MINUTES
I. CALL TO ORDER
Chairman Roger Thordarson called the meeting to order at 9:00 a.m. in the Council Conference
Room, located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, Washington.
Committee members present were: Vice-Chair John Calnan, Nick Perius, Lonnie Tealer, John
Daniels Jr. and Jim Fletcher. Also present during the meeting were: Director Dennis Dowdy,
Transportation Planner Joe Welsh, and Office Assistant Molly Hoisington.
II. CONSENT AGENDA
A. APPROVAL OF MINUTES
Committee approved the Transportation, Transit and Trails minutes for November 28, 2012.
Minutes were approved by consensus.
III. DISCUSSION AND INFORMATION
A. STEWART ROAD (Dowdy)
Director Dowdy stated Stewart Road is on track for construction this year to widen it to five
lanes. This will occur from Valentine Road to SR 167. This project is currently under Right of
Way acquisition. Construction may start as early as this year.
B. WINTER DAMAGES (Welsh)
Transportation Planner Joe Welsh stated there is not much going on at this point as winter has
not really occurred yet. Additionally, there are no tree issues.
Vice-Chair Calnan asked if the pothole repair patches are holding up. Director Dowdy
responded that the patches are holding up and mentioned there was a significant amount of
pothole patches performed on C Street (large truck route) and they are all holding up.
Chairman Thordarson asked who owns the machine. Director Dowdy stated the City hopes to
purchase one. Last year, the City rented the machine for three months to try it out.
Member Fletcher asked why the City keeps patching potholes on Howard Road when all they
do is come right back. Director Dowdy responded advising he is not sure what patching
method was used, but that it is most likely winter cold patch method which does not hold up as
well as the new machine process.
Chairman Thordarson asked if the new machine can be used in the winter. Director Dowdy
replied yes, but it does need to be relatively dry weather.
Member Tealer asked what the cure time is. Director Dowdy responded traffic is on patch
within ten minutes after pothole is patched.

Member Perius asked what the City uses for deicer. Director Dowdy replied advising the City
uses a brine that is purchased and then mixed by the City. Member Perius stated he feels the
deicer is overused and is concerned from an environmental view. Director Dowdy responded
stating the City sends crews out when it's dry and freezing weather is anticipated.
Vice-Chair Calnan mentioned he feels his hill (west hill) is covered adequately with deicer.
C. REVIEW 2013 FORECAST OF VARIOUS ISSUES DURING 2013 THAT MAY BENEFIT FROM
TT&T REVIEW (Dowdy)
Director Dowdy started by discussing the map of the Reddington Levee which was distributed.
Director Dowdy stated the Flood District will be installing a new levee. This will start at about
30th Street from the left bank of the river. It will be set back into the park by about 100 feet.
The levee will ultimately go all the way to S 272nd where it crosses the river. This project will be
phased, phase one is funded, phase two is not. There are a number of actions that the City is
taking. Last night, the Public Works Committee reviewed an interlocal agreement between City
of Auburn, Flood Control District and King County for phase one. There are a total of seven
properties in which the levee passes. The City of Auburn owns three of the properties. With
the interlocal agreement with King County, the end result will be a paved maintenance road/trail
at the top of the levee all the way up to S 272"d. There will be three trail connections that will be
ADA accessible from the trail in which the City can select. Director Dowdy would like the
Committees input on three connection points for phase one in addition to working with the
Parks Department on this.
Member Fletcher asked what the average relocation distance from the existing levee is.
Director Dowdy responded that it's about 200 feet.
Director Dowdy stated River Mobile Homes Estates will be taking sixteen units out in order to
build the levee. The City will sell a portion of the Crista Ministries property to this developer to
relocate these homes. This property is just north of the power line.
Chairman Thordarson asked if there is a timeline for extending I Street to Mallard Point.
Transportation Planner Joe Welsh responded that he will need to check with the Planning
Department and get back to the Committee.
Member Perius asked if development plans are still moving forward for north of this as part of
the development was to continue I Street all the way to 272"d. Transportation Planner Joe
Welsh responded stating there is an agreement with the property developer which would
include constructing the connection up to 277th which would also connect to 49th Street and go
across Auburn Way to the West. The City is not aware what the developer's timeline is.
Member Perius asked if there will be a light installed where I Street and 277th will connect.
Transportation Planner Joe Welsh confirmed there will be a light installed at this intersection.
D. WHAT TO WATCH FOR IN OLYMPIA (Dowdy)
Director Dowdy advised Committee that Judy Clibborn (Chair of the House of Transportation
Committee) has stated she wants to do something in terms of a bill this year. Would like to try
to champion the 509 project completion as well as the SR 167 completion project to the port.
Phase one of the SR 167 completion project will cost 1.5 billion dollars. State study showed
from a tolling perspective, they can probably only expect to collect about 200 million dollars in
tolls, which means the rest of it would have to be appropriated through the State from gas tax,
tab fees, etc. May see increase due to this.

OTHER DISCUSSION
Chairman Thordarson asked if the trestle is completely installed for the railroad over M Street.
Director Dowdy responded, one bridge is complete and another one will be coming, but has not
been installed yet.
Member Perius asked when the City trims trees. Director Dowdy responded the City trims trees
almost anytime, whenever there are concerns. Member Perius stated he has a concern on 8th
Street (west of the river), between Harvey Road and the river. Transportation Planner Joe
Welsh will contact Vegetation Management to have this concern addressed.
Chairman Thordarson announced Vice-Chair John Calnan will no longer be on the
Transportation, Transit, and Trails Committee as he has accepted a new job. Member Perius
was elected as Vice-Chair. Member Perius accepted the role of Vice-Chair.
IV. ADJOURNMENT
There being no further business to come before the Transportation, Transit, and Trails Committee,
the meeting was adjourned at 10:00 a.m.
