I. CALL TO ORDER
Chair Peloza called the meeting to order at 3:30 p.m. in Conference Room 3 of City
Hall, 25 W. Main, Auburn, WA.

A Resolution of the City Council of the City of Auburn, Washington, formally
accepting a grant of approximately $250,000 from the State of Washington,
Military Department in an amount not to exceed eighty seven and one half percent
(87.5%) of eligible expenditures as reimbursement from the Federal Emergency
Management Agency and the State of Washington for expenses incurred by the
City of Auburn during the January 2012 storm event.
Vice Chair Osborne moved to forward Resolution No. 4811 to full Council for
consideration. Member Wales seconded.

IV. DISCUSSION ITEMS
A. Animal Control/Licensing Update (Hursh)
Manager Hursh provided an update to the Committee. In January 2013 the City
will assume full responsibility for the Pet Licensing Program and Animal Control
which is currently being administered by King County. We have 19% of pets in
Auburn that are licensed which is 1.5% lower than the national average. There
are approximately 17,500 dogs and 20,000 cats in the City. Compared to the 1st
quarter of 2011, pet licensing has increased by about 5.5% in 2012. New
marketing strategies have been initiated on how to improve pet licensing which
will be utilized in conjunction with existing systems and programs for reaching out
to residents. Manager Hursh will email a copy of the full update to Mayor Lewis
and all Council members.
B. Street Median Maintenance (Faber)
Director Faber provided a handout with pictures of the beautification areas - right
of way landscaping and street medians - around the City. The Committee
reviewed the information and discussed improvements that have been completed
and are planned for the future. Director Faber stated that the beautification
projects have been prioritized with current staffing levels - both full time and
temporary seasonal staff - and based on season. Mayor Lewis reminded the
Committee that work on the Standards for setting up future beautification areas
needs to continue with guidelines completed and ready to implement by the fall of
this year. It was suggested that a special meeting be conducted with Vice Chair
Osborne, Member Wales and Parks staff in the next couple of weeks. Director
Faber also advised that the costs to expand the flower basket program will be
provided at a future meeting.
C. Redlight Photo Enforcement Update (Lee)
Assistant Chief of Police Karnofski reviewed the 1st quarter report on the Red
Light Photo Enforcement program. The City launched the Traffic Safety and
Enforcement Camera program in June of 2006. Currently, the program includes 3
intersections and 6 school zones. Surveys are regularly conducted to locate new
intersections and school zones to be added in an effort to improve public safety.
The report indicates that every year since 2008 the violations and infractions have

decreased at these intersections and school zones. In the future the Committee
would like to see additional information comparing the number of infractions to the
number of cases that were dismissed in court. The report shows that the Auburn
PhotoSafe Program has not had a negative impact to the City in terms of cost, has
shown a significant reduction in violations reported, and has had a positive impact
on public safety. Councilmember Wales spoke against having photo signs outside
of the intersections where cameras were displayed.
D. King County Proposal for Court Services (Heineman, Lee and
Coleman)
Director Coleman led the discussion on what it would cost the City to contract
court services through King County District Court next year. It is anticipated that
in 2013 the budget for court, probation and incarceration (SCORE/jail) services
will surpass $10 million dollars which is approximately 18% of the City’s general
fund budget for these activities. Mayor Lewis requested that staff come up with
options to decrease costs. The King County District Court submitted a proposal
outlining the costs and services they would provide should the City of Auburn
choose to enter into an Interlocal Agreement with them. The Committee reviewed
and discussed the proposal in detail with King County staff and has requested that
our staff provide information on the services provided by Auburn Municipal
Court. Director Heineman stated that staff is already working on this and the same
scope of information will be presented, in a matrix format as Member Wales
requested, at a future Municipal Services Committee meeting.
E. Auburn Golf Course Financial Review (Coleman)
Director Coleman provided the Committee with the 2012 first quarter operating
results for the Auburn Golf Course. Green fees and other revenues (i.e. cart
rental fees, sale of retail merchandise, etc.) has increased. Additionally, costs are
up due to the purchasing of inventory for the clubhouse and the Golf Course
incurred costs due to damage from the January storms.

Background
The City of Auburn holds an International Farmer's Market between June 1 and September
30 of each year and the parking lot located at 23 "A" Street, which is used as short-term
commuter parking during the week, is uniquely situated to be used to support customer
parking for the Market.
Discussion
Staff recommends that parking in this lot be restricted to Market parking on those days when
the Market operates and the City of Auburn holds an International Farmer's Market between
June 1 and September 30 of each year; and that Section 10.40.020 of the Auburn City Code
be amended to reflect those changes.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, AMENDING
SECTION 10.40.020 OF THE AUBURN CITY CODE
RELATING TO OFF-STREET MUNICIPAL PARKING
WHEREAS, the City of Auburn holds an International Farmer’s Market
during between June 1 and September 30 of each year; and,
WHEREAS, the parking lot located at 23 “A” Street, which is used as
short-term commuter parking during the week, is uniquely situated to be used to
support customer parking for the Market; and,
WHEREAS, City staff recommends that parking in this lot be restricted to
Market parking on those days when the Market operates.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN as follows:
Section 1. Amendment to City Code. That section 10.40.020 of
the Auburn City Code be and the same hereby is amended to read as follows:
10.40.020 Municipal off-street parking facilities.
A. Unless posted otherwise, or as otherwise indicated in ACC 10.40.035 or in this
or another section of the city code, the municipal off-street parking facilities
operated by the city listed hereinbelow are established as three-hour nonmetered
parking zones, which three-hour parking limitation shall exist from 9:00 a.m. to
6:00 p.m. daily, excluding Sundays and holidays:
1. 110 “A” Street NW (parcel number 0492000370);
2. 115 “A” Street NW (parcel number 0492000461) (employee parking);
3. 11 “A” Street NW (parcel number 7816200100) (employee parking);
4. 36 W. Main Street (parcel number 7815700115);
5. 1 First Street NE (parcel number 04292000595);
6. 110 Second Street SW (parcel number 7815700815) (Auburn Station parking
garage);
7. 21 S Division Street (parcel number 7815700135);
8. 180 First Street NE (parcel number 0483000080);
9. 137 E. Main Street (parcel number 0489000040);

