HomeMy WebLinkAbout2755 (2) 0410 1 RESOLUTION NO 2 7 5 5 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, 4 WASHINGTON, APPROVING THE PROPOSED BUSINESS IMPROVEMENT AREA BUDGET FOR THE PERIOD OF JULY 1, 1996 TO JUNE 30, 1997, AS 5 REQUIRED BY ORDINANCE NO 4293 6 7 WHEREAS, City of Auburn Ordinance No 4293 approved July 8 5 , 1988 established the Auburn Central Business District 9 Improvement Area (BIA) and set in place a mechanism for 10 collecting and depositing BIA assessments in a special fund 11 reserved for BIA Use; and 12 WHEREAS, Ordinance No 4686 reaffirmed the establishment 13 of the BIA; and 14 WHEREAS, Section 4 of Ordinance No 4293 , as required by 15 RCA 35 87A, requires that the BIA budget be approved each year 16 by the City Council; and 17 WHEREAS, the annual report and proposed budget have been 18 received by the City, as prescribed by Section 4 of Ordinance 19 4293 ; and 20 WHEREAS, City Council conducted a public hearing on the 21 proposed budget on August 6 , 1996 ; and 22 WHEREAS, the budget proposed by the BIA Committee of 23 Ratepayers falls within the guidelines established by 24 Ordinance No 4293 25 26 Resolution No 2755 July 9, 1996 Page 1 1 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, 2 WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH 3 RESOLVES AS FOLLOWS 4 Section 1. The proposed budget of the Auburn Central 5 Business District Business Improvement Area, (BIA) for the 6 period July 1, 1996 to June 30 , 1997 is hereby approved by the 7 City Council of the City of Auburn A copy of said budget is 8 attached hereto, denominated as Exhibit "A" and incorporated 9 herein 10 Section 2 . August 5, 1996 AUBURN DOWNTOWN ASSOCIATION 1995-96 Accomplishments and On-going Activities Organization- Open public meetings of the Board of Directors Facilitated the formation of a new BIA committee of ratepayers • developed concept as it relates to the non-profit • recruited members • created application process • coordinated appointment w ith Mayor Facilitated and guided the NS orkplans for ADA Committees • recruited new members for three committees: design, promotions. economic restructuring • coordinated workplan sessions: logistics. facilitator etc • helped four committees prioritize workplans Produced four quarterly newsletters Worked with Chamber. City and SuperMall to secure first year s payment Coordinated a reception for new CitN Council members Created and implemented new Membership program Hired and trained new part-time employee Provided personal contact with ratepayers Representation at Cith Council and Council sub-committee meetings Direct communication line with City Hall for downtown related issues and city wide issues which affect downtown Promotions- Raised nearly $3,500 in sponsorships, etc for the Sidewalk Sale Run Farmers Market raising 52.500 in sponsorships Developed and facilitated the new Valentine s Day Promotion including 26 participating businesses Developed and facilitate the 'Springfest another new promotional event Facilitated the development of a new promotional piece used at the SuperMall.
