HomeMy WebLinkAboutCP1118&CP1119 Request for Proposals (2)H:\PROJ\CP1119-AWS Fir to Hemlock\Consultants\Consultan t Selection\RFP Documents\CP1118&CP1119 Request for Proposals.doc January 11, 2012 1 City of Auburn Request for Proposals Project CP1118 – Auburn Way South Pedestrian Improvements, Dogwood St SE to Fir St SE and Project CP1119 – Auburn Way South Corridor Improvements, Fir St SE to Hemlock St SE The City of Auburn is soliciting Proposals from qua lified consulting teams to provide professional services for the design, permitting, r ight of way acquisition, and potentially construction assistance for two projects located on Auburn Way South, Project CP1118 – Auburn Way South Pedestrian Improvements, Dogwood S t SE to Fir St SE, and Project CP1119 – Auburn Way South Corridor Improvements, Fi r St SE to Hemlock St SE. The City will select one consultant to provide professional services for both projects. It is the City’s inten t to enter into separate consultant agreements for ea ch project and to have separate plans, estimates and specifications prepared for each proj ect. It is likely the City will tie the construction bids. The projects involve road, sign al, storm drainage, transit and pedestrian improvements to approximately 1/3 mile of Auburn Wa y South (SR-164), a state route and major arterial. Project CP1118 has a total project estimated cost of $940,830 with state, federal and local funding and Project CP1119 has a total pr oject estimated cost of $3,033,000 with Transportation Improvement Board funds and a local match provided by the Muckleshoot Indian Tribe. The projects are anticipated to follow the same schedule, with design beginning in the Spring of 2012 and construction being completed in 2013. The lead consultant shall have: 1. Obtained WSDOT approval of at least two channeli zation plans within the last 5 years; and 2. Have experience with at least one roadway design on an arterial street with a total project cost of at least $3,000,000 within the last 3 years ; and 3. Have experience on at least two projects involvi ng property acquisition within the last 3 years; and 4. Have experience with TIB’s Value Engineering req uirements or a similar value engineering study within the last 5 years. Six (6) copies of the Proposal Package must be subm itted on or before 4:00 pm, Tuesday, February 7, 2012, to the City of Auburn Public Work s Department, 25 West Main, Auburn, WA 98001. Proposals shall be sent in a sealed envelop ed and clearly marked: “Proposal – CP1118/CP1119 Auburn Way South Improvements Project s” in the lower left corner. Questions regarding this solicitation should be dir ected to Leah Dunsdon, Project Engineer, by email only at ldunsdon@auburnwa.gov. For specific instructio ns on information to include in Proposals, refer to the section below entitled Prop osal Elements. Although the use of subconsultants is recognized as being necessary for a multidiscipline large scale project, the City’s preference is for the lead consultant to hav e the majority of the work performed in-house. Evaluation of the Proposals and ultimate consultant selection is iden tified in the section entitled Selection Process And Evaluation Criteria below. PROJECT DESCRIPTION Auburn Way South (SR 164) is a regionally significa nt route and provides important economic and transportation benefits. As such, the City obt ained state Pedestrian & Bicycle Safety Program grant funds in the amount of $740,830 and f ederal grant funds in the amount of H:\PROJ\CP1119-AWS Fir to Hemlock\Consultants\Consultan t Selection\RFP Documents\CP1118&CP1119 Request for Proposals.doc January 11, 2012 2 $100,000 to provide improvements to the portion of Auburn Way South from Dogwood St SE to Fir St SE (CP1118). The state grant funds require a $100,000 local match, which will be provided by the City. The federal grant funds are anticipated to be used for design and right of way acquisition. The City, in partnership with the Muckleshoot Indian Tribe (MIT), obtained Transportation Improvements Board (TIB) grant funds in the amount of $2,426,400 to provide improvements to the portion of Auburn Way South fro m Fir St SE to Hemlock St SE (CP1119). The TIB grant funds require a local match of $606,6 00, which will be provided by MIT. The proposed improvements for Project CP1118 are as follows: 1. Street lighting, sidewalk improvements and ADA c ompliant ramps; and 2. Landscaped median island for access management w ith a designated mid-block crossing protected by pedestrian activated rectangu lar rapid flashing beacon warning lights; and 3. U-turn widened “wedge” at Fir St Se to facilitat e eastbound u-turn movements; and 4. Upgrading the signal at Auburn Way South and Dog wood St SE to countdown pedestrian signal heads and ADA compliant push butt ons; and 5. Storm drainage water quality and detention facil ities if required per the City of Auburn’s Surface Water Management Manual; and 6. Relocating existing utility poles to the back of sidewalk to mitigate roadside hazards. The proposed improvements for Project CP1119 are as follows: 1. Reconstruction of the roadway to a 5-lane road s ection that consists of two through lanes in each direction and a center turn-lane with u-turn/transit pullouts at Hemlock St SE; and 2. Signing, striping, curb and gutter, 10-foot wide sidewalks, street lighting, street trees and ITS improvements; and 3. It is anticipated that a new storm drainage main will need to be extended from the existing storm system near Elm St SE, or Dogwood St SE if necessary due to grade limitations, to serve the project. Modeling to det ermine the slope and pipe sizing of the new storm system will be completed by the consultan t as part of the storm water report. Modeling to determine the design flows of the large r tributary basin will be completed by the City’s on-call modeling consultant. 