AGREEXENT' FOR PROFESSIONAL 8ERVICES
THIS AGREEMENT made and entered into by and between the CITY
OP AIIeIIRN, a municipal corporation of the State of Washington,
hereinafter referred. to as "CITY" and w'1th PaciLic Groundwatez
Gronp, Iac., whose address is 2377 Eastlake Avenue East, Seattle,
Washinqtoa, 98102, hereinafter referred to as "CONSIILTANT".
in consideration. of the covenants and conditions of this
Aqreement, the parties hereby agree as follows:
1. SCOP& OF WORR.
- This agreement is to provide hydrogeological services
and consulCing relating to municipal water supply and water
rights as described in Exhibit "A" Scope of Work. All work
under this aqreement will be described and authorized on a
task basis. Each task will be authorized by letter from the
CITY. Task authorization will include an estimated schedule
and a budget for tAe task. Work which would exceed the
authorized amount for a specific task will require
additional authori2ation from the CITY prior to beinq
performed. The estimated authorizations for work to be
performed under this Agreement during 1995 is seventy-seven
thousand dollars and no cents ($77,000. 00) . A sample task
authorization is shown as Exhibit "B°.

This Agreement shall continue until terminated by both
parties as described in item 8 of this Agreement.
3. COMPENSATION.
Compensatzon shall be based on the CONSULTANTS :hourly
billing rates as shown on Exhibit "C" Iiourly Billinq Rates.
Hourly billing rates include the total compensation paid to the
CONSULTANT to cover salaries, benefits, overhead, costs and
profits of the CONSULTANT. The CONSULTANT proposes to use
subconsultants to assist in performing work under this contract.
Whenever subconsultants are used the CONSULTANT shall provide for
CZTY review and approval a supplemental hourly billing rate
schedule which includes hourly billing rates for all
subconsultants prior to their work under this agreement. Labor
and expenses of the CONSULTANT and any subconsultant are to be
cataqorized and included with all invoices. The CONSULTANT shall
maintain proper accountinq records related to compensation and
provide copies to the CITY upon request documenting all labor and
expenses associated with this agreement.
4 . RESPONSIBILITY OF -CONSOLTANT.
The CONSULTANT shall be responsible for the professional
quality, technical accuracy, timely completion and the
coordination of all studies, analysis, designs, dravings,
specifications, reports and other services performed by the
CONSULTANT under this Agreement. The CONSULTANT shall, without

additional compensation, correct or revise any errors, omissions
or other deficiencies in its plans, designs, drawings,
specifications, reports and other services required. Tha
CONSULTANT shall perform its services to conform to generally
accepted professional hydrogeologic and engineering standards and
the program requirements of the CITY.
Any approval by the CITY under this aqreement shall not in
any way relieve the CONSULTANT of responsibility for the
technical accuracy and adeguacy of its services. Except as
otherwise provided herein, neither the CITY'S reyiew, approval or
acceptance of, nor payment for, any of the services shall be
construed to operate as a waiver of any riqhts under this
agreement or of any cause of action arising out of the ,
performance of this aqreement to the full extent of the lav.
5. INDEMNIFICATION/HbLD HARMLESS.
The CONSULTANT agrees to defend, indemnify and hold harmless
the CITY, its elected and appointed officials, employees and
agents from any and all claims, demands and/or causes of action
of any kind or character whatsoever arising out of or relatinq to
the CONSULTANT, its employees, subcontractors or aqents for any
and all claims by any persons for alleged. personal injury, death.
or damage to their persons or property to the extent caused by
the negligent acts, errors or omission of the CONSULTANT, its
employees, agents, subcontractors or representatives and arising
out of its performance of this Agreement. In the event that any

suit or claim for damage is brought against the CITY caused by
the negligent acts, errors or omission of the CONSULTANT, its
employees, agents; subcontractors or representatives and arising
out of its performance of this Aqreement, the CONSULTANT shall
defend the CITY at its sole cost and expense; provided that the
CITY retains the right. to participate in said suit if any
principle of governmental or public laws is involved; and if
final judgment be rendered aqainst the CITY and/or its officers,
aqents or employees or any of them, or jointly against the CITY
and the CONSIILTANT and their respective ofPicers, aqents,
subcontractors, employees or any of them, the CoNSULTANT aqrees
to fully satisfy the same to the extent of the CONSULTANTS
negliqence and the CONSULTANT shall reimburse the CITY for any
cost and expense which the CITY has incurred as a result of such
claim or suit to the extent of the CONSULTANTS negligence. The
provisions of this section shall surVive the expiration or
termination of this Aqreement.
6. INDEPENDENT CONTRACTOR/ASSIGNMENT.
The parties agree and understand that the CONSULTANT is an �
independent contractor and not the agent or employee of the CITY
and that no liability shall attach to the CITY by reason of
entering into this Agreement except as otherwise provided herein.
The parties agree that ttiis Agreemerit may not be assiqned in
whole or in part without the written consent of the CITY.

