Five (5) copies of the Proposal package must be sub mitted on or before 5:00 pm, Thursday, March 15, 2012 to the City of Auburn Public Works Department, 25 W est Main, Auburn, WA 98001 or by hand at the City of Auburn Customer Ser vice Center, One East Main Street, Auburn, WA 98002. Proposals shall be sent in a sea led envelope and clearly marked: “Proposal – Facilities Evaluation Study in the lowe r left corner. Questions regarding this solicitation should be directed to Cynthia Lamothe, Water Utility Engineer, by email only at clamothe@auburnwa.gov . For specific instructions on information to include in the Proposal, refer to the section below entitled Proposal Elements . Evaluation of the Proposals and ultimate consul tant selection is identified in the section entitled Selection Proces s And Evaluation Criteria below. PROJECT OVERVIEW AND SCOPE OF WORK The City of Auburn is seeking to evaluate the physi cal condition of its existing water facilities including booster pump stations, pressure reducing stations, treatment facilities, interties and storage facilities. Currently, the City has 9 booster pump stations, 34 pressure reducing stations, 2 treatment facilities, 6 chlorination stations, 18 interties a nd 8 storage facilities throughout the City. The ag e of the facilities varies greatly. The scope of work for this project is to assist the City in identifying needed water system improvements by conducting a facilities evaluation study. The Consultant shall: • Assess the physical condition of each water facili ty including all major system components such as mechanical, electrical, structur al • Develop a life cycle cost analysis for each facili ty • Identify needed repair, upgrade or replacement imp rovements for each facility • Identify the timeframe for when the improvements a re needed • Develop a cost estimate for each improvement proje ct This RFP does not include design and/or constructio n tasks. PROPOSAL ELEMENTS Each proposal is limited to ten (10) letter-size do ubled-sided sheets (20 type-written pages) excluding cover and dividers, and should address th e following items relative to the project overview and scope of work: 1) The proposed Project Team, including sub-consult ants, experience with similar projects within the past 5 years. Please provide the follow ing information: project name, location, a brief description of the project, the f irm’s role in the project, Project Team member’s roles in the project, a project reference and contact phone number, consultant design costs, and project implementation/constructi on costs. H:\PUB_WRKS\Utilities\Water\Projects\Facilities Eva luation Study\RFP.doc 2) The identity and qualifications of the key Proje ct Team members including any sub- consultants. 3) The Project Team’s specific approach to the proj ect. 4) The Project Team’s process/procedures for provid ing quality assurance/quality control throughout the life of the project. 5) The Project Team’s experience with providing eng ineering services during implementation/construction. As a supplement to the above, two (2) bound copies of general firm/team information and Project Team member resumes may be included as part of the proposal. SELECTION PROCESS AND EVALUATION CRITERIA A committee of City personnel will evaluate and rat e the proposals to these criteria: 1) Project team experience with similar projects (5 0%) 2) Project team member qualifications (25%) 3) Approach to the project to the study (25%) Following evaluation of the Proposals, the City may select a consultant to provide the engineering services or elect to interview up to th ree (3) of the prospective consultants. SELECTION SCHEDULE The City’s proposed schedule for consultant selecti on, subject to change, is as follows: 1) Deadline for Submittal of Proposals March 15, 2012 @ 5:00 pm 2) Preliminary Selection of Firms March 27, 2012 3) Notify Firms Chosen for Interviews (City Option) March 28, 2012 4) Consultant Interviews (City Option) April 10-1 1, 2012 5) Final Selection Week of April 30, 2012 6) Execution of Consultant Agreement May 2012 TERMS AND CONDITIONS The City of Auburn reserves the right to reject any and all Proposals and to waive irregularities and informalities in the submittal and evaluation p rocess. This solicitation for Consultant Services does not obligate the City of Auburn to pa y any costs incurred by respondents in the preparation and submission of a Proposal. This sol icitation does not obligate the City of Auburn to accept or contract for any expressed or implied services. Furthermore, the City of Auburn reserves the right to award the contract to the nex t most qualified Consultant if the selected Consultant does not execute a contract within thirt y (30) days after the award of the proposal.
