HomeMy WebLinkAbout10-04-1983 Special MAYOR/COUNCIL WORRSHOP October 4, 1983 The meeting was called to order at 7 p.m. Those in attendance included: Councilmembers Gene Colburn, Ron Craig, Lewis Hitchcock, Don Rurle, Bud Larson, John Lea, and Linda Wisner , and Bob Roegner , Mayor. The Council and Mayor initially established a mission statement for Auburn City government (see attached) . The Councilmembers participated in a discussion regarding the 9oals that the City should be pursuing in 1984 and beyond. Areas of general discussion included plannirig and community develop- ment, long-range planning, parks and recreation, public safety, finance, public works and general government. The attached list identifys the draft set of goals the Council indicated it was interested in pursuing during the calendar year 1984. The Council also participated in a general discussion on paper- work reduction. Councilman Craig indicated that he would piovide the Mayor with the Boeing contact for their "Save a Tree" program. Councilmembers also requested current organizatiorial charts. Mayor Roegner indicated that these are being updated and would be provided to the Council prior to budget deliberations. Councilmembers also asked about the possibility of starting budget meetings at 7:00 p.m. or 7:30 p.m. Mayor Roegner indi- cated that he would ask the City Attorney if that simply required an ordinance change and if so, a possible ordinance will be pro- vided councilmembers for their consideration. Towards the conclusion of the workshop there was a general discussion about long-term City needs such as: health contracts, jail contracts, and major capital needs programs. Copies of the draft Council goals will be provided to all coun- cilmembers for their consideration for formal adoption in the budgetary process. The Mayor and staff will use the draft goals as a means of establishing continuity of budget recommendations consistent with the Council's established draft goals. WKSHP CITY COUNCIL GOALS I. Add: Economic Diversification Up-date comprehensive land-use plan and up-date or add all appropriate elements--utilities, infrastructure, drainage. II. Parks and Recreation Preserve and enhance the cultural and recreational quality of life fot the citizens of Auburn. III . Public Safetv Protect and enhance the safety and security of the city and citizens of Auburn. A. Add: Pursue 5-10 year public safety plan and staffing projections. IV. Finance Protect and improve the city financial integrity and position. A. Add: To increase the use of the Finance Department information as a management tool. V. Public Works Protect, preserve, and enhance the health and � safety of our community and contribute to our citi- I zens quality of life through the provision .of ; improved basic public services. , A. General Government Improve the community's knowledge and confidence in their city government and seek ways to improve governmental efficiency. A. Increase citizen knowledge and participation in Auburn city government. B. Research ways to establish an employee effi- ciency and incentive program. C. Research ways to consolidate and. reduce non- essential paperwork by 15 percent.