7, INSIIRANCE.
CONSULTANT shall procure and maintain for the duration of
this Agreement, comprehensive general liability insurance aqainst
claims for injuries to persons or damaqe to property which may
arise from or in conjunction with services provided to the CITY
by the CONSULTANT, its aqents, employees or subcontractors, under
this Aqreement. The CONSULTANT .agrees to provide comprehensive
general liability insurance and shall maintain liability limits
of no ' less then oNE MILLION DOLLARS (SS>000, 000) combined sinqle
limit per occurrence for bodily injury, personal injury and
property damage.
The general liabil3ty coverage shall also provide that the
CITY, its officers, employees and agents are to be covered as
additional insureds as respects: Liability arising out of the
services or responsibilities performed by or under obligation of
the CONSULTANT under the terms of this Agreement, by the
CONSULTANT, its employees, aqents and subcontractors.
The general liability coverages shall provide that the
CONSULTANT' S insurance coverage shall be primary insurance as
respects the CITY, its officials, employees and agents. Any
insurance or self insurance maintained by the CITY, its
officials, employees or aqents shall be excess to the
CONSULTANT'S insurance and shall not contribute with it. Each
insurance policy required by this section of the Agreement shall
be endorsed to state that coverage shall not be suspended,

voided, cancelled, reduced in coverage or in limits except after
thirty (30) days prior written notice by certified mail return
receipt requested has been given to the CITY. The CONSULTANT
aqrees to provide copies of the certificates of insurance to the
CITY specifying the coverage required by this section at the time
that this Agreement takes effect. The CITY reserves the riqht to
require that complete, certified copies of all required insurance
policies be submitted to the CITY at any time.
8. NONDISCRIMINATION.
The CONSULTANT ,may not discriminate regarding any services
or activities to which this Agreement may apply directly or
throuqh contractual, hirinq, or other arrangements on the qrounds
of race, color, creed, religion, national origin, sex, age, or
where there is the presence of any sensory, mental . or physical
handicap.
9. OANERSHIP OF RECORDS AND DOCUMENTS.
The CONSULTANT aqrees that any and all drawings, computer
discs, documents, records, books, specifications, reports,
estimates, summaries and such other information and matezials as
the CONSULTANT may have accumulated, prepared or obtained as part
of providing services under the terms of this Agreement by the
CONSULTANT, shall belong to and shall remain the property of the
CITY OF AUBURN. In addition, the CONSULTANT agrees to maintain
all books and records relating to its operation and conceminq
this Agreement for a period of three (3) years following the date

that this Aqreement is expired or otherwise terminated. The
CONSULTANT further agrees that the CITY may inspect any and all
documents held by the CONSULTANT and relatinq to this Aqreement
upon good cause at any reasonable time within the three (3) year
period. The CONSULTANT also agrees to provide to the CITY, at
the CITY'S request, the originals of all drawinqs, documents, and
items specified in this Section and information compiled in
. providing services to the CITY under the terms of this Aqreement.
Reuse of any of the drawinqs, computer discs, documents, records,
_ tiooks, specifications, reports, estimates, summaries and such
other information and. materials on extensions of this project ar
any other project without the written permission of the
CONSULTANT shall be at the CITY'S sole risk and the CITY agrees
to defend, indemnify and hold harmless the CoNSULTANT from all
claims, damage and expenses including attorney's fees arisinq out
of such unauthorized reuse of the CONSLJLTANTS drawings, computer
discs, documents, records, books, specifications, reports,
estimates, summaries and such ottier information and materials by
the CITY or others acting through the CSTY.
10. TERMINATZON OF AGREEMENT. �
This Agreement may. be terminated by either party upon twenty
(20) days written notice to the other party, and based upon any
cause. In the event of termination due to the fault of other(s)
than the CONSULTANT, the CONSULTANT shall be paid by the CSTY for
services performed to tYie date of te�mination.

Upon receipt of a termination notice under the above
paraqraph, the CONSULTANT shall (1) promptly discontinue all
services affected (unless the notice directs otherwise) , and (2)
deliver to the CITY all data, drawings, specifications, reports,
estimates;, summaries, and such other. information and materials as
the CONSULTANT may have accumulated, prepared or obtained in
performing this Aqreement, whether completed or in process.
11. GENERAL PROVISIONS
il.i. This Agreement shall be governed by the laws,
� requlations and ordinances of the City of Auburn, the State of
Washinqton, Kinq County, and where applicable, Federal laws.
11.2. All claims, disputes and other matters in question
arising out of, or relatinq to, this Agreement or the breach
hereof, except with respect to claims which have been waived,
will be decided by a court of competent jurisdiction in King
County, washinqton. Pending final decision of a dispute
hereunder, the CONSULTANT and the CITY shall proceed diligently
with the performance of the services and obligations herein.
11. 3. The CITY and the CONSULTANT respectively bind
themselves, their partners, successors, assiqns, and leqal
representatives to the other party to this Agreement with respect
to all covenants to this Agreement.
11.4. This Aqreement represents the entire and integrated
Agreement between the CITY and the CONSULTANT and supersedes all
prior neqotiations, representations or agreements either oral or

written. This Agieement may be amended only by written
instrument siqned by both the CITY and the CONSULTANT.
11.5. Should it become necessary to enforce any term or
obYigation of this Aqreement, then all costs of enforcement
including reasonable attorneys fees and expenses and court costs
shall be paid to the substantially preva_iling party.
11.6. The CONSULTANT aqrees to comply with all local, state
and fe3eral laws applicable to its performance under this
Agreeraent.

1 CONTRACT TERM. The term of the Agreement for Professional Services is extended to
April 30, 1998.
2. SCOPE OF WORK. This amendment is for the purpose of adding the installation of a
groundwater monitoring well and the monitoring of that well in order to establish the
ground water elevation in the vicinity of`M' Street SE and the Rail crossing/SR 18
crossing. The well will be placed within an existing City of Auburn Public Utilities
easement.
3 COMPENSATION The rates shall be those established in Amendment No 1