(a) parking at 23 “A” Street SW shall be short-term 15-minute parking
between the hours of 5:00 a.m. to 9:00 a.m. and 5:00 p.m. to 6:30 p.m. Monday
through Friday;.and,
(b) parking at 23 “A” Street SW shall be limited to use for customers of the
Auburn International Farmer’s Market on all Sundays between 7:00 a.m. and
4:00 p.m. from June 1, through September 30. Vehicles parked in violation of this
subsection may be immediately towed.
Section 2. Implementation. The Mayor is hereby authorized to
implement such administrative procedures as may be necessary to carry out the
directions of this legislation.
Section 3. Severability. The provisions of this ordinance are
declared to be separate and severable. The invalidity of any clause, sentence,
paragraph, subdivision, section or portion of this ordinance, or the invalidity of the
application thereof to any person or circumstance shall not affect the validity of
the remainder of this ordinance, or the validity of its application to other persons
or circumstances.
Section 4. Effective date. This Ordinance shall take effect and be
in force five days from and after its passage, approval and publication as
provided by law.

Background Summary:
The City's Airport is in need of a mid-term update of the 2000-2020 master plan which will allow
the City the opportunity to: look at improvements to ensure the airport is in compliance with FAA
standards; review aircraft population and forecast airport capacity; and update the Airport Layout
Plan (ALP). In addition, a Wildlife Hazard Assessment (WHA) is necessary to assess risks from
bird strike damage and identify possible solutions. The WHA is a new requirement from the FAA.
The total cost of these plans are estimated to total $225,000. The City has submitted an
application for federal assistance from the Federal Aviation Administration. Funding will be as
follows:
Funding Source Amount Percentage Local Funds (Airport Fund #435): $ 11,250.00 5.0 State of
WA DOT 11,250.00 5.0 Federal Funds (FAA) 202,500.0090.0Total $225,000.00 100.0%
It is anticipated that 5% of the funds will come from the WA State DOT. If funding from the WA
State DOT is not available, the full 10% or $22,500 will come from City funds.
Before the FAA is able to award these funds, a resolution must be approved by the City
including a specific statement of support.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, AUTHORIZING THE CITY TO ACCEPT
A FEDERAL GRANT IN THE AMOUNT OF $202,500 FROM THE
FEDERAL AVIATION ASSOCIATION (FAA) TO UPDATE THE
AIRPORT MASTER PLAN AND WILDLIFE HAZARD
ASSESSMENT AND AUTHORIZING THE EXECUTION OF THE
GRANT AGREEMENT THEREFOR
WHEREAS, the Auburn Municipal Airport is in need of a mid-term update
to the 2000-2020 Airport Master Plan in order to ensure the airport is in
compliance with FAA standards,
WHEREAS, the Auburn Municipal Airport is in need of Wildlife Hazard
Assessment to identify and mitigate safety issues,
WHEREAS, the City of Auburn has submitted to the Federal Aviation
Administration (FAA) a request for federal grant funds in the amount of Two
Hundred Two Thousand and Five Hundred Dollars ($202,500), representing
funds to be used towards preparing the update to the Airport Master Plan and
preparing a Wildlife Hazard Assessment as specified above; and
WHEREAS, by virtue of this Resolution the City Council has expressed
its statement of support of this project; and
WHEREAS, the City of Auburn is willing to provide its 5% of the funds
needed for these airport projects in the amount of Eleven Thousand Two
Hundred Fifty Dollars ($11,250), subject to funding approval from the
Washington State Department of Transportation in the amount Eleven
Thousand Two Hundred Fifty Dollars ($11,250),

WHEREAS, the Auburn Municipal Airport has available for these projects
funds sufficient to provide this 5% match to the State’s amount.
WHEREAS, the Federal Aviation Administration requires a resolution
from the City of Auburn expressing support of this project prior to award of
federal grant funding;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON HEREBY RESOLVES AS FOLLOWS:
Section 1. Purpose. The Auburn City Council does hereby express its
statement of support for the following projects: a mid-term update of the Auburn
Municipal Airport Master Plan and a Wildlife Hazard Assessment. The Auburn
City Council does hereby authorize the City’s expenditure of Eleven Thousand
Two Hundred and Fifty Dollars ($11,250) as its 5% match of the funds needed
to complete these projects. The City match may increase to Twenty Two
Thousand Five Hundred Dollars ($22,500) if matching funds from the
Washington State DOT is not available. The Mayor of the City of Auburn is
hereby authorized to accept the Federal Aviation Administration grant, should it
be awarded to the City of Auburn.
Section 2. Implementation. The Mayor of the City of Auburn is
hereby authorized to implement such administrative procedures as may be
necessary to carry out the directives of this resolution.
Section 3. Effective Date. This Resolution shall take effect and be in
full force upon passage and signatures hereon.
