A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN,
3 WASHINGTON, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE
CONTRACT AMENDMENT NO 1 TO AGREEMENT FOR PROFESSIONAL

REGULAR MEETING DULY ASSEMBLED, HEREWITH RESOLVES AS FOLLOWS

Section 1. The Mayor and City Clerk of the City of
9
10 Auburn, are hereby authorized to execute Amendment No 1 to
11 Agreement for Professional Services with CH2M HILL, INC , to
12 provide wetlands mitigation design related to hangar
13 development being planned at the Auburn Municipal Airport
14 The original Agreement was authorized by Resolution No 2794,
15 Passed January 21, 1997 A copy of said Amendment No 1 is
16 attached hereto and designated as Exhibit "A" and is
17 incorporated by reference in this Resolution
18 Section 2 . The Mayor is hereby authorized to implement
19 such administrative procedures as may be necessary to carry
20 out the directives of this legislation

CONTRACT AMENDMENT NO 1
The City Council of the City of Auburn, Washington, adopted Resolution No. 2794 on Janu-
ary 21, 1997, executing an Agreement for Professional Services between the City and
CH2M HILL,Inc. to provide wetlands mitigation design and regulatory permit processing
support services related to hanger development being planned at the Auburn Municipal
Airport.
Due to mitigation design and permit processing complexities,that could not have been
anticipated by any of the parties involved in this agreement, substantial additional services
have been, and are, required to successfully complete the project.
This contract amendment, CONTRACT AMENDMENT NO. 1,addresses specific changes
to the existing contract provisions,adopted under Resolution No. 2794, as follows:
1. SCOPE OF WORK.
Additional scope to: (a) obtain necessary HPA,Shoreline,401,and 404 Permit
approvals; and (b) complete necessary contractor bid documents and provide
construction assistance as herein described. See Exhibit A.
2. TERM.
24 months
3. COMPENSATION.
See Exhibit B.
All other Terms,Conditions and Assumptions of the existing Agreement for Professional
Services between the City of Auburn and CH2M HILL,Inc. signed on February 17, 1997,
will remain in effect, as at present.

Scope of Work
Auburn Municipal Airport
Goedeke Site Wetland Mitigation Project
Expanded Permitting Support Services,
Bid Documents and Construction Inspection Services
This CONTRACT AMENDMENT scope of work is organized into two phases:
1. Expanded Permitting Support Services
2. Bid Documents and Construction Field Services
Scope of work definition is provided below for both phases. The costs to complete the two
phases of work are firm fixed prices for the scope described herein. If for presently
unforeseen reasons, the scope of work is materially altered or expands beyond the specific
services identified herein, then a mutually satisfactory scope and cost adjustment will be
negotiated and finalized before the additional work is undertaken. CONSULTANT agrees
to furnish the City with the following specific services and deliverable products described
below
1. Expanded Permitting Support Services
Objectives
Regulatory Agency requirements necessary for final wetland mitigation design and associ-
ated permit approvals (HPA, Shoreline Development Permit and CZM Consistency
approval;401 Water Quality Certification;and 404 Individual Wetland Permit) have all
proved substantially more drawn-out,labor-intensive, and have required much greater
interagency coordination activity than was originally scoped.
This task covers the expanded services necessary to obtain the final state and Federal permit
approvals necessary for the Wetland Mitigation Project to move forward.As of this time this
work is complete and no additional work is anticipated.
Scope
1.1 Prepare and submit to the appropriate state and Federal regulatory agencies,.a Final
Wetlands Mitigation Plan for the Goedeke North site that receives their approval.
1.2 Participate in interagency coordination activities with City and state/Federal regu-
latory agency staff, as needed,in order to secure necessary project permit approvals
from state and Federal agencies.

Deliverables
A. Army Corps of Engineers-approved, Final Wetland Mitigation Plan for the Goedeke
North Site,that meets the needs of the Auburn Municipal Airport Aircraft Hanger
and Taxilane Improvements Project.
B. Environmental Consulting Support Services, as necessary, for the City of Auburn to
receive appropriate HPA,Shoreline,401 and 404 Permits for the Airport
hanger/wetland mitigation project.
2. Bid Documents and Construction Field Services
Objectives
This new task replaces Task 4, Pre-bid, Bid,Construction,and Post Construction Phase
Services,of the existing contract in its entirety The construction bid documents required for
the Final Wetland Mitigation Plan will be more complex than anticipated in the original
contract scope submitted November 15, 1996.
This new,revised scope shall provide the City with a bid package to obtain a construction
contractor for the Wetland Mitigation Project. Limited technically-based bid-review and
wetlands construction field services are also included in this task.
Scope
2.1 Prepare one camera-ready set of bid documents (including final drawings) suitable
for the City to obtain construction bids to complete the Wetland Mitigation Project
on the Goedeke North site. While the document must be satisfactory to meet City,
FAA,and Construction Contractor needs,to be cost effective,the level of detail and
presentation will be adjusted to meet the project requirements.
2.2 Provide up to one half-day of technical review of construction bids to assist the City
in awarding the construction contract.
2.3 Attend a one half-day preconstruction meeting with City staff and the selected
contractor/subcontractors.
2.4 Provide up to four half-day site visits during construction to address wetland-
related technical concerns (i.e. not day-to-day construction operations) that might
arise during construction. Brief site visit summaries (typically hand written) will be
submitted to the City
Deliverables
A. One camera-ready set of bid documents.
B. Up to four brief site visit summaries noting field observations and any special issues
related to wetland recommendations.