AGREEMENT FOR PROFESSIONAL SERVICES
This Amendment No. 3 to the existing Agreement for Professional Services for the City of Auburn
Water Resources Program (MS 700), entered into the 8th day of May 1995 by the City of Auburn,
King County, Washington, hereinafter called the CITY and Pacific Groundwater Group, Seattle,
Washington, hereinafter called the CONSULTANT
WHEREAS, the CITY and the CONSULTANT signed an Agreement for Professional Services related
to hydrogeological services and consulting related to municipal water supply and water rights,
WHEREAS, the initial scope of work required each task to be authorized by letter from the CITY and
each authorization letter included schedule and budget for the authorized tasks,
WHEREAS, several authorization letters have been issued by the CITY as shown in Exhibit 'D
WHEREAS, the CITY has requested a change in the format for additional task authorizations in order
to use periodical amendments rather than authorization letters, and the CONSULTANT has accepted,
WHEREAS, a new Amendment is required to authorize work for the second half on 1997 as presented
in the CONSULTANT letter dated December 11, 1997 re: Scope of Work and Estimated Costs,
Second Half of 1997 (with follow through into the First Part of 1998), Water Resources Protection
Program, Auburn, Washington, (Exhibit `E"),
WHEREAS, the CITY 1997 water budget includes all the tasks in the CONSULTANT scope letter
NOW THEREFORE, the AGREEMENT Executed on May 8, 1995 is revised as follows:
1 SCOPE OF WORK. Delete paragraph one of Item 1 `SCOPE OF WORK' in the AGREEMENT
and replace with the following:
`This agreement is to provide hydrogeological services and consulting related to municipal
water supply and water rights as described as shown on attached Exhibit A Scope of Work.
An amendment to the AGREEMENT is expected approximately twice a year, revising the scope
of work, and authorizing new task and compensation. All additional task authorizations shall be
based on amendments rather than letters of authorization, and such amendments shall occur at or
about every six (6) months.
2. TERM. Delete paragraph I of Item 2 `TERM" in the Contract and replace with the following:
`The term of the AGREEMENT is extended to December 31, 1999 or until terminated by both
parties as described in Item 10 `TERMINATION OF AGREEMENT' in the AGREEMENT

`Compensation shall be based on the CONSULTANT'S hourly billing rates as shown in
Exhibit `B' Hourly Billing Rates.
At the end of paragraph 1 add the following:
A summary of Authorizations to Date is shown in `Exhibit C' Authorization Summary This
summary is to be revised with each new Amendment to the AGREEMENT
The total compensation for July 1997 through April of 1998 is based on time and materials
expended on the job and shall not exceed $61 1,474 in general concordance with the distribution
included for the period July 1997 through April 1998 in `Exhibit C Authorization Summary

SCOPE OF WORK
Potential tasks in this Agreement may include but are not limited to the following:
Task 97-1 Water rights/Management/On-Call Work:
a) Attend meetings on a scheduled and as-needed basis.
b) Plan, execute, and track project budgets and expenditures; and prepare required accounting documents and other
management products as required by the CITY including monthly progress reports.
c) Address water rights issues as needed.
d) Additional work not included in the other tasks listed below as directed by the CITY
Task 97-2 Hydrogeologic Characterization:
a) Continue the hydrogeologic characterization process.
b) Continue development of computerized databases.
c) Drill additional characterization wells.
d) Collect additional chemical and isotope data.
e) Conduct water level surveys.
t) Conduct geophysical assessment.
g) Improve the recharge analysis.
h) Perform aquifer testing.
i) Develop an improved computer model.
j) Respond to input from the Muckleshoot Indian Tribe.
k) Prepare an update memo for the 1996 Hydrogeologic Characterization Report.
Task 97-3 Monitoring:
a) Expand and improve the electronic water level monitoring system.
b) Install four river flow monitoring stations on the Green and White rivers.
c) Install shallow-aquifer wells at each stream gauge site.
d) Download and analyze stream flow and water level data.
e) Prepare water level reports on an annual and as-needed basis.
Task 97-4 Lake Tapps Upland Study
a) Develop a more detailed understanding of the Lake Tapps Upland.
b) Prepare additional hydrogeologic cross sections.
c) Produce new water-table contour maps.
d) Conduct additional flow analyses.
e) Reassess recharge from Lake Tapps.
f) Collect,analyze,and interpret water samples for stable and non-stable isotopes.
Task 97-5 Resource Protection:
a) Complete contaminant inventory
b) Develop contaminant database module.
c) Prepare a contingency/spill prevention plan.
d) Prepare Department of Health deliverables.

a) Drill up to three supply test wells.
b) Drill one deep mud-rotary boring to bedrock.
c) Conduct pumping tests as needed.
d) Complete test borings as monitoring wells as needed.
e) Drill shallow monitoring wells near deep supply well borings,as needed.
Task 97-7 Coal Creek Springs Improvement:
a) Drill up to eight shallow test wells in the lowland plain containing the collector system.
b) Drill up to three deeper wells in the upslope region of the collector systems.
c) Dig backhoe test pits as needed to obtain more representative samples.
d) Conduct infiltration and other hydrologic testing as needed.
e) Develop a simplified MODFLOW model of the area to assess four possible third collector configurations.
f) Prepare reports as needed on improved concepts and source reliability
g) Develop design plans for a third collector and a revised overflow manhole structure.
h) Repair the plugged portion of the upper collector system.
Task 97-8 Production Wells 7 and 6:
a) Complete Production Well 7
b) Conduct pumping tests on Well 7
c) Work with the CITY(as needed) in the installation of the well pump and pump house for Well 7
d) Assist with site selection for Well 6.
e) Develop drilling specifications for Well 6.
f) Assist with selection of a drilling contractor.
g) Log Well 6 during chilling.
h) Recommend well screen design.
i) Conduct pumping tests on Well 6.
j) Work with the CITY(as needed)in the installation of the well pump and pump house for Well 6.
Task 97-9 Public Participation:
a) Assist the CITY in development of a public newsletter and other informational tools,as needed.
b) Develop and conduct children s educational programs.
c) Conduct other public participation work as directed by the CITY
Task 97-10 Testing and Evaluation of Wells 5B and 5C.
a) Coordinate pumping tests for new CITY Wells 5B and 5C.

