The applicanf, Centex Real Estate Corporation, throuqh its agent, Landmark Enqineering, applies for preliminary 7 plat approval for the development of a 176 lot sinqie family subdivision on a site approximately 55-1/2 acres $ in size. The site is located south of Howard Road, north of the Game Farm Park, and west of the Forest Ridge 9 neighborhood 10 2 The subject property is currently a vacant mining site and is zoned R-2, Single Family. The Comprehensive P1an 11 desiqnates the site for single family residential uses Existing zoning and land ases in the vicinxty inctude R- 12 2, vacant, to the north; P-1, Public, Game Parm Park, to the south, R-2, Single Family, to the east; and R-2, 13 Single Family, to the west The Comprehensive Plan desiqnates the site for sinqle family uses in all 14 directions of the subject site with the exception of to the south which is desiqnated for public uses. 15 3. The site was previously known as the Meade Grayel Pit 16. The applicant gnoposes to develop the s3te fn three phases over a five year period pursuant to the plat map l� 4. As previously indicated, the subject site was use3 for 1$ surface mining until it was abandoned approximately 25 years ago In ad'dition, the southwest corner of the site 19 contained an asphalt batch plant which operated until approximately 10 years aqo As a result of the prior xise. 2O of the site and the fact that when the site was abandoned, it was not recla#med or graded to accommodate 21 a subsequent land use, it is now necessary to regrade the sita resulting in this proje,ct�s need for a surface 2z mining permit The permit wi11 allqw for the excavatlon and grading of approximately 200, 000 cubic yards of on- 23 site material and the removal of approximately. 90$ of the existinq vegetation The existing vegetation consisbs 24 largely of secondary growth and very few significant trees The excavated material will be utilized for the 25 on-site subsequent construction for either fill or street 26 Resolution No.2587 laauary 3,1995 Page 2 1 construction The applicant estimates that 20,000 eubic 2 yards of unsuitable material wil'1 be removed from the site and 10,000 cubie yards of material will be imported 3 ta the site as needed for the proposed aonstructi"on. The applicant estimates that the excavation and residential 4 development will fake place simultaneously; however, most af the excavation, if not all, will occur prior to the 5 commencement of the construction of the homes As mentioned, the mining permit is being processed at the 6 same time, but is a separate application 7 5. As part of the environmental rev3ew of this site, the City required a number of studies including traffic; $ geotechnical, wetlands, and utilities As a result of the extensive environmenta3 review of tha project, a 9 Final .Mi£igated Determination of Non-Significance (MDNS) was issued on September 20, 1994 and contains 29 10 mitigating conditions, I1 6. There was no appeal of the MDNS filed 12 � The evidence establishes that the site contains six small wetlands totalling 1. 228 acres pursuant to the wetland 13 report. The praj,ect proposes to fill approximately 0 22 acres of wetlands. Mitigation for the fillirig of 14 Wetlands is to be accomplished on site. In accordance with the wetlands report, to mitigate for the loss of 15' functians and values of existing wetlands, the applicant proposes to replace wetland functions through 'wetland 16 creation, enhancement, and buffer enhancemen£s 17 8 The geotechnical study required as part of the eaVironmental review of this site conc7uded that the site ig soils are suitable for the proposed development so lonq as fhese stud3es recommendations regaidinq sloge 19 stability, foundation placement, slab on site, structural fill, and drainage are required and implemented. The 20 evidence establishes that soils suitable far supportiag. foundatioas are available at relatively shallow' depths 21 throughout much of the site except in the west cenEral portion of the site where extensive fill has been placed. 22 Conventional spread foatings may ba utili2ed for foundation support throughout most of the site; however, 2� the extensive fill may require deepened footing or the removal or replacement of existing f'ill material 2A 25 26 Resolutioa No 2587 January3 1995 Page 3 �: 1 Curr�ntly, .the unsuitable fill _material is identiffed� as ` 2 extending from the eurface to depttia of approximately 16 feet and includes such items as construction dekiris, 3 asphalt, concrete, bricks, metal, lumber, and stumgs. 4 9. The proposed development will generate trafPic ai►d new vehicle trips which will ; impact the existing transportation system The trafPic report entitled 5 "TrafPic impact Analysis for the Meade Property" was 6 prepared by Gibson Traffic Consultants and released in December, 1993, with a subsequent addendum dated April. � 25, 1994 The analysis estimates thSt upon completion in 1997, all three phases of the subdivision will result in $ 1,745 daily vehicle trips with 183 of these trips occurring within the PM peak hour , Of these 181 PM peak 9 hour trips, 117 would be in-bound and 64 would be out- bound After determining the amount of projected tra£fic 10 from the site, the project trips were distributed to area streets to dete=mine impacts,, The traPf.ic report 11 concludes that the majority of the project traffic, 55�,, would use routes west of the project along 29th Street to 12 access arterials at "R" and "A" Streets The report estimates that 30� of the traffic would use routes along 13 Eioward Road with two-thirds of that traffic usinq the route to the west and one-third using the route to tlie 14 east The traffic study concludes that only 15$ d€ site traffic would use routes east of the subdivision to 15 Alpine Street or Forest Ridge Drive if such routes were aysilable. In addit:ion to construction of interior 16 streets shown on the plat, the development w-ill be required to improv.e Howard Road to half of a 44 Poat wide 1? arterial street staiidard adjacen� to the site. The half street improvements will include curb, gutter, sidewalks, storm drainage and illumination In additson, the glat �� will provide for a new street to connect "R'! Street SE to 19 Howard Road This street wi�ll be required to be constructed to an arterial standard and will provide 20 substantial access through the site This street should preclude the need for through traffic to travel through 21 the existing :neighborhood to the east even if a non obstructed access were made available 22 10. Currently, the neighborhood to the east consists of two 23 sinqle family subdivisions totalling 186 lots The neighborhood's main access is providad through the � intersection of Dogwood anfl Auburn Way South , At the time that these plats were subdivided, in 1961 and 1965 25 respectively, they provided for two "stub" streets which 26 Resolucion No 258? The preliminary p1aE 2 as proposed will connect these two atub streets for emerqenay access, thereby providinq a through emer.geney 3 access from 29th SEieeE SE to Dogwood Street=. An emergency only access will eliminate a cancern that traffic would use a perceived short cut th;ough £he 4 neighborhood to tha east; T.he new street, between '!R" 5 Street and xoward Road, is intended to carry most if not aTl of the traffic flowing between Auburn Way South and 6 �R" Street. 7 il : At the time of the public hearing, there was considerable public testimony in opposition to tYie wnnection of the S stub streets to provide a through acdess from 29th Street SE to Dogwood Street. The appTicants indicated they did 9 aot have a strong oginson concerning whether or not bhere should be a through connection The neiqhborhood �� opposiEion relates primariTy to concerns regarding the safety of the citizens, partioularly children, who reside 11 within £he vicinity in the event that there is a through street connection . The neighborhood expressed concerns 12 regarding traffic becoming an acute problem ; Lack of sidewalks was expressed as a concern Parents who reside 13 in tkie area suggested there would be a problem with cars speading through their neighborhoods Concern was 14 expressed regarding the amount of traffic to be generated by the subject site . lb 12.
