HomeMy WebLinkAboutCP1122 Request for Proposal - Additional Information 08 15 12 .pdf1. Are there any available documents that could provide additional background on the project? No, but the as-built of the existing storm system available at the City’s Customer Service Center. This project is included in the Comp Plan for Storm. 2. Are there any existing stormwater facility-maps available? There are as-built plans available at the City’s Customer Service Center or GIS mapping is available upon request. 3. Do you have as-built drawings of the capture baffles located upstream of the Brannan Park Pump Station (BPPS)? Yes, there are as-built plans available at the City’s Customer Service Center. 4. What is the current 30” pipe material? Concrete (RCP). 5. Are there any modifications to Brannan Park Pump Station that will be included in this project’s scope of work (e.g., rehabilitation of the Green River Outfall)? No modifications are anticipated to the mechanical or electrical components of the pump station. Operational modifications to the pump station may be needed and if so could be an optional item in the contract. 6. Does the existing BPPS have the capacity to handle increased flows from the proposed 42” pipe, or will the consultant be required to evaluate the BPPS? Assumed yes, the existing BPPS has the capacity to handle the increased flows. No, the consultant will not be required to evaluate the BPPS. Only operational modification to the BPPS might be requested but if so would be an optional item. 7. Where is the current outfall for this system and does it have the capacity to handle the higher rate of inflow? Green River and the bioswale north of Brannan Park Pump Station (eventually outfalls to the Green River). Yes, it does have the capacity to handle the higher rate of inflow. 8. Will the capture baffles located upstream of the BPPS need to be replaced or will there be other controls added? No. 9. Is utility coordination included in the scope of work for this project? The City will handle direct utility coordination but the consultant will be required to identify any conflicts and coordinate with the City on their resolution. 10. What is the source of funding for this project? City’s Storm Fund. 11. Are there Federal Funds involved…and what is the estimated amount of construct funding you have for this project? No. Currently, $1.5 Million in funding is available for this project (design & construction) and an additional of $1.2 Million in funding is anticipated. 12. Is the project footprint outside all critical areas, shoreline jurisdiction and Green River’s 100 year flood plain? A small portion (approximately 100 ft) of the project site is within the shoreline jurisdiction. 13. Is any portion of the project within the FEMA 100-year floodplain? No. 14. Will the preliminary revised FEMA maps modify the floodplain areas within the project area? No. 15. On projects of this magnitude would the City typically have a cultural resource study done or not? If state funds used it would be required. Yes, this project is subject to Section 106 of the National Historic Preservation Act. 16. Which local properties are impacted by the once per 2 year local flooding events? The Auburn Airport. 17. Do you plan to have any public meetings? No. 18. Will the hydrologic/hydraulic model that led to the selection of the 42-inch replacement be available? No. 19. Has any other consultant been working with the City on this flooding challenge or has it been handled in-house? BNC did the modeling analysis. 20. Is it anticipated that additional hydraulic analysis will be needed or has that been completed for this project, i.e. alternative analysis completed and the 42” is adequate….no further analysis needed relative to the pump station and it’s operation? The hydraulic analysis had been completed and the 42” pipe size is adequate. Once the design is underway, based on the pipe slope proposed by the selected consultant, the city’s modeling consultant would run the hydraulic analysis again to ensure the design will function as designed. 21. Has a pipe condition study been done for the existing drainage pipe and catch basins to be replaced? No. 22. We will need to team with a surveyor on the project. Does the City have a surveyor they use or a preference? The consultant’s scope of work shall include the survey work. The City does not have a preference for any particular consultants. 23. Does the city have any specific concerns in regards to stakeholders for this project? No. 24. What is the width of the existing easement across the public and private properties and (assume the public portion is the Park) how much easement is on that property? There is a 30 ft easement area across the properties (15 ft. on either side of the property line), but the goal is to impact the private properties as little as possible.