This correspondence is to confirm prior discussion and direction for investigative and rehab
options engineering for the recent landslide at CCS.
During the rain event of early February 1996, the water system source from CCS experienced
high levels of turbidity Subsequent to turn ofl'of the CCS source, we determined a landslide had
occurred in the•general area, as shown on the enclosed Exhibit A.
On or about Feb 12, 1996, the City verbally requested that PGG investigate the slide and provide
rehabilitation options for our consideration.
We hereby define the scope of work, estimated fee, and schedule as follows:

Dear Dwight and Carl,
This letter describes our scope of work and requested costs for the second half of 1997
The requested costs are associated with completing the 1997 scope of work previously
submitted. The City authorized the general scope of work for the entire year and the
specific scope of work and associated costs for the first half of the year in a letter dated
May 12, 1997 This current request presents modification to the year's scope of work
based on changes in the project that have developed, along with the associated costs
needed to complete this work. The revised scope and associated costs for the second half
of 1997 are to be included in Amendment No. 3 to the contract between the City of
Auburn and Pacific Groundwater Group. This letter serves as the basis for the City to
authorize the work through Amendment No.3
The authorization period outlined in this letter begins with July 1 1997 and ends with
April 30, 1998 Previous authorization requests have been based on first and second
halves of calendar years. Because of confusion over whether the authorizations covered
the period during which the work was conducted or the period during which the invoice
for the work was received, processed and paid by the City an overlap period is included in
this authorization request to cover both understandings of the authorization period. In this
way all parties will be in compliance with contract authorizations. This authorization
request letter also covers a period to allow for project delays which may occur into 1998
The inclusion of an overlap period and an extension of the 1997 work through April 1998
represents no additional or duplicated costs to the City All our work is invoiced on a
time-and-materials basis in accordance with Pacific Groundwater Group s contract with
the City The apparent differences in the City's understanding of the authorization period
and Pacific Groundwater Group s understanding of the period of authorization do not

represent any double billing for any work. With each new authorization given by the City
a new project total cost is generated. The sum of our invoices cannot exceed this amount.
This total cost never' represents duplicated authorization of any task. It may on some
occasions, represent a change in the period during which the City authonzes completion of
the work.
It is our intent to complete as much of the work outlined in this letter as possible by the
end of 1997 There are many factors, however that may delay the completion of the work
into the beginning of 1998. These factors include: reviews of draft reports by the City
conflicts in schedules of well drillers and other subcontractors, developments and changes
in approach that unfold as previously-collected data are analyzed, input from Ecology or
the Muckleshoot Tribe that changes the direction or delays aspects of the project, and
changes in scheduling desired by the City Thus, some `spill over" of the work into 1998
may occur For this reason we request authorization to complete the work through April
of 1998.
It was previously believed that the authorization request must cover the period during
which the City could process, approve and pay for work, and not the period during which
the work was conducted. It is now understood, based on discussions with Caroline Bergt,
that the City can pay for work after the contract period has passed, as long as the work
was completed during the authorization period. This understanding will be followed in
this and all future authorization requests. Specifically this request letter pertains to work
to be completed by April 30, 1998, but not necessarily invoiced until May or possibly
June, if subcontractors delay their invoices to Pacific Groundwater Group.
With this letter we request an additional budget authorization of$611,474 for work to be
completed during the period July 1 1997 through April 30, 1998 Authorization of this
work would bring the anticipated costs for 1997 work (which includes the spill over
period through April 1998) to $1,501 456, as summarized in Table 1 These costs do not
include subcontracting costs that will be made directly to the City for Production Well 6,
and the third collector or other improvements at Coal Creek Springs. This authorization
would bring the contract total to $2,646,696 The 1997 scope of work, broken down into
tasks and subtasks, is presented in Attachment A. Details of each task are described
below
' On July 17 1997 Pacific Groundwater Group attended a meeting with the City to review the City's
understanding that we had been authorized for$7,500 more than indicated by our records for the sum of
total authorizations. Pacific Groundwater Group requested a reduction in the City's total to reflect the
City's apparent duplicated authorization within one task. This reduction will be reflected in Amendment
No.2 of the Pacific Groundwater Group contract with the City All future amendments will include a
contract total, thereby avoiding misunderstandings of the total amount authorized.

1997 SCOPE OF WORK BY TASK
Task 97 1 Water rights /Management/On-Call Work:
Pacific Groundwater Group personnel and other team members will attend meetings on a
scheduled and as-needed basis. We will also plan, execute, and track project budgets and
expenditures; and prepare required accounting documents and other management products
as required by the City including regular status reports. We will address water rights
issues as they develop. Work associated with water rights could include, but not be
limited to, analyses, meetings, and presentations pertaining to-
• interference to the City s existing wells or springs,
• protests to Ecology about interference to City sources caused by other water users,
• assessments of impacts to other water users from City sources,
• additions to the City's water supply system, and
• other work as required by the City
Additional work not included in the other tasks listed below would be included in this
task, as directed by the City This work includes, but is not limited to, test drilling at the
Auburn Cemetery and working with the City's attorney in the Bonney Lake suit.
Task 97-2 -Hydrogeologic Characterization.
Pacific Groundwater Group will continue the hydrogeologic characterization process
during 1997 Tasks will include:
• working on the computerized database,
• drilling additional characterization wells,
• collecting additional chemical and isotope data,
• conducting water level surveys,
• assessing geophysical characteristics of the area,
• improving the recharge analysis,
• conducting aquifer tests,
• computer modeling,
• responding to input from the Mucldeshoot Indian Tribe, and
• preparing a memo that updates the 1996 Hydrogeologic Characterization Report.
Each of these subtasks is described below
Database The database developed with Microsoft® Access® will be improved, updated,
and installed at the City It currently has four modules to enter and analyze: (I) City of
Auburn water quality data, (2) well logs filed with the Department of Ecology (3) water
level and pumping data collected over time by the City and (4) electronic data collected

