A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN,
3 WASHINGTON, ADOPTING THE 1999-2004 REVISIONS AND EXTENSIONS OF
THE SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM OF THE CITY OF
4 AUBURN PURSUANT TO R C W CHAPTER 35 77 OF THE LAWS OF THE
STATE OF WASHINGTON

6 WHEREAS, R C W Chapter 35 77 of the Laws of the State of
7 Washington requires that the legislative body of each city and
8 town within the State of Washington prepare and adopt a six
9 year transportation program for the ensuing six calendar years
10 and that such program be reviewed annually each year
11 thereafter; and
12 WHEREAS, a public hearing to consider the adoption of the
13 1999-2004 revisions and extensions to the six year
14 transportation program for the City of Auburn was held on
15 August 3 , 19998 at the hour of 7 30 p m in the Council
16 Chambers of the Auburn City Hall, pursuant to notice published
17 in the legal newspaper of the City of Auburn on July 17, 1998;
18 and
19 WHEREAS, said 1997-2004 revision to the six year
20 transportation improvement plan of the City of Auburn was
21 approved by the City Council by motion duly made and carried
22 in said hearing

1 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
2 WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, DO RESOLVE AS
3 FOLLOWS
4 Section 1. There is attached hereto and denominated as
5 Exhibit "A" and the terms of which are incorporated herewith
6 by reference as though fully set forth, a designation of the
7 streets within the corporate limits of the City of Auburn to
8 be improved in the manner therein set forth during the year
9 set for the improvement of such street or streets
10
Section 2 . That the City Engineer of the City of Auburn
11
is hereby directed to forward a certified copy of this
12
Resolution to the Washington State Department of
13
Transportation, TransAid, for filing not more than thirty (30)
14
days after the adoption of this Resolution
15
Section 3 . The Mayor is hereby authorized to implement
16
17 such administrative procedures as may be necessary to carry
18 out the directions of this legislation

1999�2004 Six Year Transportation
Improvement Pr 9 r m (TIP)
BACKGROUND
The six year program is updated each year in accordance with RCW,
chapter 35 77, requiring that cities file an adopted program yearly with the
Department of Transportation. The purpose of this program is to "assure
that each city and town shall perpetually have available advanced plans
looking to the future for not less than six years as a guide in carrying out a
coordinated street construction program" This annual update also informs
neighboring jurisdictions of the City's construction schedule for the
purposes of coordination and compatibility
METHODOLOGY
• Transportation needs are identified by examining the latest information
concerning safety and accident history, growth trends, traffic studies
and the City's recently adopted (1997) Transportation Plan.
• A revenue forecast is prepared to provide a reasonable estimate of
funding available to accomplish the transportation improvement needs.
Since the desire to construct transportation improvements typically
exceeds the available forecast revenue, it is necessary to establish
some method of prioritizing the needs.
• A method was established by the Public Works Committee and Staff to
objectively score the various transportation needs. This scoring system
reflected the likelihood of receiving federal or state grants for various
improvements. Community interest and values was considered and

provided additional factors. These factors were combined with the
objective scoring system to yield a prioritized listing of transportation
improvements.
The prioritized listing was then financially constrained to reflect the
financial projections to yield the Six Year Transportation Improvement
Program.
NOTE
The program recognizes approximately $156 million worth of transportation
improvements (including Non-Motorized and pavement preservation) for
the next six years.

Project Descriptions
1. 'M'_Street SE_- East.Main to Auburn Way South
• This project involves the grade separation of the railroad at "M" Street SE
and widening in the vicinity of the railroad crossing to allow the corridor to
be 44 feet wide and marked for 4 lanes, and the installation of concrete
sidewalk to fill in the gaps along the corridor It will improve mobility and
is consistent with the Comprehensive Plan.
Estimated Cost.$6,700,000
2. 'A' street SW - 3rd Street SW to West Main
• Widen from two to four lane arterial including installation of a traffic signal
at Main and "A" Street SW It improves mobility, consistent with the
comprehensive plan, and tied to the regional transit facility
Estimated Cost.-$952,000
3. 'C' Street SW/SR.18 West Bound Ramp Realignment
• Realign the existing westbound access ramp of SR 18 to align with 3rd
Street SW The project will eliminate an existing off-set intersection and
provide additional turning lanes for the SR 18 access ramp. This project
involves a grade separation of the railroad that would eliminate the existing
at-grade crossing at 3rd Street SW The project improves traffic flow to
proposed Sound Transit facility significantly

