Agency Guidelines (LAG) manual,
environmental approvals and permitting, preparation of storm water reports per the City of
Auburn's Surface Water Management Manual and WSDOT Runoff Manual, preparation of
contract plans and specifications, engineering estimates, WSDOT channelization plans, a value
engineering study for Project CP1119 only, an archaeology survey, and bidding /construction
assistance. The project deliverables include:
• A Project Schedule;
• Contract documents, including Special Provisions, an Engineer's Cost Estimate and
Contract Plans including the WSDOT channelization plans for 30 %, 70 %, 95 %, 99%
and final documents; and

• Environmental technical information, survey, storm water reports, geotechnical
investigations, channelization plans to meet WSDOT requirements, SEPA, NEPA,
permitting, and public outreach.
The City would like to have the design for this project started by April 2012, advertisement of
the project in February 2013 and construction to occur between April and October of 2013.
PROPOSAL ELEMENTS
The Proposal shall cover both Project CP1118 and CP1119. Separate proposals for each
project will not be accepted. Proposals are limited to twenty -two (22) double -sided pages
(excluding cover and dividers) (minimum font size 10 arial), and should address the following
items relative to the design and construction of arterial roadways, storm drainage facilities,
traffic signals, street lighting systems, and other project elements:
1. The Project Team's experience with similar project designs. Please include the following
information: project name, location, a brief description of the project, the firm's role in the
project, project team member roles in the project, design costs, construction costs, and a
reference.
2. The identity and qualifications of your proposed Project Team for the environmental
permitting, geotechnical design, right -of -way plans, and design efforts. Include any sub -
consultants proposed.
3. The Project Team's project specific approach.
4. The Project Team's anticipated Project Schedule.
5. Your firm's process /procedures for providing quality assurance /quality control throughout
the life of the project.
SELECTION PROCESS AND EVALUATION CRITERIA
A committee of City personnel will evaluate and rate the proposals, giving equal consideration
to these criteria: Project Team Experience for the Identified Efforts, Project Team
Qualifications, Approach to the Project, Anticipated Project Schedule, and Quality Assurance /
Quality Control Plan.
Following the evaluation of the Proposals, the City may interview up to three (3) of the
prospective consultants. Those firms selected for interview will have the opportunity to present
their past experience in environmental evaluation and permitting, roadway and storm drainage
design, property acquisition, and overall project approach.

TERMS AND CONDITIONS
The City of Auburn reserves the right to reject any and all Proposals and to waive irregularities
and informalities in the submittal and evaluation process. This solicitation for Consultant
Services does not obligate the City of Auburn to pay any costs incurred by respondents in the
preparation and submission of a Proposal. This solicitation does not obligate the City of Auburn
to accept or contract for any expressed or implied services. Furthermore, the City of Auburn

reserves the right to award the contract to the next most qualified Consultant if the selected
Consultant does not execute a contract within thirty (30) days after the award of the proposal.
