3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, APPROVING THE PROPOSED BUSINESS IMPROVEMENT AREA
4 BUDGET FOR THE PERIOD OF JULY 1, 1997 TO JUNE 30 , 1998 , AS
5 REQUIRED BY ORDINANCE NO 4293

WHEREAS, City of Auburn Ordinance No 4293 approved July
7
8 5, 1988 established the Auburn Central Business District
9 Improvement Area (BIA) and set in place a mechanism for
10 collecting and depositing BIA assessments in a special fund
11
reserved for BIA Use; and
12
WHEREAS, Ordinance No 4686 reaffirmed the establishment
13
14 of the BIA; and
15 WHEREAS, Section 4 of Ordinance No 4293 , as required by
16 RCA 35 87A, requires that the BIA budget be approved each year
17
by the City Council ; and
18
WHEREAS, the annual report and proposed budget have been
19
20 received by the City, as prescribed by Section 4 of Ordinance
21 4293 ; and
22 WHEREAS, City Council conducted a public hearing on the
23
proposed budget on July 7 , 1997 ; and

WHEREAS, the budget proposed by the BIA Committee of

Ratepayers falls within the guidelines established by

4 Ordinance No 4293
5 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
6 WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH
RESOLVES AS FOLLOWS

Section 1 The proposed budget of the Auburn Central
9
10 Business District Business Improvement Area, (BIA) for the
11 period July 1, 1997 to June 30 , 1998 is hereby approved by the
12 City Council of the City of Auburn A copy of said budget is
13
attached hereto, denominated as Exhibit "A" and incorporated
14
herein
15
16 Section 2 . An annual report for the Auburn Central
17 Business District Business Improvement Area, (BIA) for the
18 period July 1, 1997 to June 30, 1998 is hereby approved by the
19
City Council of the City of Auburn A copy of said annual
20
report is attached hereto, denominated as Exhibit "B" and
21
22 incorporated herein

1996-97 Accomplishments and On-going Activities
Organization-
Open public meetings of the Board of Directors
Facilitated and guided the workplans for ADA Committees
• recruited new members for three committees: design, promotions, economic restructuring
• coordinated workplan sessions
• helped four committees prioritize workplans
Produced four quarterly newsletters
Maintained a membership program
Managed a BIA Committee of Ratepayers
Managed part-time employee
Addressed issues related to the BIA w/mayor finance and legal departments
Provided personal contact with ratepayers
Representation at City Council and Council sub-committee meetings
Direct communication line with Cits Hall for downtown related issues and city wide issues which
affect downtown
Held a series of focus groups to better understand public perception of downtown
Represented Downtown Auburn at a state conference in Seattle
Represented Downtown Auburn at a regional conference in Portland
Promotions-
Raised nearly$2,200 in sponsorships, etc. for the Sidewalk Sale
Ran Farmers Market raising$3,600 in sponsorships and vendor fees
Developed and facilitated the Valentine s Day Promotion including 26 participating businesses
Developed and facilitated the 'Customer Appreciation: Thank You Spring Bouquet" promotion.
Coordinated ADA s role in Good 01 Days

Instrumental in developing legislation to provide downtown business/property owners tax

Worked with City by providing information for the BIA accounts

Prepared next year s budget for BIA Committee of Ratepayers approval
Worked with City and BIA Committee of Ratepayers to finalize contract to administer the BIA
Worked with finance department to create a billing and collection strategy
