CALL TO ORDER Chair Rich Wagner called the meeting to order at 3:00 P.M. in the City of Aubum Annex Conference Room 1 located at One Main Street, Aubum WA. Committee members present were: Chair Rich Wagner, Vice Chair Largo Wales and Member Wayne Osborne: Staff members present included: Mayor Pete Lewis, Project/Construction Manager Steven Burke, Parks, ARs and Recreation Director Daryl Faber, Community Services Manager Michael Hursh, Planning Director Kevin Snyder, Networlr Cammunications Engineer Colin Schmalz, Financial Planning Manager Martin Ghaw, and Human Resources Assistant Cheryl Abner. 11. APPROVAL OF MINUZES Chair Wagner suggested a motion to approve the minutes of the February 9, 2012,meeting. �ce Chair Wales so moved. Member Osborne seconded. Minutes approved unanimously 3-0. Discussion A. NDC (National .Development Council) RFP (Request for Proposal) Relative to the Community Center; Details and Schedule Community Services Manager Hursh reported that he and Planning Director Snyder met with the NDC at tFieir offices shortly after the last Community Center meeting held February 9, 2012. The meeting charts the road as an initial engagement of NDC as a professional services contractor helping with what is a financial and project feasibility, which is nearing completion. It is now in Legal for review. NDC is going to review for us how we can get this project done 'including, but not limited to, existing City funds and poten6al funds Prom alternative sources. That portion of their work should be completed within 30 —60 days for the initial performance phase of the contract. They will present an initial report to the Committee within 30 — 60 days which will determine moving forward with the RFP. Consulting cost is $25,000. VA (Veteran's Administration) Potential Participation in the Community Center Project as a Result of Ufe Visit. to Washington, DC by Mayor Lewis and Michael Hursh Last Month Mayor Lewis attended the US Conference of Mayors and white there, he and Community Services Manager Hursh met with the Under Secretary of the VA, John Garcia, It was determined there is some funding available and itwas suggested bythe Under Secretary that he retum for the Annual National meeting of all the VA Directors and talk with him and State Director John Lee. The Mayor is planning to return to 4he National League of Cities along with the new Council members in March and plans on meeting with the Under Secretary and State Director. C. King County Li6rary Expansion Update, Including Parking Lot Vehicle Traffic Flow Goordination with Other LGCC Traffic Flows, Especially the Community Center Chair Wagner discussed the library expansion and how 'it may affect our traffic flow and parking situation that is currently designed for the Community and Activity Centers. He asked if a separate study should be conducted to examine the parking and traffic flow and look at the capacity one more time. Also; to revisit how we came up with the capacity in the traffice study that was done. The traffic flow intemal to the campus was not specfically addressed in that study. The Committee suggested that a Traffic Engineer or the City's Traffic Engineer, take another look at it and come back to the',group with their findings. Also look at potential and fullest use of all tfie Campus development including the One Stop Center. vce Chair Wales requested a special review of Deals Way, the street,that goes through the campus. The concem is an intemal campus fraffic plan. The Mayor recommended the Committee meet within the next 30 days which will be at the next scheduled meeting of April 9, 2012. The March 12th meeting was cancelled. D. Watercolor Rende�ing of the Community Center for Use As A Marketing Tool Members received a copy of a watercolor rendering of the Community Center as a marketing tool. For use in public communications about the project, is it worth $2500 to have a watercolor picture created showing the more dramatic side of the building as it is seen from the park side? Dueto the cost of a watercolor rendering, the Committee agreed 4hey wilt not do anything beyond the computer generated picture. Page 2 Communitv.Center Committee Minutes Februarv 23. 2012 E. Review Grant Applications to the State Legislature for Potential _ _ Bonding Bills Being Considered in the. Senate and the House of Representatives Director Faber submitted' grant applications to the State Legislature requesting funds to develop an approximate 2'0,100 sq. ft. community center _ _ _ building to be used for educational, cultural and social activities as weli as large non-programmed community meeting spaces. The project is being,lobbied and in strong corrterttion. f. RFP for Summer Concessions at Les Gove Park The City of Aubum Parks, Arts & Recreation Department is seeking a seasonal contractor to provide food and beverage services to the public through a Concession Trailer or Food Truck. Director Faber suggested upgrading the field house 6u'ilding and making it into a better restroom and concession kind of building. The exisfing restrooms are in decent condition but still not sufficientfor all the new improvements occuring at the Campus. Chair Wagner he feels it may be a worthwhile architectural exercise to get a gross cost estimate. Chair Wagner asked Director Faber to approach the Mayor to get his thoughts om making this happen and report back at the April 9�h mee4ing on a Restroom and Concession Cost Feasibility Gross Estimate.
