HomeMy WebLinkAbout10-31-2008 � �,,��* C[TY OE —.�'" * COUNCIL COMMITTEE CT ON COMMITTEES V � WASHINGTON October37, 2008 MINUTES L Call to Order Chair Rich Wagner cailed the meeting to order at 3:00 PM in the Council Conference Room located on the frst floor of Aubum City Hall, 25 West Main Street, Aubum, Washington. The purpose of the meeting is to discuss goals and budgets of the City council and its committees. Those in attendance included Chair Rich Wagner, Vice Chair Sue Singer and Member Gene Cerino. City Clerk Danielle Daskam was also present. II. City Council Goals and Budgets for the City Council and Committees Vice Chair Singer recalled that during the Finance Committee's review of departmental budgets, it was suggested that the City Council and Mayor identify separate acxomplishments and objectives for the budget document rather than combining them under one single statement: Following discussion, it was consensus of the Committee members to identify separate accomplishments and objectives for the City Council. Committee members reviewed the draft 2007 & 2008 Accomplishments and 2009 &2010 Objectives for the City Council and Mayor Committee members briefly discussed Councilmember attendance at neighborhood meetings. Committee members recommended modifying the Council's 2009 & 2010 Objectives as indicated below: • Create hospitaUmedical zone. • Continue redeveloament of _ B Street Plaza and desianate sesi�a�iea-ef B Street Plaza to a partc. • Create special planning area west of C Street. (need to clarifv area and obiective) • Update Zoning and Comp. Plan policies relating to single family and multi-family zones • Establish criteria for neighborhood needs and gFa+�t availabi4ityfundin €sF-a�-fleeds—including, but not limited to, Committee on Committees Minutes October 31, 2008 Page 2 neighborhood improvements, traffic calming, art, public safety, infrastructure improvements, etc. . Redevelopment in Downtbwn Catalyst area. • Secure sustainable funding for arterial streets. • Increase the availability of emergency housing for resideMs in need. • Continue to find wavs to reach out to Auburn's diverse communities. . Develop new Qatewav proiect. • Complete construction of Communitv Center. Phase 1 o Complete Giris & Bovs Club Les Gove Aareement . Work towards completing Phase 2 of Les Gove Campus imorovements Committee members suggested that the Mayor's 2009 & 2010 Objective to "create a housing development group to manage affordable housing in Aubum" be moved to the 2008 Accomplishments and ident�ed as SEARCH (South End ARCH A Regional Coalition for Housing). The Committee also suggested clar'rfying the area and objective for the Mayor's objective to create a special planning area west of C Street and mod'rfy two of the listed objectives as follows: • Establish criteria for neighborhood needs and � �undin #eF-a��flee�s--including, but not limited to, neighborhood improvements, traffic calming, art, public safety, infrastructure improvements, etc. • Create action group of community, private, and public interest for start-up sesia�services Chair Wagner stated that Committee members may forward additional objectives for possible inclusion in the final budget document. Committee members discussed assignments to Council Committees for 2009 and reviewed the current Committee assignments. Telecommunications e Cable N Committee members suggested placing the Farmers Market under the scope of authority of the Downtown Redevelopment Committee including areas of responsibility for powntown Development Ag�eements and Operating Policies. No changes were suggested to the responsibilities for the Public Works and Finance, committees. The Community Center Committee's areas of responsibility will be listed as Les Gove Capital Projects, Operating Policies, and Boys & Girls Club. Committee members reviewed the Councilmembers' additional local, regional and national committee appointments as outlined on the handout "Suggestions for 2008 Aubum Cit}r Council Committee Structure (revised 11/23/07)."