from wells, springs, and eventually rivers, by the City's new data acquisition system. The
database will be updated to Windows 95/NT when the City updates its computer system
this summer A module specific to the City s resource protection program will be
developed along with other future modules as directed by the City
Characterization Wells Two test borings are planned to explore the region between
the City s Production Well 1 and the White River and the northern portion of the distal
delta. These borings will be placed at areas likely to yield information on the presence and
properties of low-permeability aquitards lying between the White and Green rivers and the
Vashon recessional deltaic aquifer tapped by the City's wells. These wells are planned to
be about 500 feet in depth and will be drilled by the cable tool method. The borings will
be converted to dual-completion observation wells following the design and format of
test/observation wells completed in 1996
Geochemical and Isotope Data Initial water samples from several City wells have been
analyzed for basic geochemical parameters along with stable and radio-isotopes.
Additional samples will be collected, analyzed, and evaluated to better define groundwater
flow paths. Samples will be collected from various points within the regional flow system,
including valley and upland wells.
Water Level Surveys A series of water levels have been collected from selected wells
in the valley and the Lake Tapps Upland as part of the 1996 program. A spring survey
will be completed to help indicate seasonal flow path variations. An additional set of
water levels will be collected from the Enumclaw Upland. Well owners who participated
in the autumn survey 1996 will be re-contacted and their wells will be measured again
during April. After logs for wells in the Enumclaw Upland are reviewed and
representative wells are selected for the spring survey owners will be contacted, and
permission for use will be requested. The collected water levels will be entered into the
database and water table contour maps generated to replace some of those presented in
the 1996 Characterization Report.
Geophysics Identification and characterization of aquitards in the White River area may
be possible using surface geophysics. Northwest Geophysical Associates (NGA) will be
contacted and a preliminary feasibility study conducted to recommend a suitable method
and estimate its potential for success. Appropriate geophysical methods may include time-
domain electromagnetism, seismic refraction/reflection, or other methods. Data from
wells drilled in the White River area will be used to calibrate the appropriate method
selected by NGA. If Pacific Groundwater Group, the City or NGA deems that a
geophysical survey is unlikely to yield usable results, geophysics will not be used.
Improved Recharge Analysis The 1996 Characterization Report indicated the USGS
recharge analyses and its input data were not up-to-date. Recharge will be reevaluated
using the most current possible data. Work anticipated for the improved recharge analysis
will include: compilation and processing of land use data from aerial photographs,

digitization of hard copy soil maps to the necessary scale, and analyses of direct runoff,
and calculation of groundwater recharge. GIS and statistical methods will be the pnmary
tools used to reassess recharge.
Aquifer Testing Extensive aquifer testing is planned for 1997 A separate test will be
conducted using each of the City's valley wells as the pumping center and the remaining
wells as observation wells. At least four tests are planned during the spring, with possibly
one or more additional tests conducted during autumn. These multi-day tests will entail
pumping selected City wells at known and constant rates as water levels are measured at
key wells and rivers. Analyses of the aquifer test data are expected to increase the
understanding of the properties of the aquifer better define the relationship of the shallow
aquifer deep aquifers, and the rivers; and to help the understanding of the roles of the
Green and White rivers in groundwater recharge.
Computer Modeling Development of the ongoing computer model of the regional
water system will continue. As data are developed during the characterization process,
the model will be improved. The current three-layer preliminary model will be modified
into a more sophisticated eight- to 10-layer transient, finite-difference model developed
using the USGS computer code MODFLOW
Responding to Tribal Input The Muckleshoot Indian Tribe has suggested that work in
addition to that outlined in the 1996 Characterization Report may be desired. We will
review their requests and develop work plans as appropriate. Small additional tasks may
be conducted under Task 97 1 Larger tasks will be submitted to the City for approval for
additional funds.
Characterization Update Memo ARer data collected during 1997 are analyzed, a
memo will be produced outlining changes and modifications to our understanding of the
hydrogeology of the project area. The memo may contain revised geologic cross sections,
revised groundwater contour and flow maps, updated recharge values, updated hydraulic
parameters, an explanation of improved understanding of river-aquifer relationships, and
more. Figures for this memo will be in the format consistent with the 1996 Hydrogeologic
Characterization Report.
Task 97-3 - Monitoring:
The monitoring program will continue. Data loggers installed during 1996 will be
removed and returned to the manufacturer for updated computer chip replacement. Wells
which are not being monitored at that time will be considered for inclusion in the
monitoring program. Data loggers and transducers will be-ordered and installed. The
report documenting the installation of monitoring equipment, including photos and other
support information, will be finalized.