4. 3rd Street SE/SW - 'A' Street SE to Division
• Widen the existing roadway from two to four lanes (44-ft) including
railroad crossing and signal modifications. It will improve mobility, is
consistent with the Comprehensive Plan, and is tied to a Sound Transit
facility

5. 'C' Street_SW — 1st Street SW to West Main
• Restoration of existing pavement including signal modification. This
project has a high chance of receiving grant funding. It will improve
mobility, is consistent with the Comprehensive Plan, and is adjacent to the
Sound Transit facility
Estimated Cost:$650,000
6. '29" Street SE and 'R' Street SE
• Install a traffic signal and revise channelization to improve safety

7. 'B' Street NW - 30th NW to 37th NW
O Restoration of existing pavement and widen the roadway to accommodate
pedestrian traffic.
Estimated Cost.$926,000
8. and 8 a 52nd St. NE/S 277th - AWN to WVH
• Study and design to widen 52nd St. NE/S. 277th from three lanes to five
lanes, including grade separation at rail crossings, utility improvements
(water, sewer, and storm) two-way left-turn lane and accommodations for
bicycle and pedestrian facilities. This project will improve safety and
mobility on an existing east-west corridor, provide multi-modal facilities,
and ensure that the link will satisfy concurrency in the near future.
Furthermore, it is a project involving and benefiting the City of Kent and
King County and WSDOT in addition to Auburn.
Estimated Cost:$46,000,000.
9. `52nd Street NE — Auburn Way North to the Green River
Y Add an additional two lanes to the existing 2 lane roadway
Estimated Cost:$800,000.

10. 'I' Strut NE - 32nd Street NE to 33rd Street NE
• Construct a four lane arterial per the City Comprehensive Plan. It will
improve mobility (fills a gap) and is consistent with the Comprehensive
Plan. It will complete a major north south arterial from 52nd to Harvey
Road.
Estimated Cost.$300,000
11. 'I' Street NE - 40th Street NEW 52nd Street NE
• Construct a four lane arterial per the City Comprehensive Plan. It will
improve mobility and is consistent with the Comprehensive Plan. It will
complete a major north south arterial from 52nd to Harvey Road.
Estimated Cost.$4,500,000
12. Kersey Way - Oravetz.Road to 53rd SE
• Rebuilding of existing horizontal and vertical curves to improve sight
distances, enhance the channelization, and widen the existing roadway
shoulders to accommodate bicyclist and pedestrians. It will improve safety
and enhance mobility
Estimated Cost.$842,000
13. Auburn Way North - 2nd NE to 4th NE
• Widen Auburn Way North from 4 to 5 lanes by adding a two-way left turn
lane and modifying existing traffic signals. It will improve safety and
mobility, completes a pedestrian gap, and is consistent with the
Comprehensive Plan.
Estimated Cost.$572,000
14. 'M' Street NE - East Main to 8th NE/Harvey Road
• Widen from 2 lanes (40-ft) to 5 lanes (44 ft roadway with left turns at
arterial intersections) including a two-way left-turn lane and modifying
existing traffic signals. It will improve safety and mobility, completes a
pedestrian gap, is consistent with the Comprehensive Plan, and is along a
transit route.

15. 'C' .Strget NW - West Main to 3rd NW

16. 'M' street SE - 37th SE to 29th SE
• This projects entails widening from 2 to 3 lanes including a two-way left
turn lane and accommodation of pedestrian traffic. It improves safety and
mobility

17. 'A' Street NW - 10th NE to 14th NE
• Construct a four lane arterial. It will improve mobility and tied to a pending
development. It is consistent with the comprehensive plan and completes
an arterial corridor
Estimated Cost.$2,200,000
18. 'A' Street-MME -_West Main to. 10th NE
• Construct a four lane arterial. It will improve mobility and is consistent
with the comprehensive plan. It connects the North Business District to the
Central Business District. This project improves traffic flow significantly
and provides arterial relief to BNSF train blockage.
Estimated Cost:$4,200,000
19. Cross Street SE - 'A' SE to Auburn Way South
• Widen to accommodate an additional lane of traffic including signal
modifications. This project has a low chance of receiving grant funding. It
will improve mobility and is consistent with the Comprehensive Plan.
Estimated Cost:$177,000

