CALL TO ORDER The Human Services Committee Meeting was called to order at Noon on Monday, September 24, 2012 at 2615—24th Street SE, Auburn, WA. Committee Members present: JoAnne Walters, Chuck Booth, Jason Berry, Daryl Thompson, Barbara Derda and Lela Brugger Committee Members not present: Michael Harbin, Bette Van Gasken, Suzanne Limric and Tony Ladner Staff present: Advisor to the Mayor Michael Hursh and Human Services Specialist Kirsten Reynolds II. AGENDA • 2013-2014 Human Services Funding Recommendations City of Auburn staff, Michael Hursh, Advisor to the Mayor, presented a proposed budget after many months of review and deliberation by the Human Services Committee Mr Hursh reviewed the significant changes in the proposal, there were two new programs recommended for funding The new programs were Sound Mental Health's PATH Program, which performs homeless outreach services in the Auburn community; the second, was the Ukrainian Center's Crisis Family Intervention Program, which provides Auburn residents with counseling and educational support to immigrant families who have been or are at risk for child/spousal abuse/neglect, at risk youth doing drugs, criminal activity, school drop-out and parent-child conflicts The two programs bumped for funding were documented as having contract compliance issues The first was Sound Mental Health's Behavioral Responsibility Program and the second was New Connections - Stop the Cycle of Re-offending Program • Member Derda motioned to accept the proposed 2013-2014 Human Services funding recommendations, Member Berry seconded the motion • Discussion took place, six Members (including proxy vote) were in favor of adopting the funding recommendations as submitted and one Member was opposed • The 2013-2014 Human Services funding recommendations were passed and will be sent forward to City Council for review and approval III. ADDITIONAL TOPICS • Les Gove "Campus" Area Services o Discussion took place around services offered by Auburn Youth Resources (AYR) in/around the Les Gove "Campus" AYR has several programs supported partly with Human Services funding, including their Street Outreach Team, which provides mobile outreach services that locate and make contact with homeless or high-risk for being homeless youth/young adults and sexually exploited youth in South King County The.goal of the program is to-provide assistance and referrals in an attempt to transition runaways and homeless people off the streets and into safe and stable housing AYR also operates their South King County Youth Shelter (SKYS) - The Homeless Outreach and Housing Support Services are part of AYR's comprehensive effort to reduce the number of runaway and homeless young people (14-24) in South King County Their wide-ranging initiative provides a continuum of care that prevents runaways, locates and makes contact with homeless young people, provides shelter for homeless youth and provides permanent and transitional housing • Latino Friendship Center o This was discussed in years past, but it never came to fruition • Agency Visit to Ukrainian Center o Member JoAnne Walters described her visitation team's site visit at the Ukrainian Center with Executive Director Oleg Pynda, it was a positive experience and the agency appears to have excellent connections with their Auburn clients • Annual Planning & Community Development Committee and Human Services Committee Meeting o Committee Members were reminded of the jointly coordinated Planning & Community Development Committee meeting on September 24th at 5pm, all Members were encouraged to attend IV.
