3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN,
4 WASHINGTON, ADOPTING THE 1998 LEGISLATIVE AGENDA AND
REQUESTING THE MAYOR OF THE CITY OF AUBURN TO TRANSMIT SAID
5 AGENDA TO MEMBERS OF THE WASHINGTON STATE LEGISLATURE
6
7 WHEREAS, the City of Auburn maintains a responsibility to
8 ensure the health, safety and well-being of the citizens and
9 businesses in the City; and
10
WHEREAS, matters which come before the Washington State
11
Legislature may have a direct or indirect impact on the City' s
12
13 residents and businesses; and
14 WHEREAS, the Mayor and City Council are dedicated to
15 preserving the City' s revenue stream, resisting unfunded
16
mandates, enhancing funding for transportation needs, and
17
maintaining local authority in such areas as land use, City
18
19 rights-of-way, and public safety, among others; and
20 WHEREAS, these issues of concern, and numerous others
21 which may be considered by the Washington State Legislature
22
during the 1998 legislative session, should be examined by the
23
24 City and their final form reflect, in so far as is reasonably
25 possible, the City' s perspective and needs;

1 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,

WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH
3
RESOLVES THAT

5 Section 1. The 1998 City of Auburn Legislative Agenda, a
6 copy of which is attached hereto, denominated as Exhibit "A"
7 and made a part hereof as though set forth in full herein, is
8
hereby adopted by the City Council of the City of Auburn,
9
10 Washington
11 Section 2 . The Mayor is hereby authorized to transmit
12 said Legislative Agenda to members of the Washington State
13
Legislature for their consideration
14

City of Auburn 1998 State Legislative Agenda
Transportation
1 The City strongly supports legislation to increase the motor vehicle
fuel tax or enact another sustainable revenue source in order to
provide additional revenues for transportation financing, particularly
needed to address freight mobility-related impacts and local road
preservation. The City also supports continuing the dedication of a
portion of existing gas tax revenues to Cities, Counties, and the
Transportation Improvement Board, to help meet local needs, and
recommends allocating a portion of the state revenue surplus towards
critical local and regional transportation projects. The City
encourages state lawmakers to urge federal lawmakers to reenact the
Intermodal Surface Transportation Efficiency Act (ISTEA) as a
balanced funding package for all transportation modes.
2. The City encourages adoption of recommendations stemming from
the work of the state Freight Mobility Advisory Committee (FMAC),
to create a statewide program related to investments in freight
mobility improvements and related mitigation projects through
equitable partnerships among the entities benefiting from the mobility
improvements.
3 The City advocates the State's assistance in obtaining the designation
of Auburn as a future Amtrak passenger rail station location, to serve
the South King County and North Pierce County area.
Municipal Finance
4 The City vigorously opposes any efforts to reduce the City's revenue
stream without an offsetting reduction in services the State requires to
be provided. The City requests that the Legislature provide
alternative revenue to replace any lost either directly or indirectly
through legislative actions.

5 The City urges the Legislature to be vigorous in its efforts to ensure
that no legislation either directly or indirectly impose unfunded man-
dates on local governments, as required by state law (Initiative 601).
Local Authority/Safety
6 The City advocates maintenance of local control over local rights-of-
way and other public facilities, land use decisions, and revenue
streams related to telecommunications activities.
7 The City opposes efforts to reduce local authority regarding building
and fire department code enforcement.
8 The City supports legislation which would enable local fire
departments to secure inspection warrants from the Superior Court to
inspect potentially dangerous structures.
9 The City advocates legislative examination of the hazards, concerns
and dangers created in local jurisdictions by fireworks sales and use.
10 The City supports enactment of legislation providing model language
for regulating adult entertainment in local jurisdictions throughout the
state of Washington.
11 The City asks that in legislative deliberations on the possible cross-
commissioning of tribal public safety officers (law enforcement, EMS
and fire), lawmakers examine all potential ramifications to local
jurisdictions, including a possible liability risk to cities due to tribal
officers' immunity from liability as a result of tribal sovereignty
12. The City strongly encourages adequate funding of the criminal justice
system, to provide effective adult and juvenile justice systems
responsive to local needs.
