3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, ADOPTING THE 1997-2002 REVISIONS AND EXTENSIONS OF
4 THE SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM OF THE CITY OF
5 AUBURN PURSUANT TO R C W CHAPTER 35 77 OF THE LAWS OF THE
STATE OF WASHINGTON

WHEREAS, R C W Chapter 35 77 of the Laws of the State of
7
8 Washington requires that the legislative body of each city and
9 town within the State of Washington prepare and adopt a six
10 year transportation program for the ensuing six calendar years
11
and that such program be reviewed annually each year
12
thereafter; and
13
14 WHEREAS, a public hearing to consider the adoption of the
15 1997-2002 revisions and extensions to the six year
16 transportation program for the City of Auburn was held on
17
August 5, 1996 at the hour of 7 30 p m in the Council
18
Chambers of the Auburn City Hall, pursuant to notice published
19
20 in the legal newspaper of the City of Auburn on July 12, 1996;
21 and
22 WHEREAS, said 1997-2002 revision to the six year
23
transportation improvement plan of the City of Auburn was

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,

5 WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, DO RESOLVE AS
6 FOLLOWS
7 Section 1 There is attached hereto and denominated as
8 Exhibit "A" and the terms of which are incorporated herewith
9
by reference as though fully set forth, a designation of the
10
11 streets within the corporate limits of the City of Auburn to
12 be improved in the manner therein set forth during the year
13 set for the improvement of such street or streets
14
Section 2 . That the City Engineer of the City of Auburn
15
is hereby directed to forward a certified copy of this
16
17 Resolution to the Washington State Department of
18 Transportation, TransAid, for filing not more than thirty (30)
19 days after the adoption of this Resolution
20
Section 3 . The Mayor is hereby authorized to implement
21
such administrative procedures as may be necessary to carry
22
23 out the directions of this legislation

Auburn Way North - 2nd NE to 4th NE
Widen Auburn Way North from 4 to 5 lanes by adding a two-way left turn lane and
modifying existing traffic signals. It will improve safety and mobility, completes a
pedestrian gap, and is consistent with the Comprehensive Plan.
Estimated Cost: $572,000
8th Street NE - Auburn Way North to Harvey Road
The project entails widening from 2 to 3 lanes including a two-way left-turn lane and
accommodations for bicycle (Class II) and pedestrian traffic. It will improve safety and
mobility, is consistent with the Comprehensive Plan, completes a pedestrian gap, with
other major utility projects pending.
Estimated Cost: $1,234,000
'C' Street SW/SR 18 West Bound Ramp Realignment
Realign the existing westbound access ramp of SR 18 to align with 3rd Street SW The
project will eliminate an existing off-set intersection and provide additional turning lanes
for the SR 18 access ramp. This project improves traffic flow to proposed regional transit
facility significantly
Estimated Cost $5,500,000
3rd Street SE/SW - 'A' Street SE to 'C' Street SW
Widen the existing roadway from 2 (40-ft) to four lanes (44-ft) including railroad
crossing and signal modifications. It will improve mobility, is consistent with the
Comprehensive Plan, and is tied to a regional transit facility
Estimated Cost: $364,000
52nd St NF/S 277th - AWN to WVH
Study and design to widen 52nd St NE/S277th from three lanes to five lanes, including
grade separation at rail crossings, utility improvements (water, sewer, and storm) two-
way left-turn lane and accommodations for bicycle and pedestrian facilities. This project
will improve safety and mobility on an existing east-west corridor, provide multi-modal
facilities, and ensure that the link will satisfy concurrency in the near future. Furthermore,
it is a project involving and benefiting the City of Kent and King County in addition to
Auburn.
Estimated Cost: $800,000. (Predesign cost only)

'M' Street SE-East Main_to Auburn Way South
Widening in vicinity of railroad crossing to allow corridor to be 44 feet wide and marked
for 4 lanes, signal modifications, and the installation of concrete sidewalk to fill in the
gaps along the corridor It will improve mobility and is consistent with the
Comprehensive Plan.
Estimated Cost: $200,000
'M' Street NE - East Main to 8th NE/Harve ad
Widen from 2 (40-ft) to 5 lanes (56-ft) including a two-way left-turn lane and modifying
existing traffic signals. It will improve safety and mobility, completes a pedestrian gap,
is consistent with the Comprehensive Plan, and is along a transit route.
Estimated Cost: $1,590,000
'D' St. NW - 37th to 44th NW
Construct a four-lane arterial per the City Comprehensive Plan. It will improve mobility,
is consistent with the Comprehensive Plan, and is tied to pending development. It will
complete a major north/south arterial from Ellingson Rd. to 52nd Street NW
Estimated Cost: $837,000
'C' Street SW - rd SW to West Main
Restoration of existing pavement including signal modification. This project has a high
chance of receiving grant funding. It will improve mobility, is consistent with the
Comprehensive Plan, and is tied to a regional transit facility
Estimated Cost: $780,000
Auburn Black Diamond Road - 1st Street SE to E.C.L.
Widen roadway shoulders to accommodate bicyclist and pedestrians. It will provide a
multi-modal enhancement to a regional recreation bike route.
Cost Estimate $478,000
Cross Street SE - 'A' SE to Auburn Way South
Widen to accommodate an additional lane of traffic including signal modifications. This
project has a low chance of receiving grant funding. It will improve mobility and is
consistent with the Comprehensive Plan.

Rebuilding of existing horizontal and vertical curves to improve sight distances, enhance
the channelization, and widen the existing roadway shoulders to accommodate bicyclist
and pedestrians. It will improve safety and enhance mobility

'C' Street NW- West Main to 3rd NW
Restoration of existing pavement including signal modification. It will improve mobility
is consistent with the Comprehensive Plan, completes a pedestrian gap, and is tied to a
regional transit facility
Estimated Cost: $624,000
`I' Street NE - 31th Street NE to 34th Street NE
Construct a four lane arterial per the City Comprehensive Plan. It will improve mobility
and is consistent with the comprehensive plan. It will complete a major north south
arterial from 52nd to Harvey Road.
Estimated Cost: $300,000
`I'Street NE - 45th Street NE to 52nd Street NE
Construct a four lane arterial per the City Comprehensive Plan. It will improve mobility
and is consistent with the comprehensive plan. It will complete a major north south
arterial from 52nd to Harvey Road.
Estimated Cost: $3,500,000
`B' Street NW- 30th NW to 37th NW
Restoration of existing pavement and widen the roadway to accommodate pedestrian
traffic.
Estimated Cost: $700,000
`M' street SE -37th SE to 29th SE
This projects entails widening from 2 to 3 lanes including a two-way left turn lane and
accommodation for pedestrian traffic. It improves safety and mobility

`A' Street NW/NE - West Main to 10th NE
Construct a four lane arterial. It will improve mobility and consistent with the
comprehensive plan. It connect North Business District to the Central Business District.
This project improves traffic flow significantly due to the BNSF impacts.
Estimated Cost: $1,725,000
`A' Street NE - 10th NE to 14th AE
Construct a four lane arterial. It will improve mobility and tied to a pending
development. It is consistent with the comprehensive plan.
Estimated Cost: $1,725,000
`F' treet SE - 4th Street SE to Auburn Way South
Widen `F" street SE from 2 to 4 lane to increase the roadway capacity It improves
mobility This project improves traffic flow significantly due to the BNSF impacts.
