HomeMy WebLinkAbout2735 • 1 RESOLUTION NO 2 7 3 5 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DIRECTING THAT THE CITY' S CONCERNS AND 4 RECOMMENDATIONS AS EXPRESSED IN THIS RESOLUTION BE TRANSMITTED 5 TO THE REGIONAL TRANSIT AUTHORITY BOARD 6 WHEREAS, the City of Auburn is a major employment center, 7 8 including the Boeing Company, the U S General Services 9 Administration, Social Security Administration, the SuperMall 10 of the Great Northwest, and others, and 11 WHEREAS, the City of Auburn is a major destination for 12 visitors within and to the region, due to the SuperMall, the 13 14 Muckleshoot Casino, and the Emerald Downs thoroughbred horse 15 racing track, and 16 WHEREAS, the City of Auburn and surrounding areas are the 17 home of more than 50 , 000 residents, many of them members of 18 populations with high transit ridership potential, and 19 20 WHEREAS, the City of Auburn' s location and regional 21 highway system provide significant opportunities for 22 transportation connections for residents, employees and 23 visitors traveling east-west and north-south in South King and 24 North Pierce Counties, and 25 26 Resolution No 2735 April 15, 1996 Page 1 1 WHEREAS, the City of Auburn has been in discussions with 2 AMTRAK regarding the potential future location of a passenger 3 rail station at Auburn, and 4 5 WHEREAS, the City of Auburn' s Comprehensive Plan 6 anticipates and supports high capacity transportation in the form of commuter rail to serve residents and employees in the 8 City and the City has produced a commuter rail station siting 9 study, and 10 11 WHEREAS, the City of Auburn has previously expressed 12 support for commuter rail between Tacoma and Seattle in City 13 Council Resolution No 2632 , signed April 18 , 1995, and 14 WHEREAS, the Regional Transit Authority' s (RTA' s) 15 16 Preliminary Draft of "The Ten-Year Regional Transit System 17 Plan, " dated March 22 , 1996 , includes commuter rail service 18 between Tacoma and Seattle, and 19 WHEREAS, the Preliminary Draft System Plan also includes 20 $9 million to be allocated for a commuter rail station in 21 22 Auburn 23 24 25 26 Resolution No 2735 April 15, 1996 Page 2 1 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, 2 WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH 3 RESOLVES AS FOLLOWS 4 5 Section 1 The City Council directs that the following 6 points be transmitted to the Regional Transit Authority Board 7 A The City of Auburn strongly supports commuter rail, 8 but believes initial operations as proposed are 9 somewhat deficient, and if the opportunity arises 10 11 prior to Phase II of the RTA System Plan, the 12 frequency of commuter rail service should be 13 increased 14 B The City of Auburn believes and recommends that any 15 grade-separation projects to be undertaken by the RTA 16 17 in relation to commuter rail should involve financial 18 contributions from freight movers and other entities 19 which would obtain greater benefits from grade- 20 separation than would commuter rail 21 C The City of Auburn objects to the proposed use of $10 22 23 million from the so-called "Regional Fund" (a 24 percentage of which comes from the South King County 25 26 Resolution No 2735 April 15, 1996 Page 3 1 sub-area) for a study of SR520 high capacity 2 alternatives, given that such an undertaking would 3 not be of benefit to the entire region, particularly 4 5 not to South King County or Pierce County, but rather 6 would benefit communities to the east and west of 7 Lake Washington The City of Auburn recommends that 8 any such study related to SR520 should be paid for 9 only by the sub-areas anticipating to benefit from 10 11 it, in keeping with one of the basic premises of the 12 system Plan 13 D The City of Auburn supports including in the System 14 Plan the proposed HOV project on SR167 between 15th 15 Northwest and 15th Southwest, due to the proximity of 16 17 that location to the intersection of SR18 and the 18 significant traffic congestion currently occurring 19 there, which has a negative effect on the mobility of 20 freight as well as people 21 E The City of Auburn strongly urges the Regional 22 23 Transit Authority to illustrate and promote the 24 connections between the proposed regional transit 25 26 Resolution No 2735 April 15, 1996 Page 4 1 system and local transit service in the three RTA 2 counties, to enable voters to understand the total 3 vision for their regional and sub-regional 4 5 transportation systems and how they might benefit 6 from it F The City of Auburn requests that the RTA indicate the 8 possibility of Auburn' s selection as an AMTRAK/inter- 9 10 city rail station site in the system Plan 11 G The City of Auburn recommends that the RTA study the 12 possibility of expanding the RTA Boundary in such a 13 way as to avoid the potential loss of retail business 14 within the boundary and gain additional voter 15 16 support 17 Section 2 The Mayor is hereby authorized to implement 18 such administrative procedures as may be necessary to carry out 19 the directives of this legislation 20 21 22 23 24 25 26 Resolution No 2735 April 15,
