HomeMy WebLinkAbout11-11-1986 Special COUNCIL WORRSHOP MINUTSS ; November 11, 1986 The meeting was called to order at 6 p.m. Those in attendance included: Councilmembers Brothers, Burns, Rurle, Larson, Walters, Whittall, and Wisner; Mayor Roegner; Pat Dugan, Finance Director; Bob Johnson, Fire Chief; Jake Evans, Police Chief; Len Chapman, Parks and Recreation Director; and Frank Cutrie, Public works Director. Frank Currie presented the public works budget, Len Chapman pre- sented the parks and recreation budget, Bob Johnson presented the fire budget and Jake Evans presented the police budget. At the conclusion of the presentations, Mayor Roegner asked the Council if they wanted to adjourn the meeting and continue it to November 12 or to raise any issues at this time and see how far into the decision process the Council could get. A general discussion followed about various Councilmembers' feelings about the budget. After discussion, it was determined that while most of the Councilmembers were reluctant to raise taxes, it was per- ceived as necessary to ensure the City continues to provide necessary services. There followed a discussion about what taxing options were available to the City Council and how they mi9ht be implemented. Mayor Roegner was asked if additional money were available what other City needs might be addressed. The Mayor indicated he would like to see an additional $100,000 in the Cash Ending Balance; that the southeast part of the City was one of the few places no neighborhood park existed and it would be nice to at least start on Cameron Park; that the City's insurance fund would benefit from another $50,000. After discussion, the City Council consensus was to approve the Mayor 's budget recommendations, including approval of the tax recoinmendations, approval of a .045 utility tax package, addition of the items mentioned by the Mayor , addition of a $20,000 purchase for police firearms, and approximately $40,000 to start the process of replacing fire equipment through the Maintenance and Operations facility. Staff will prepare the appropriate ordinances for the Council's consideration at its November 17 meeting. There being no further business, the workshop was adjourned at approximately 8:50 p.m. BR/jrh CWM11.11
