CALL TO ORDER Chairman Roger Thordarson called the meeting to order at 9:00 a.m. in the Council Conference Room, located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, Washington. Committee members present were: Vice-chair John Calnan, Jim Fletcher, Nick Perius, Lonnie Tealer, John Daniels Jr., and Michael Pratum. Also present during the meeting were: Director Dennis Dowdy, Transportation Planner Joe Welsh, Traffic Engineer James Webb, and Office Assistant Molly Hoisington. II. CONSENT AGENDA A. APPROVAL OF MINUTES It was moved by Member Tealer, seconded by Member Perius that the Committee approves the Transportation, Transit and Trails Committee minutes for September 26, 2012. Motion approved. III. DISCUSSION AND INFORMATION A. STATUS OF AB CORRIDOR (Dowdy) Director Dowdy stated, as of yesterday, the City is in agreement with BNSF, Gates Foundation, and UTC; gates and lights will be installed at the railroad crossing. The AB Corridor can be opened after settlement agreement has been drafted by City's Legal Department. Once reviewed and approved, City's Legal Department will be notified of authorization to open corridor. There is no estimated date as to when this will occur. B. SE 314th Street- CONNECTOR BETWEEN SE 124TH AND SE 121 ST(Dowdy) Director Dowdy dispersed maps of this area. This area was annexed January of 2008. Prior to the annexation, the County had blocked off this road as residents in Campus Village and Campus Townhouse were concerned with the large amount of cut through traffic. Once this area was annexed, the City removed both (two) block aids as there needs to be circulation between the new plats and two access points for emergency services. The community was upset with this decision. Mayor Lewis requested the City re-install one block aid, which enables emergency services access and prevents the cut through traffic. Chairman Thordarson asked why the City had to re-asphalt this road when the residents don't want this road open. Director Dowdy stated this road will most likely re-open in the future, therefore the City must continue to maintain the road. There are no current plans to re-open this road. Chairman Thordarson asked why the City can't open the road and put traffic calming measures in place. Director Dowdy answered advising the City does not currently have the funds to install traffic calming devices. In addition, there is no community desire to open this road at this time. C. SOUND TRANSIT MEETING (Welsh) Transportation Planner Welsh advised committee that Sound Transit is proposing service changes that would affect Auburn in the fall of 2013. Transportation, Transit, and Trails Committee October 24, 2012 DRAFT MINUTES Sound Transit may add a peak round trip commuter train service from Lakewood, to Auburn, to Seattle. Sound Transit is proposing to cut out the mid day service on route 566, between 11am- 1:30pm. In exchange, Sound Transit will be adding route 567, which is a limited stop service between Kent, Bellevue, and Overlake Transit Center. A study was completed which showed on average, those mid day trips have approximately 16 boarding's per trip. One third of those passengers are traveling between Renton and Bellevue. Therefore, Auburn is not going to be severely impacted. Member Perius asked if Sound Transit is still planning the third track. Transportation Planner Welsh advised yes, Sound Transit is moving forward with the third track. D. ROAD FUNDING SUPPORT FROM COMMITTEE (Dowdy) The committee and staff discussed a street utility tax and building permits as a source of revenue to fund road work. The committee and staff briefly discussed the M Street underpass project. OTHER DISCUSSION Director Dowdy responded to the question from Member Peruis at the last meeting regarding parking along Green River Road. Director Dowdy followed up with Parks Director Faber and was informed the City is approximately one month away from King County turning this park over to the City. Once the City has ownership, development plans will begin. Member Perius asked about possible access funding from fishing/hunting license as this park is mainly used by sportsman. Director Dowdy will look into this. Chairman Thordarson asked Director Dowdy to discuss the email which he forwarded to the committee this morning. The email is from City of Kent and is regarding B&O tax. City of Kent Council has approved the B&O tax to appear on the November ballot. The first$250,000 of gross revenue would be exempt for any business. IV. ADJOURNMENT There being no further business to come before the Transportation, Transit, and Trails Committee, the meeting was adjourned at 10:00`aa.m. Approved this '2—q day of , 2012.