4. Storm drainage water quality and detention facil ities per the City of Auburn’s Surface Water Management Manual; and 5. A new traffic signal at the intersection of Heml ock St SE and Auburn Way South, including ADA compliant ramps, audible pedestrian p ush buttons and countdown signal heads. ANTICIPATED DELIVERABLES The design contract will include project management , geotechnical work, survey, right of way acquisition documents and negotiations per the Loca l Agency Guidelines (LAG) manual, environmental approvals and permitting, preparation of storm water reports per the City of Auburn’s Surface Water Management Manual and WSDOT Runoff Manual, preparation of contract plans and specifications, engineering esti mates, WSDOT channelization plans, a value engineering study for Project CP1119 only, an archa eology survey, and bidding/construction assistance. The project deliverables include: A Project Schedule; Contract documents, including Special Provisions, an Engineer’s Cost Estimate and Contract Plans including the WSDOT channelization p lans for 30%, 70%, 95%, 99% and final documents; and H:\PROJ\CP1119-AWS Fir to Hemlock\Consultants\Consultan t Selection\RFP Documents\CP1118&CP1119 Request for Proposals.doc January 11, 2012 3 Environmental technical information, survey, storm water reports, geotechnical investigations, channelization plans to meet WSDOT requirements, SEPA, NEPA, permitting, and public outreach. The City would like to have the design for this pro ject started by April 2012, advertisement of the project in February 2013 and construction to oc cur between April and October of 2013. PROPOSAL ELEMENTS The Proposal shall cover both Project CP1118 and CP 1119. Separate proposals for each project will not be accepted. Proposals are limite d to eleven (11) double-sided sheets (twenty-two (22) pages total if single-sided) (excluding co ver and dividers) (minimum font size 10 arial), and should address the following items relative to the design and construction of arterial roadways, storm drainage facilities, traffic signal s, street lighting systems, and other project elements: 1. The Project Team’s experience with similar proje ct designs. Please include the following information: project name, location, a brief descr iption of the project, the firm’s role in the project, project team member roles in the project, design costs, construction costs, and a reference. 2. The identity and qualifications of your proposed Project Team for the environmental permitting, geotechnical design, right-of-way plans , and design efforts. Include any sub-consultants proposed. 3. The Project Team’s project specific approach. 4. The Project Team’s anticipated Project Schedule. 5. Your firm’s process/procedures for providing qua lity assurance/quality control throughout the life of the project. SELECTION PROCESS AND EVALUATION CRITERIA A committee of City personnel will evaluate and rat e the proposals, giving equal consideration to these criteria: Project Team Experience for the Identified Efforts, Project Team Qualifications, Approach to the Project, Anticipate d Project Schedule, and Quality Assurance / Quality Control Plan. Following the evaluation of the Proposals, the City may interview up to three (3) of the prospective consultants. Those firms selected for interview will have the opportunity to present their past experience in environmental evaluation a nd permitting, roadway and storm drainage design, property acquisition, and overall project a pproach. SELECTION SCHEDULE The City’s proposed schedule for Consultant selecti on, subject to change, is as follows: Issue Request for Proposals January 12, 2012, Janua ry 19, 2012 Deadline for Submittal of Proposals February 7, 201 2 @ 4:00 pm Preliminary Selection of Firms February 17, 2012 Notify Firms Chosen for Interviews (City Option) Fe bruary 21, 2012 Consultant Interviews (City Option) February 27-Mar ch 2, 2012 Final Selection of Design Firm Week of March 5, 201 2 Execution of Consultant Agreement April, 2012 TERMS AND CONDITIONS The City of Auburn reserves the right to reject any and all Proposals and to waive irregularities and informalities in the submittal and evaluation p rocess. This solicitation for Consultant Services does not obligate the City of Auburn to pa y any costs incurred by respondents in the preparation and submission of a Proposal. This sol icitation does not obligate the City of Auburn to accept or contract for any expressed or implied services.
