HomeMy WebLinkAbout02-07-2012Parks and Recreation Board Meeting Minutes Tuesday, February 7, 2012 5:30 p.m. Auburn Senior Activity Center, Rotary Room Call to Order The meeting was called to order at 5:31 by Michael Hassen. Those attending in addition to Mr. Hassen were David Domenowski, Vicki Gilthvedt, Richard Artura and Greg Dobbs. Department staff present were Parks Director Daryl Faber and Parks Secretary Julie Mehl. II. Minutes The minutes of the December meeting were motioned for approval by Vicki Gilthvedt, seconded by Greg Dobbs. III. Committee Member Input Michael Hassen has received a lot of questions regarding dumpsters for tree limbs. How long will they be available? Daryl replied until February 12. Richard attended an event at the Les Gove Multi- purpose building recently and there were some homeless folks who were very aggressive. They came into the building and helped themselves to the food. They came out of a van with a sign posted "Do not tow, in hospital ". They were in their 30's and were also climbing the rock wall at the gymnasium. Director Faber will investigate. Dr. Gilthvedt asked Daryl why Auburn has become a haven for the homeless. Daryl responded that Auburn has a number of apartment buildings owned by out of state person(s). It is also cheaper to live in Auburn than other areas. He added that the plaza area near the downtown taverns have folks who intimidate theater patrons. Greg Dobbs attended a birthday party at the new gymnasium and said it was fun. He reported the staff was mediocre. He'll be attending a show at The Ave theater soon (The Lorax) and will report to the board. David Domenowski reported there are some tree branches needing to be trimmed at the off leash area at Roegner Park. David had his car broken into at the off leash area. Daryl responded that isolated parking areas are targets for car thieves and the city is installing cameras at the golf course, Isaac Evans, various playgrounds, parks and the climbing wall. We did catch and prosecute some kids who had performed graffiti near the climbing wall at Les Gove. Richard asked what city code was regarding door to door salesmen. He said it's gotten really bad in the Tuscany neighborhood at Lakeland Hills. Daryl will check with the city clerks office. Greg mentioned he was recently at a park that had a zip line, and wondered if Auburn would consider adding a zip line to one of our parks. He added that it has a mechanism which slows at the end so the children won't fly off the line. Director Faber would love to have a zip line as one of our amenities. Daryl also added he would like a spray park at Sunset Park. IV. Correspondence /Public Input V. Old Business Lea Hill Park is close to going out to bid. GRCC wanted a softball field and have recently asked for more of a neighborhood / student park. It will include a loop trail with skate amenities for skate boarders to grind & jump on. There will be street parking and 200 parking stalls at the Trades Building. The project is three years behind. Other park amenities will include a shelter /stage for concerts and get togethers, a play structure with a farm theme, mostly grass except for small soccer field. There will be no restrooms but will have a shelter for port -a- potties. The trail will link to GRCC Trades Building. Will go out to bid in 8 weeks and will be built this summer with $900,000 from GRCC. VI. New Business VII. Department Report 2011 — 12 Financial Budget Outlook — Director Faber handed out budget worksheets and stated youth program costs are required to cover instructor but not overhead. Adult programs are cost + 40 %, adult programs pay for youth programs. Special Events staff raise plenty and make a profit from sponsorships. Priorities for budget cut decisions, we are better served filling our programs. The budget details show budget by line item and by department (with revenue) with a total budget of 8 million. David Domenowski asked about the golf course revenue. Daryl replied there has been a 2% increase, there is a debt load on the club house, the golf course also pays the city $100,000 per year. Currently are trying to separate the club house debt from the golf course. There are no stock holders to ask for funding, just the city general fund. Construction costs were also high five years ago, beginning at 2.5 million increasing to 4.1 million with add ons. Rounds are up currently. Special Events — The Parks Department does a lot to help with The Auburn Downtown Association. Relay for Life is not our event yet we have four to five tents. We are trying to help folks with their events downtown but don't always have the staff to deliver supplies. Sound Bytes will be a new event, Friday noon concerts (3 or 4) to create new energy in the downtown core. Concessions at Les Gove Park — Have had trouble in the past with popsicle vendors at Les Gove. The City will post signs at parks as this is against the rules. Will be submitting a RFQ for a vendor to sell ice cream and hot dogs. Dick Todd has four mobile carts and may split a percentage or go with a flat fee. Parents will be thrilled as they won't have to re -load kids to go get lunch. Director Faber did this at Seahurst Park in Burien and the popsicle vendors disappeared, he feels it is worth trying for a year. Year in Review brochure — Daryl Faber handed out the annual Year in Review' publication as a reminder of all the Parks Department completes throughout the year so we don't lose any funding. Clean Sweep — Two playgrounds at Game Farm Park are being removed as they are 29 years old. A proposal has been submitted for two new playgrounds and a plaza paver refurbishment. Will use some city funds for the project. Next month will have drawings for playgrounds which will be closer to the paths to meet ADA requirements. AUBURN* * MORE THAN YOU IMAGINED • VIII.
