3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, ADOPTING THE 1997 LEGISLATIVE AGENDA AND
4 REQUESTING THE MAYOR OF THE CITY OF AUBURN TO TRANSMIT SAID
5 AGENDA TO MEMBERS OF THE WASHINGTON STATE LEGISLATURE

WHEREAS, the City of Auburn has a responsibility to
7
8 maintain and, whenever possible, enhance the health, safety
9 and well-being of its citizens; and
10 WHEREAS, a number of issues which are considered by the
11
Washington State Legislature may have an effect on the
12
citizens of Auburn; and
13
14 WHEREAS, the City Council and Mayor have concerns about
15 legislative efforts which may affect city finances, the
16 distribution and financing of transportation improvements, and
17
various issues involving local authority; and
18
WHEREAS, these matters and others which may come before
19
20 the Washington State Legislature during the 1997 session
21 should be monitored and influenced by the City as much as
22 possible;

1 NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,

WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH

RESOLVES THAT
4
5 Section 1 The 1997 Legislative Agenda, a copy of which
6 is attached hereto, denominated as Exhibit "A" and made a part
7 hereof as though set forth in full herein, is hereby adopted
8
by the City Council of the City of Auburn, Washington
9
Section 2 The Mayor is hereby authorized to transmit
10
11 said Legislative Agenda to members of the Washington State
12 Legislature for their consideration

CITY OF AUBURN
1997 LEGISLATIVE AGENDA
TRANSPORTATION
The City of Auburn supports enactment of funding options necessary to address traffic
congestion, population growth and increased mobility needs of the citizens of South King County,
the Puget Sound region and the State of Washington through motorized and nonmotorized
means.
The City of Auburn will seek legislation that will adequately regulate and manage impacts of
railroad facility improvements upon local jurisdictions and that require those entities benefiting to
mitigate the impacts of the improvements upon the infrastructure, commerce, business and
livability of the local community
The City of Auburn will work toward passage of legislation that will achieve construction of
improved east/west transportation corridors, completion of SR-18 improvements to I-90,
completion of SR-167 through the Port of Tacoma, and achievement of grade-separated railroad
crossings throughout the Everett-Tacoma and Stampede Pass railroad corridors.
The City of Auburn encourages development of a reliable, stable funding source to maintain and
upgrade local streets and arterials to preserve the transportation infrastructure of local
jurisdictions. Such sources should not divert funds presently directed toward other critical
programs and purposes.
MUNICIPAL FINANCE
The City of Auburn supports legislation that will maintain a responsible level of state fiscal
support for essential human service programs and services, including those mandated or
previously funded by federal and state resources. The City views funding of human services for
high need, low income citizens as a state/regional responsibility since these citizens reside where
they can best afford to live, and less affluent communities that can least afford the economic
commitment are expected to provide service needs not met by federal, state or regional entities.
The City also supports legislative efforts to ensure local government input into any new processes
developed to assist low income populations.
The City of Auburn opposes any effort to reduce local resources necessary to fund local
government operations, including services or infrastructure, by exempting services, uses or
products from sales tax or by limiting, reducing, rolling back or redirecting revenues presently
received by local jurisdictions. The City does not oppose state efforts to manage state revenue
levels and does support efforts to attract new business to the State of Washington through means
that do not penalize local governments
The City of Auburn will strongly oppose any effort to reestablish cost-of-service accounting or
contracting as a means of funding public health services High need citizens tend to settle in
communities with low cost housing and affordable standards of living. In addition, nonprofit

organizations concentrate residential accommodations in these communities. Both of these
phenomena create communities with large populations of low income/high need citizens for which
public health and other human services are needed, creating additional demands on those local
governments having the least resources.
The City of Auburn supports efforts to establish reliable and stable revenue sources at the state
level to compensate communities for the impact of tax-exempt, revenue-producing entities upon
the local infrastructure, public health and safety, and human services.
The City supports efforts to develop state funding sources necessary to create additional
affordable housing and shelter for high need, low income citizens, and to achieve the equitable
distribution of these additional resources throughout the communities of the greater Puget Sound
region and the State of Washington.
The City of Auburn supports state funding through grants and general fund allocations to assist
cities with development of positive recreational/skill building programs for youth, with an
emphasis on the"at risk" population.
The City of Auburn supports the passage of legislation authorizing the use of conservation futures
funding for the stewardship and maintenance of lands purchased with conservation futures
revenues.
LOCAL AUTHORITY
The City of Auburn supports efforts to maintain local management of zoning and the
communications and energy transmission and delivery rights-of-way and to ensure the integrity of
local revenues related to these industries.
The City of Auburn supports legislation that would clearly delineate the role, responsibility and
authority of growth management hearings boards, including a deference to local decisions and
positions when such are not inconsistent with the Growth Management Act (GMA).
The City supports model legislation that would adequately protect communities from intrusion of
adult entertainment into neighborhoods, commercial districts and areas surrounding churches and
schools, and adequately manage unlawful activity and other undesirable impacts that generally
accompany the imposition of adult entertainment business upon a community
The City of Auburn supports watershed planning for use of water resources, with local control
and management of local resources by those entities and jurisdictions in which these resources are
located.
The City of Auburn would support amending the Revised Code of Washington (RCW) 4.24.210
to limit City liability, both perceived and real, associated with citizen injury resulting from
skateboarding or inline skating on City-owned property or facilities.