20. .8th.Street NE - Auburn Way North to Harvey Road {
• The project entails widening travel lanes to 11 feet wide and providing
facilities for non-motorized traffic. It will improve safety and mobility, is
consistent with the Comprehensive Plan, completes a pedestrian gap, with
other major utility projects pending.
Estimated Cost:$1,085,000
21 . Auburn Black Diamond Road - 1st Street SE to E.C.L.
• Widen roadway shoulders to accommodate bicyclist and pedestrians. It will
provide a multi-modal enhancement to a regional recreation bike route.
Cost Estimate $478,000
22. 'D' St. NW - 37th to_44th NW
• Construct a four-lane arterial per the City Comprehensive Plan. It will
improve mobility, is consistent with the Comprehensive Plan, and is tied to
pending development. It will complete a major north/south arterial
(industrial/manufacturing corridor)from Ellingson Rd. to 52nd Street NW
Estimated Cost:$837,000
23. `F' Street SE - 4th Street SE to Auburn Way South
• Widen "F" street SE to increase the roadway capacity It improves
mobility This project improves traffic flow significantly and provides
arterial relief to BNSF train blockage.
Note. This is an interim facility due to detour of traffic at "M" Street SE.

24. SR18 Eastbound Ramp Realignment / 6th Street SE to
Auburn Way South Including Grade Separation at BN Yard
• Realigning the SRI eastbound ramp, building grade separation of main
north south line and Stampede Pass line, and connecting to 6th Street SE.
Widen 6th Street SE roadway from 2 to 4 lanes including signal
modifications at "A" street and Auburn Way South. This project improves
traffic flow significantly due to the potential development of the BNSF yard
to an intermodal freight facility

25. 42"d Street NW/NE — B' Street NW to `C' Street NE
• Acquire the north side of 42"d Street NW from B Street `NW' to C Street
NW and improve to public roadway standards.
Estimated Cost:$150,000
26. Kersey Way and Orayetz Road
• Install a traffic signal at the intersection of Kersey Way and Oravetz Road.
This project will improve the safety of the intersection.
Estimated Cost:$200,000
27. Auburn Way South and `F'Street SE
• Install a traffic signal at the intersection of Auburn Way South and `F'
Street. This project will improve the safety of the intersection.
Estimated Cost.$375,000
28. Lakeland Hills Way
• Extend Lakeland Hills Way to the Lake Tapps Parkway This will
encourage traffic to flow directly to Highway 167 via Lake Tapps Parkway
and assist in controlling the flow of traffic on `A' Street SE and `R' Street
SE. This project is entirely dependent on developer funding.
Estimated Cost. $1,400,000
'29. X Street — 12 Street SE to Les Gove Park
• Design and construct a local access street to facilitate access to the King
County Library, Les Gove Park and adjacent parcels.

Non-Motorized Transportation Improvements
1. Interurban Trail Improvements
Project Limits: Trailhead at Interurban Trail and West Main Street.
Improvements: Informational kiosk with map of trail and immediate environs;
picnic area and landscaping; improved trail crossing and
signage.
Cost Estimate $30,000
2.. Class 2-Bike Lane-Striping Projects
Project Limits: Various locations throughout the city
Improvements: Painting bike lane stripes on existing streets as identified in the
Nonmotorized Transportation Plan. Accompanying signage.
Cost Estimate- $13,000
3. Skyway Trail
Project Limits: From the west end of Skyway Drive to 17th & R Streets SE
Improvements: Class I trail constructed in association with a stormwater
project
Cost Estimate: $275,000

4. Old Howard Road
Project Limits: Dogwood Street SE to Howard Road, following the
alignment of the abandoned Howard Road.
Improvements: Class I trail, 12' wide, landscaping, signage, bike lane striping
on existing street.
Cost Estimate- $73,000
5. White River Trail
Project Limits: Roegner Park to A Street SE
Improvements: Continuation of Class I trail in Roegner Park to improve
accessibility from other locations.
Cost Estimate- $650,000
6. Green .River Trail (Design only)
Project Limits: From Green River Beach Access at 2nd Street SE to the
Auburn Narrows, at SR 18
Improvements: Design of Class I trail
Cost Estimate- $100,000
7. Downtown/Fred Meyer Trail
Project Limits: A Street NE, from 600 to 800 block
Project Description- Class I trail, following approximate alignment of
walking path through vacant lot, connecting
downtown with the west side of Fred Meyer
Cost Estimate: $33,000

Project Limits: 37th Street extended, from Pike Street SE to R Street SE
Improvements: Class I trail, to connect neighborhoods to R Street and the

Project Limits: On the west side of C Street, from 15th St. SW to Ellingson Rd.
Improvements: Class I paved trail, 12' wide, 8690 linear feet
Landscaping, Signage
Cost Estimate: $374,000
10. A Street SE Class I Trail
Project Limits: On the west side of A Street, from 3rd Street SE to the White
River Bridge
Improvements: Class I paved trail, 12' wide, 13, 990 linear feet, fencing, earth
berming (for noise control), landscaping, signage