Following review by the Muckleshoot Indian Tribe of the recommendation report for
stream gauging sites on the White and Green rivers, four river flow monitoring stations
will be installed.
A total of five shallow wells will be installed: one at each of the new stream gauge sites
and one at the existing USGS White River gauge site at A Street. These wells will allow
comparison of water level changes in the shallow aquifer with those in the rivers. These
wells are anticipated to be 30 to 50 feet deep and will be drilled by the cable-tool or air
rotary method. Wells will be completed similar to those Installed during 1996
Data from all stations will initially be downloaded and analyzed on a monthly basis.
`Bugs' in the system will be identified and corrected. Annual reports will be prepared
after bugs are corrected and the data are deemed representative.
A monitoring well to assist the City in the design of an underpass at M Street and 4th will
be installed and water levels will be measured over a period of up to five months. The
well will be approximately 35 feet in depth and completed in a manner similar to other
shallow monitoring wells completed earlier
Task 97-4 - Lake Tapps Upland Study
Our understanding of the Lake Tapps Upland will be refined and developed by
incorporating new information into our previous analyses. Additional hydrogeologic cross
sections will be produced using wells which were not available for use in the
Characterization Report. Several sections will be oriented north-south to assess the
aquifers in the Coal Creek Springs area, as well as near the Tacoma Point wells. New
water table contour maps will be generated using all available data and additional flow
analyses, including simplified modeling, where appropriate. Potential interference to City
sources (wells and springs) from other water purveyors will be quantified.
Recharge from Lake Tapps will be reassessed. Puget Power will be contacted, and all
data that they can or will provide will be assessed to improve the water budget analysis.
This improved water budget analysis will be used to better quantify leakage from the lake
if possible. If the improved water budget cannot adequately quantify leakage from Lake
Tapps, a field program will be developed to provide the needed data. The field program
may include collection of water samples for chemical and radio-isotope analyses water,
installation of gauging stations, measurement of evaporation, or other activities.
Task 97-5 - Resource Protection.
A contaminant inventory will be completed. The inventory will include known and
suspected generators, storers, transporters, and users of materials that could potentially or

and analyze the inventory data. The database module will be designed to be compatible
with Autocad® which the City uses for its geographical information system (GIS). The
database will identify potential contaminants by general location, address, and well capture
zones.
A contingency/spill prevention plan will be developed. A water resource protection plan
will be developed, if requested. The plan will pre-select pumping schemes that could be
employed if one or more sources were removed temporarily or long-term from the supply
system.
If directed, a water resource protection committee will be formed. The committee will
assist the City with various public involvement issues. Initial public education programs
will be developed and presentations will be made, if authorized by the City
All the activities of the water resource protection team will be presented in a water
resources protection plan which will be begun during 1997 The deliverables required by
the Department of Health will be prepared. These deliverables include the well capture
zone maps and contaminant inventory The deliverables will be modified as new
information becomes available. Input to support new City ordinances regarding resource
protection will be given, as needed
Task 97-6 Supply Test Wells:
Three supply test wells will be drilled during 1997 One of the wells is planned to explore
beneath the deep deltaic aquifer to depths of up to 1,300 feet. The purpose of these
explorations is to locate and characterize yield and water quality within the deltaic aquifer
explore for deeper aquifers and to identify the bottom of the deltaic aquifer and underlying
units. These wells will be drilled by the cable tool method to depths of about 400 feet
using smaller casing telescoped within larger casing. Drilling below about 400 feet will be
by the mud-rotary method.
After test drilling has reached completion depths, pumping tests will be conducted on
promising zones, if warranted. The 80-slot test screen used in previous test wells will be
reused if appropriate; otherwise, a new test screen will be purchased. Aquifer test
parameters will be calculated from the pumping test data. Water samples will be collected
to assess possible iron, manganese, or other contaminant problems.
All borings will be finished as dual completions similar to those installed during 1996 A
separate, 20- to 40-feet-deep well may be completed adjacent to the deep well if drilling
indicates a very shallow aquifer is present.

Task 97-7 Coal Creek Springs Improvement:
The Coal Creek Springs improvement project will be continued during 1997 Eight
shallow test wells will be drilled in the lowland plain containing the collector system. If
the City chooses to do so, three deeper wells will be installed in the upslope region of the
collector systems. Several backhoe test pits will be dug to obtain larger more
representative samples from the area where a third collector may be developed. The wells
will be sampled along with the collector system for geochemical and isotope analysis. An
infiltration test will be conducted with City assistance to help identify shallow flow paths
to the collector system. The data will be analyzed and possible options, including a third
collector system, will be reviewed. The analysis will include a simplified MODFLOW
model of the area with simulations of four possible third collector configurations. Reports
will be prepared on improvement concepts and source reliability
Parametrix, Inc. will design the third collector, along with a revised overflow manhole
structure. The new structure will allow for separate operation of each collector giving the
City more management options during periods of turbid flow The design will also allow
measurement of flow in each collector as well as overflow discharge. After review and
approval by the City the new collector will be installed. Contractor costs for construction
of the third collector or overflow structure are not included in Attachment A.
Parametrix will also repair the plugged portion of the upper collector system. They will
prepare a preliminary design, hire a contractor then dig up and replace the plugged 15-
inch line. The repair will be conducted at a time approved by the City
Task 97-8 Production Wells 7 and 6:
Production Well 7 will be completed. The pumping test will be conducted, the data
analyzed, and a report prepared. Pacific Groundwater Group will also work with the City
as needed in the installation of the well pump and pump house.
Production Well 6 will be installed during 1997 Pacific Groundwater Group will assist
with site selection by providing hydrogeologic input as needed. Drilling specifications will
then be developed. Pacific Groundwater Group will assist the City in selecting a drilling
contractor We will log the well during drilling, work with City inspectors, design a well
screen, conduct a 72-hour constant-rate test and conduct a 4- to 5-hour step-rate pumping
test. The well design and testing program are anticipated to be similar to that of Well 7
Task 97 9 Public Participation.
Team members will help the City develop a newsletter and other informational tools, as
needed. A public participation program will also be developed, if directed by the City this

