CALL TO ORDER Vice Ctiair John Calnan called the meeting to order at 9:00 a.m. in the Council Conference Room, located on the first floor of Aubum City Hall, 25 West Main Street, Aubum, Washington. Committee members,preseM were: Nick Perius, Jim Fletcher and Lonnie Tealer Also present during the meeting were: Public Works Director Dennis Dowdy, Govemment Relations Manager Carolyn Robertson, Transportation PlanneNGrants Manager Chris Hankins and Public Works Office Assistant Heather Guiberson II. CONSENT AGENDA A. APPROVAL OF MINUTES It was moved by consensus that the Committee approve the Public Works Committee minutes for November 16, 2011 Motion carried. III. DISCUSSION AND INFORMATION A. CHAMBER PROPOSED BALLOT MEASURE FOR ARTERIAL STREET REPAIRS UPDATE (Dowdy) Public Works Director Dennis Dowdy told the committee that the proposed ballot measure for the arterial street repairs wili be on the April 17'" ballot. The Chamber of Commerce has adopted a charter which will allow them to adopt an advisory board. The advisory board will most likely be made up of citizens and businesses. The Chamber is the primary lead for outreach to the community Dowdy passed out a map showing the proposed scope of work on the ballot measure. The purpose is to fix the arterial system over 20 years. There are over 61 miles of streets that are being proposed for repair over the next 20 years. The proposed ballot would provide the City 59 million dollars over a period of 20 years ff approved by voters. To be approved, there has to be a 40%tumout of voters and a 60% approval of those that tumout in order for this to pass. There are a series of public meetings scheduled to present the facts to the community. The City can not advocate or recommend and we are reiying on the Chamber as well as businesses and citizens to advocate for this ballot measu�e. The City can provide factual inforrnation and.what the process will be if the ballot does pass. Public Works Office Assistant Heather Guiberson will send the community meeting scheduie to the committee. B. C201A, M STREET SE UNDERPASS PROJECT UPDATE (Dowdy) Director powdy told the committee that the City is currently working with Scarcella Brothers to determine the schedule for closures once construction begins on M Street. The first anticipated closures will be at the end of April. Diredor powdy showed the committee the detour route which includes Auburn Way South. The groundbreaking for the project is February 28w at 2 p.m. Director powdy asked Heather to send tlie groundbreaking invitation to the committee. Transoortation. JANUARY STORM RESPONSE (Dowdy) Director powdy stated that the City is stili in recovery mode after the January storm and that we are anticipating at least another few weeks of cleanup. We have several barricades and guard raiis that were damaged that the City will be filing claims to fund the repairs. We are averaging about 300 cubic yards of debris per week and using it as mulch on the ROW Shoulders. Vice Chair Calnan asked if the citizens were utilizing the storm debris dump sites. Director powdy stated that there was a strong response to the stortn debris dump sites. There are still 2 crews working on the chipping and we are averaging repairs of 95-100 potholes per week. The City lost several trees and several will have to be completely removed and replaced. D.
