INTRODUCTION
On May 19, 1995 the CITY and CONSULTANT entered into a contract for the
CONSULTANT to conduct studies and to prepare engineering designs, plans, and
specifications for drainage improvements to the Mountain View Cemetery The
CONSULTANT has completed the first phase of this study which included
characterizing the nature of the existing high groundwater and wetlands in the
northwest undeveloped portion of the existing cemetery The Phase I investigation
was documented in a June 21, 1995 letter report.
The scope of work for Contract Amendment No. 1 reflects a continuation of this
study and is divided into two additional items referred to as Phases 11 and III. The
purpose of the additional work is to arrive at a comprehensive drainage plan for the
undeveloped portion of the site that includes a proposed pre-design for eliminating
the high groundwater areas, a method for wetland management and mitigation, and
a method to handle the increase in runoff volumes that will result from site
development. The work is phased because resource agencies may have a significant
impact on the direction of wetland management and, consequently, the proposed
solutions for lowering the groundwater levels.
Phase II includes defining a preliminary approach for managing the high
groundwater table and mitigating wetland impacts and soliciting input from
interested resource agencies on this approach. Phase III includes incorporating the
agency input and conducting detailed engineering and environmental analysis to
develop the comprehensive plan. The estimated effort for the Phase II work is well
defined and a fixed budget is provided. The estimated effort for Phase III is
uncertain at this time, however a preliminary cost has been provided. Based upon
the results of the Phase II agency input, the CITY and CONSULTANT shall re-
evaluate the cost for Phase III.

The Contract Amendment No. 1 scope of work, budget, and schedule is described in
the following paragraphs.
SCOPE OF WORK
The scope of work for Contract Amendment No. 1 is described in the attached
Exhibit A and supplements Part I - Scope of Work.
SCHEDULE
The Schedule for the work of Contract Amendment No. l is included as Exhibit B.
BUDGET
The maximum amount payable under the original contract work for Phase I was
$7,160. This Phase I amount shall be revised to $6,380.37, which corresponds to the
amount currently expended to date by the CONSULTANT
The maximum amount for Phase II work effort is $13,149 A breakdown of the
budget estimate for the Phase II work is included as Exhibit C-1. Exhibit C-2
provides an updated billing rate summary The maximum amount for the Phase III
work is $72,000. Exhibit C-3 provides a preliminary budget for the Phase III work
effort. The revised maximum amount payable under this contract including Phase I,
II, and III is $91,529.37

EXHIBIT A
PHASE II
Task 1 - Define Preliminary Approach for Groundwater Control/ Wetland
Management
This task includes developing a written and graphical description of a proposed
approach for eliminating the high groundwater table in areas of concern as well as
mitigating for impacts to existing wetlands. The approach shall be based upon the
results of prior investigations and CITY input. In addition, a review will be
conducted of applicable CITY drainage control standards and CITY wetland policies
to identify any further issues that would affect the approach for groundwater
control and wetland management.
A draft description will be prepared for CITY review followed by a final description.
This description will be considered preliminary (without any further engineering
analysis) for the purpose of obtaining agency input. The graphical illustration will
be prepared by the CONSULTANT on the CITY's AutoCAD base map.
The draft preliminary approach document will be based upon the results of prior
investigations and CITY input as follows. The two on-site wetlands (numbers 3 and
5) in the northwest area of the site will be eliminated. The three wetlands in the
northeast corner of the site (numbers 1, 2, and 6) will be expanded to mitigate for the
loss of the other two wetlands. They will also be maintained by constructing a cut-
off wall surrounding them. The groundwater will be collected via interceptor
trenches along the north and west property boundaries, in addition to local surface
runoff. The interceptor trenches and cut-off walls will also act to reduce area
groundwater outside of the wetland areas for future development of the site.
The approach document will also describe an optional phased approach for
developing the site. The phased approach includes developing approximately a 3
acre area in the southeast portion of the site. In addition, the phased approach will
include a description of methods to develop the site without impacting wetlands.
This task will also included a review of the most current Mill Creek Basin Special
Area Management Plan (SAMP) which is being developed by the Corps of Engineers
to determine applicability to the Mountain View Cemetery Project. The SAW is a
management plan that focuses on the protection, development, and management of
wetlands within the Mill Creek Basin. The plan, when finalized will result in a
Regional General Permit (RGP) for regulating fill and excavation work in wetlands