program will focus on reducing citizen concern about water rates, the sale of water to
non-City customers, water conservation, and other factors necessary to successfully
complete the water resources program. Subtasks possible for this work include:
• establishing focus groups to better understand citizen knowledge and concerns,
• meeting with business groups to better understand the role that the business
community plays,
• conducting telephone baseline surveys,
• preparing news letters to be included with utility bills, and
• making public presentations to expand citizen understanding.
Quarterly meetings will be held if directed by the City to maintain communication
between the City the consultant team, and others.
Task 97-10 Testing and Evaluation of Wells 5B and 5C
Pacific Groundwater Group will coordinate pumping tests for new City Production Wells
5B and 5C Video logs made during 1996 will be reviewed, and a multi-rate step-test and
constant-rate test will be conducted for each well, if possible. The step tests will involve
pumping each well at four or five rates in order to evaluate well loss and efficiency The
total time for each step test will 8 hours or less. The constant-rate tests will be conducted
to evaluate aquifer properties and boundaries. Pumping will continue at each well for
approximately 2 weeks, followed by up to 2 weeks for water level recovery Wells 5 and
5A will be monitored during the test as observation wells. Each new well which is not
pumped will also be monitored during the constant-rate test. A pump subcontractor will
be hired to install and remove the test pumping equipment, as well as to operate the
equipment during the test. Because of these wells are relatively deep (more than 700
feet) and relatively small in diameter (10 and 8 inches), and because pumping rates will be
relatively high, a special-design test pump will be required. Because no subcontractor is
likely to have such a test pump in stock and because its reuse by a subcontractor is not
likely the City will purchase half of the pump with the option to purchase the remainder at
cost, in lieu of pump rental. Following the pumping tests, the data will be analyzed and
recommendations for operation of the four City upland wells (5 5A, 5B, and 5C) will be
made in a test pumping report.
Task 97-11 - West Hills Springs Improvement
Improvements to West Hills Springs will be made in 1998. Exploration work originally
planned for 1997 has been postponed. Costs, previously approved in 1997 will be
balanced out by a credit for this task

I CONTRACT TERM. The term of the Agreement for Professional Services is extended to
April 30, 1998.
2. SCOPE OF WORK. This amendment is for the purpose of adding the installation of a
groundwater monitoring well and the monitoring of that well in order to establish the
ground water elevation in the vicinity of`M' Street SE and the Rail crossing/SR 18
crossing. The well will be placed within an existing City of Auburn Public Utilities
easement.

This Amendment No. 4 to the existing Agreement for Professional Services for the City of Auburn
Water Resources Program (MS 700), entered into the 8th day of May 1995, hereinafter called the
AGREEMENT by the City of Auburn, King County Washington, hereinafter called the CITY and
Pacific Groundwater Group, Seattle, Washington, hereinafter called the CONSULTANT

WHEREAS, the CITY and the CONSULTANT signed an AGREEMENT for Professional Services
related to hydrogeological services and consulting related to municipal water supply and water rights,
WHEREAS, Three (3) Amendments have been made to the original AGREEMENT
WHEREAS, Amendment 3 to the AGREEMENT requires a new Amendment to authorize work for
1998,
WHEREAS, the CONSULTANT presented a scope of work to the CITY in a letter dated May 7 1998,
re: 1998 Scope of Work, Water Resources Protection Program, Auburn, Washington,
NOW THEREFORE, the AGREEMENT Executed on May 8, 1995, is revised as follows:
1 SCOPE OF WORK.
This Amendment is to provide additional hydrogeological services and consulting related to
municipal water supply and water rights as described as shown on attached Exhibit A Scope
of Work.
2. COMPENSATION.
The total compensation for work completed under this Amendment between May 1, 1998
through June of 1999 is based on time and materials expended on the job, and shall not exceed
$999,570, in general concordance with the distribution included for the period May 1998
through June 1999 in Exhibit B' Authorization Summary
3 SCHEDULE.
The work included in this Amendment shall be completed by June 30, 1999 The
CONSULTANT shall exert reasonable and diligent effort to complete all work where possible,
by the end of the first quarter of 1999 (March 31 1999).

SCOPE OF WORK
Potential tasks in this Agreement may include but are not limited to the following:
Task 98-1 Water Rights/Management/On-Call Work:
a) Assess interference to the City's existing wells or springs.
b) Evaluate protests to Ecology about interference to City sources caused by other water users.
c) Assess impacts to other water usersfrom City sources.
d) Evaluate additions to the City's water supply system.
e) Assist with the City's Bonney Lake and Lakeland Hills suits.
1) Attend meetings on a scheduled and as-needed basis.
g) Plan,execute,and track project budgets and expenditures.
h) Prepare accounting documents.
i) Conduct in-house team meetings with the City Tribe,and/or regulatory agencies.
j) Manage staff.
k) Conduct additional work not included in the other tasks listed below as directed by the CITY
Task 98-2 Hydrogeologic Characterization:
a) Continue the hydrogeologic characterization process.
b) Continue development of computerized databases.
c) Collect additional chemical and isotope data.
d) Revise the 1996 recharge analysis.
e) Respond to input from the Muckleshoot Indian Tribe.
f) Prepare a 1998 Hydrogeologic Characterization Report.
Task 98-3 Monitoring:
a) Expand and improve the electronic water level monitoring system.
b) Develop rating curves for the Green and White rivers.
c) Download and analyze stream flow and water level data.
d) Prepare water level reports on an annual and as-needed basis.
Task 98-4 Lake Tapps Upland Study•
a) Develop a more detailed understanding of the Lake Tapps Upland.
b) Install one characterization well up to 450 feet deep.
c) Collect and analyze water samples collected during drilling for isotopic age dating.
d) Prepare additional hydrogeologic cross sections.
e) Conduct a pumping test at the new characterization well.
f) Reassess recharge from Lake Tapps.

d) Design and install well screens in the two test wells.
e) Conduct 72-hour pumping tests in each test well.
f) Measure water levels in all wells within the test well area and prepare water table contour maps.
g) Analyze pumping test data for hydraulic parameters.
h) Quantify flow within the valley and the relationship between aquifer and river flows.
Task 98-16—Flow Modeling and Maximum Aquifer Yield Quantification:
a) Conduct senior review of conceptual model, model set up and model results.
b) Set up model.
c) Collect,compile and input model data.
d) Develop and implement data management system.
e) Calibrate model to historical hydraulic data.

