HomeMy WebLinkAboutCP1122 Request for Proposals_Final 072512.pdf City of Auburn Request for Proposals Project CP1122 – 30th Street NE Area Flooding, Phase 1 The City of Auburn is soliciting Proposals from qualified consulting teams to provide professional services for the design, environmental permitting, and potentially construction assistance for the 30th Street NE Area Flooding, Phase 1 project CP1122. The lead consultant shall: 1. Have experience with at least one storm drainage system design on a collector street with a total project cost of at least $2,000,000 within the last 5 years. 2. Have experience on at least two projects involving similar environmental permitting within the last 3 years. Six (6) copies of the Proposal Package must be submitted on or before 4:00 pm, Thursday, August 23, 2012. They can be mailed to the City of Auburn Public Works Department, 25 West Main St, Auburn, WA 98001 or dropped off at One East Main St, Auburn WA, 2nd Floor Customer Service Center. Proposals shall be sent in a sealed enveloped and clearly marked: “Proposal – CP1122 30th Street NE Area Flooding, Phase 1” in the lower left corner. For specific instructions on information to include in Proposals, refer to the section below entitled Proposal Elements. Evaluation of the Proposals and ultimate consultant selection is identified in the section entitled Selection Process And Evaluation Criteria below. PROJECT DESCRIPTION The north central area of Auburn has a history of surface flooding with significant flooding occurring about once every two years. The existing gravity storm drain that runs eastward in 30th St. NE from approximately 1,000 feet east of intersection B St. NW and 30th St. NW to the Brannan Park Pump Station (BPPS) is capacity limited for the tributary basin flows, and is therefore a major contributing factor to the flooding in the area. The proposed improvements for this Project include the installation of a new 42-inch storm line from the northwest corner of the Auburn Municipal Airport property to the existing BPPS. The pipe would replace the existing 30- inch pipe generally located along the 30th St NE alignment and the northerly boundary of Brannan Park. The pipe alignment is anticipated to follow the public right of way until it turns east from I St NE toward Brannan Park. Then the pipe would be constructed within an existing storm easement across public and private property. To reduce construction impacts to private properties, the easterly portion of the pipe could be located entirely within Brannan Park, north of the park’s ball fields. The project would also remove the floatable capture baffles currently located in the manholes immediately upstream of the BPPS. Any disturbed roadway and easement area related to the improvements are to be restored. ANTICIPATED DELIVERABLES The design contract will include project management, survey, environmental approvals and permitting, preparation of contract plans and specifications, engineering estimates, and bidding/construction assistance. The project deliverables are anticipated to include: A Project Schedule; Contract documents, including Special Provisions, an Engineer’s Cost Estimate and Contract Plans for 30%, 70%, 95%, and final documents; and Environmental technical information, survey, SEPA, and permitting. 1 of 4 The City would like to have the design for this project started by November 2012, advertisement of the project in June 2013 and construction to occur between July and October of 2013. PROPOSAL ELEMENTS Proposals are limited to eleven (11) double-sided sheets (twenty-two (22) pages total if single- sided) (excluding cover and dividers) (minimum font size 10 arial), and should address the following items relative to the design and construction of storm drainage facilities, related roadway restoration, and other project elements: 1. The Project Team’s experience with similar project designs. Please include the following information: project name, location, a brief description of the project, the firm’s role in the project, project team member roles in the project, design costs, construction costs, and a project reference and contact phone number. 2. The identity and qualifications of your proposed Project Team for the environmental permitting and design efforts. Include any sub-consultant staff proposed. 3. The Project Team’s project specific approach. 4. The Project Team’s anticipated Project Schedule. 5. Your firm’s process/procedures for providing quality assurance/quality control throughout the life of the project. SELECTION PROCESS AND EVALUATION CRITERIA A committee of City personnel will evaluate and rate the proposals, giving equal consideration to these criteria: Project Team Experience for the Identified Efforts, Project Team Qualifications, Approach to the Project, Anticipated Project Schedule, and Quality Assurance / Quality Control Plan. Following the evaluation of the Proposals, the City may select a consultant to provide the engineering services or elect to interview up to three (3) of the prospective consultants. Those firms selected for interview will have the opportunity to present their past experience in environmental evaluation and permitting, roadway and storm drainage design, and overall project approach. SELECTION SCHEDULE The City’s proposed schedule for Consultant selection, subject to change, is as follows: Issue Request for Proposals July 27, 2012, August 2, 2012 Deadline for Submittal of Proposals August 23, 2012 @ 4:00 pm Preliminary Selection of Firms September 4, 2012 Notify Firms Chosen for Interviews (City Option) September 6, 2012 Consultant Interviews (City Option) September 10-14, 2012 Final Selection of Design Firm Week of September 17, 2012 Execution of Consultant Agreement End of October, 2012 TERMS AND CONDITIONS The City of Auburn reserves the right to reject any and all Proposals and to waive irregularities and informalities in the submittal and evaluation process. This solicitation for Consultant Services does not obligate the City of Auburn to pay any costs incurred by respondents in the preparation and submission of a Proposal. This solicitation does not obligate the City of Auburn to accept or contract for any expressed or implied services.