and will provide a Wetland Management Plan which local governments and the
Corps will use to assess permit actions. Project proposals that are consistent with
the plan and provide adequate mitigation will have a high likelihood of success and
have the benefit of an abbreviated permit process. Although the SAMP is not yet
final, the wetland management approach developed for the CITY of Auburn
Mountain View Cemetery should be consistent with the most current draft plan to
expedite the permitting process.
This task includes consultation with two subconsultants for the purpose providing
quality assurance on the approach for managing wetlands and controlling
groundwater. This consultation includes eight hours with RZA Agra, the
geotechnical engineering firm that performed the phase 1 investigations, and six
hours with Adolfson Associates, Incorporated, a firm specializing in wetland
management.
Task 2-Agency Consultation
The CONSULTANT shall prepare for and attend one agency meeting attended by
applicable agencies. The CONSULTANT shall contact agencies to briefly discuss the
project and set up the pre-consultation meeting. An information packet that
includes the Task 1 description will be submitted to the agencies prior to the pre-
consultation meeting. The agencies shall include the Corps of Engineers, CITY of
Auburn Planning Department, and the Department of Ecology If an agency is
unable to attend the pre-consultation meeting, we will request comments in writing
or through telephone conversations.
This task will also include developing a permitting approach for the site
development and a permitting schedule.
The agency input will be documented in the form of meeting minutes. A matrix of
required permits will be prepared. Based upon the agency input, the Phase III scope
of work will be modified as needed.
Task 3 -Project Management
The CONSULTANT shall perform project management activities including:
• Monthly invoicing and progress reporting (estimate is based upon a two month
Phase II project duration).
• subconsultant contract and invoice monitoring,
• maintaining project files,
• miscellaneous client communication,
• development of a project management plan,
• manpower scheduling,and
• budget reviews,

• finalizing the scope of services for the Phase III effort.
PHASE III (PRELIMINARY)
Task 4 -Wetland Delineation and Management Strategy
Subtask 4.1 -Wetland Delineation
Wetlands shall be delineated in accordance with the 1987 Corps of Engineers
Wetlands Delineation Manual. Wetlands boundaries shall be marked in the field
with sequentially-numbered colored flagging. A technical report which summarizes
the findings of the wetland delineation will be prepared. This report will include
copies of data forms, list of plant species, discussion of soils, and determinations of
functional values of the wetlands.
Subtask 4.2- Wetland Boundary Survey
Wetland boundaries flagged by biologists will be surveyed by the CONSULTANT
and plotted by the CONSULTANT on the CITY's AutoCAD base maps. This task
will be completed by a licensed surveyor under the direction of R. W Beck. The
wetland boundaries will be surveyed and tied into available cemetery survey
monumentation.
Subtask 4.3 -Agency Coordination
An agency pre-application meeting will be held to be further define the permitting
process. The wetland delineation report will be presented to the agencies and
development of the wetland mitigation plan will be discussed further.
Communication with the agencies will be continued through the permitting process
in an attempt to prevent any regulatory delays.
Subtask 4.4 - Draft and Final Wetland Mitigation Plan
A draft wetland mitigation plan will be developed. This plan will be sent to the
CITY and agencies for review and comments. Based upon CITY and agency
comments, a final wetland mitigation plan will be prepared. The wetland mitigation
plan will include a detailed planting plan prepared by a landscape architect (by a
subconsultant to R. W Beck). Ten copies of both the draft and final plan will be
prepared.
Subtask 4.5 - Permit Application
Permit applications will be prepared then submitted to the CITY for review and
submittal. The application submittal package will include a copy of the Draft

Wetland Mitigation Plan. The final plan will be completed after agency comments
are received and addressed.
Task 5 - Subsurface Investigations
Subsurface investigations will be performed to confirm the feasibility of the
proposed approach tor controlling the groundwater and management of the
wetlands. At the present time, this work is envisioned to include approximately 20
test pits to confirm the depth of the impervious till layer surrounding the three
wetlands in the northeasterly portion of the site and 10 test pits to confirm the depth
of the impervious till layer between these wetlands and the first phase, should the
southeast portion of the site need to be developed. The budget is based upon the
assumption that the CITY will provide a backhoe and operator to assist the
CONSULTANT'S geologist.
Additional budget may be necessary should a deep boring through the till layer be
required to analyze an alternative approach. The alternative approach would
include either excavating pits or borings through the till and into the underlying
Salmon Springs formation so that groundwater collected on the till can be collected
and recharged into the Salmon Springs formation.
Task 6 - Surface Runoff Control Evaluation
In accordance with CITY regulations, development of the cemetery site must include
a method to control the resultant increase in site runoff rates. Two options will be
considered; stormwater detention followed by a surface discharge, and infiltrating
the increase in runoff rates through the impermeable till cap. Cost estimates will be
developed for both approaches. The approaches will also include a preliminary
layout for conveying upstream off-site runoff through the site as well and on-site
conveyance.
Task 7 -Report City of Auburn Mountain View Cemetery
This task includes documenting the results of the previous tasks to describe a
comprehensive plan for stormwater control, control of the groundwater table, and
wetland management. It will also contain construction cost estimates, and a listing
of required permits. Ten copies of both the draft and final plan will be prepared.
The final plan will incorporate CITY comments.
PHASE IV - CONTRACT PLANS AND SPECIFICATIONS (ADDITIONAL
WORK)
The CONSULTANT is available to provide additional services to developed detailed
plans and specifications for implementation of recommended improvements.