WATER RESOURCES PROGRAM
TASK 99-22—SUPPLEMENTAL WELL 4 AQUIFER TESTING
The following work shall be conducted:
Install Replacement Well WR-2A
A well drilling contractor shall be hired to install a replacement well adjacent to the existing WR-2, to an
estimated depth of 60 feet. The finished well shall be 2-inches in diameter,have a screen length of 30 feet,
and be completed with a flush mount wellhead to accommodate lawn mowing at the park.
Shift Data Loggers
A data logger shall be installed in WR-2A. The data logger would be removed from some other part of the
system where level measurements are redundant or less important.
Setup Data Loggers and Retrieve Data
Data loggers at Well 4,T-4, CW-2, WR 2 and the barometric station at the airport shall be reset to collect
data on an hourly basis. After conclusion of the test,data shall be retrieved from these data loggers and the
data collection interval reset to the standard six-hour interval.
Assess Data
Data collected from the test shall be appended to the Pacific Groundwater Group database and plotted on
linear graphs. Water level changes shall be reviewed to search for the hydraulic signal of the cycling
pumping. Non-pumping influences shall be removed, where possible. Ratios of water level changes and
time lags shall be quantified for input to the computer model currently under development. Potential
impacts to the White River from pumping shall be assessed and the pumping test previously conducted at
Well 4 reviewed.
Prepare Memo
A short memo shall be prepared summarizing the well installation, testing, results and conclusions. The
City shall receive a review draft. A final memo shall be issued incorporating the City's comments.

1 CONTRACT TERM The term of the Agreement for Professional Services is extended to
December 31, 2000 Phase I as described below shall be completed and delivered to the
City by June 15, 2000 The remainder of the scope, Phase II shall be completed by the
end of the contract term
2 SCOPE OF WORK The scope of work shall be completed in two phases in accordance
with the contract terms and as described as follows
Phase I
Complete the development and calibration of the steady-state and transient 3
dimensional groundwater models The model shall consist an eight layer 3 D,
transient groundwater flow model of the greater City of Auburn area (as described
in the 1999 characterization report) The model shall be developed using
MODFLOW, and shall be delivered to the City in data files that can be read by
MODFLOW in the PC environment
Complete one simulation using the model The City shall select one pumping
regime for its wells and one set of boundary conditions for the simulation The
simulation shall be conducted with one river stage selected for the White and
Green Rivers
Complete and deliver five copies of a draft modeling report The report shall
document the development of the model, discuss calibration and sensitivity
analyses including criteria for acceptability and model results Criteria for
calibration shall follow ASTM D 5490 93 with the exception that Standard
American Engineering units shall be used instead of SI units The report will
contain figures limited to 11 x 17 inches in size The figures shall show details on
model construction, which shall include contour maps of elevation of model units
hydraulic conductivity, storativity, and conductance of the hydrostratigraphic units
most relevant to the model Figures shall also be developed showing model
results Model results shall include contours of groundwater elevations and flow
directions in the valley aquifer system, groundwater flow rates in the valley aquifer
system, ever reaches affected by pumping of the City valley wells and changes in
groundwater flow to various river reaches of the White and Green Rivers caused
by pumping of the City valley wells The model shall simulate groundwater flow to
the rivers using average (constant head) water levels for each model node

representing a river reach. Average water levels shall be used as the constant heads
in the steady state and transient calibrations.
Complete a Users Guide for model. The User's Guide shall include descriptions of
the inputs required for the model, with specific emphasis on model inputs including
wells and pumping rates relevant to the City's future use of the model to secure
water rights. The input description shall include tables of recommended ranges for
input values and locations the City would use in future simulations relevant to
future water rights issues. The User's Guide shall also discuss model output with
specific emphasis on issues relevant to securing water rights. The User's Guide
shall discuss how the various input values and output values could be used to
provide input to future non-hydrogeologic studies that may be needed to secure
water rights for the City The discussion shall include identification of the locations
of river reaches potentially affected by City pumping.
Present results of Draft report and model to staff. An informal presentation of the
model, model results and draft report shall be made to City staff. The presentation
shall include a live demonstration of the model using a computer supplied by
Pacific Groundwater Group and a projector supplied by the City The presentation
shall include an overview of the calibration process, a visual and verbal description
of the output of the model and a discussion of how the model could be used in the
water rights process.
Phase H.
Revise the draft report to include the City s review comments for a Final Draft and
make a presentation to the Public Works Committee in July 2000 or earlier on the
findings and conclusions of the modeling effort. Submit 5 copies of the report to
the City Submit a digital copy of the report and figures in PDF format for
reproduction of additional copies of the report by the City Prepare no more than
two response letters on behalf of the City to special interest groups and/or agency
review comments on the model and report.
3 COMPENSATION- The amount of this amendment is $70,000 The total contract
amount is adjusted to a total of$4,033,021 This amendment represents a not-to-exceed
cost to complete the Phase I work by June 15 2000 Phase H shall not be authorized if the
Phase I work is not completed by June 15 2000

J • All provisions in the basic agreement and all previous amendments remain in effect except as
expressly modified by this supplement.
The changes to the agreement are described as follows:
I CONTRACT TERM. The term of the Agreement for Professional Services is unchanged
from Amendment No. 7 The Agreement shall be in force until December 31 2000
2. SCOPE OF WORK. The scope of work is amended to include an additional groundwater
modeling run, and an update to a portion of the Coal Creek Springs analysis using revised
pumping rate and flow data supplied by the City This modeling and analysis is necessary to
support the water resource protection program development.
3 COMPENSATION The amount of this amendment is $5,000 This brings the Resource
Protection Task authorization to $130,000 The total contract amount is increased to a total
of$4,038,021 '
