The meeting was called to order by Mayor Shaugfinessy Councilmen Present: Aaby, Petersen, Kamme,yer, Fitzsimmons, 5onneman, Torner, Gaines Councilmen Absent: None Minutes of the previous meeting held June 7, 1960, were appro ed ss meiled. PUBLIC HEARING None - BIDS � Bids o+ere. received from the following for the water .storage tank for the Water Dept; Chicago Bridge & Iron Bidding $24,620.00 plus tax; American Pipe, &. Construction bidding $24,444.00 plus . I tax; Hydrolic Supply Co. bidding $24,250.00 plus tax; Union Tank Co. biddinp $24,430.00;�plus tax; United Concrete Products b,idding $�9, ?51 .00 plus tax; and Pittsburg Des Moines Steel Co. bidding $22,939. 00 plus tax; Thesa bids were referred to the Water Committee and Consultin Enninear with a report to be given et the next regular. council . meeting. A Letter was received from Archie J. Fry regarding the bid for architecturaJ service for remodeling the jail . The letter. stated he aas uaeble ,to bid the job . beacuse-of paragraph three in the A . I .A.: document No. 330 which states they are unable to make a bid but can submit a proposal , which was 5.95; of the construction cost. � The City Clerk read a letter from the Washington State Chepter, the American Institute of Architects, Inc. .in which the seme comment was mede about only being able to make proposals. T�e Police Committee wa instric ted by the Mayor to look . into this situation and nego�iate with some architects. Mr. Do n Allison:. stated he was sorcy. about not being' able to ' ' submit a bid, but would be Willing to talk with the� Committee. COMMITTEE REPORTS - FINANCE COMMITTEE No report PURCHASING COMMITTEE No report FIRE COMMfTTEE ' No report LICENSE COMMITTEE Councilman Fitzsimmons stated the Committee had investigated other c.ity's charqes for auctioneer 's licenses as requested by Mr. Hauge. The City of; Renton being $ IOO.DO per �ear or $10.00 _ ; per . day, the City of Pyyallup being $10.00 per year and the Ciiy of Kent heina $5.00 pe� day. Councilman Fitzsimmons recommedded the City of Auburn charge $25. 00- per year or $10.00 per day. , ' It wes ,moved by Bi.tzsimmons and 2nd by Kammeyer. that the City Attorney be instcuction..to amend the present_�ordiriance for auctioneers ficenses- fee f�om $50.00 a year to the new recommended rate .of $25. �0 per year or $ 10.00 per day. - _ - - ' � MOTlON CARRIED • ,: , �• PAGE 2341 AUBURN �ASHINGTON TUESDAY - JUNE 21L_)960 Councilman Fitzsimmons stated that the License Committee had investigated the go-cart situation but requested another two weeks for,yfurther investigetion. Mr�;Armstrong, attorney for the Bothe� l 's, etated that some- thin� would have to be done about these go-carts being such a nuisance. They are not objecting tothe reces themselves, but the noise the make. . Mr. Kenneth Weaver also stated that they haven't had a peaceful�ay since they've been running. He wouid also like something done. There were several others protesting this go-cart problem. The City Attorney stated he �ould draw up a nea ordinance if the Council wishes, but would again suggest this thing be investiga�ed ' completely. The Mayor stated that the Council has �ot tried to side- step this situatio�, they felt there should be a large majority of the property: owners being disturbed by this noise, before doina serious action. The License Committee was granted two more weeks for investiqation. STREET COMMITTEE N No report WATER COMMITTEE Councilman Kammeyer requested the City Clerk read a letter - from the Clay st. Imp�ovement Club. This letter stated the people on Clay Street would turn over their privete water system to the City of Auburn, free and clear. They would also like to know about the lights and garbage collection. Councilman Kammeyer stated he would like ali the people from Clay street to be informed about this exchange of water system before any further action is taken. The Council aoutd meet with these people after they have had their meeting. ' The Mayor instructed the light Committee to investigete about the lights. This would have to be done before the meeting with the improvement club. Councilman Kammeyer elso stated that School Dist. �408 has their orn water main down by the Pioneer School . The school district aas assessmd when the water mains were installed in that area. The school district would be willing to turn over their private water main to the city, if the city would pay the assessme�t.on L. I .D. � I$6. It was moved by Kammeyer and 2nd by Fitzsimmons that the City Attorney be instructed to draa up the necessary agreement and have the Mayor and City Clerk sign it. MOTION WRRIED . ���°� L I GHT COMM I TTEE ('" Councilmar� Gaines stated they had held a meeting regarding the Pioneer Cemetery maintenance as recommended by the Historicai ,/ Society. At this meeting, the suggestion was made to find out just what type of maintenance the, Historieaf Society would Iike done. REPORT The Water Supt. reported at their Wate� Committee meeting it was discussed that they would reinburse Rohr for their payment of the 12" water line. The City Attorney wrote Rohr a letter making f an offer for the puechase of th8 line. STREET SUPT. REPORT No report I PAGE _2342. . ` AUBURN •. WASHINGTON TUESDAY JUNE 21 ; 1960 ENGINEER 'S: REPORT " The City Engineer. stated that the Planning Commission is h8vina e meetina Mith C18rk-Colemen to discuss this yeers phase of the Comprehensive Plsn. They wouid like the Mayor and Council . present so they will get a better understanding of this plan. The meetina will be July 14th at 8:00 P.M, in the Counci � Chambers. CITY ATTORNEY ° The City Attorney read a letter regerding tFie eppraisal of the 'Auburn Terrace. property. They felt the City should enter into an eareement with the Y.M.C.A. There were conditions that . were included with this appraisal . t The City Attorney stated the consideration shouid be changed from' $10. 00 to 5500.00 because someihhing. might be said about the" City eivinn this p�operty away. The City Attorney al"so suggested . that .the property should only revert back to, tHe City �'����6 • �#1�#�������#����#,���3� if they don 't complete the stated recuriements. . It was moved by Fitzsimmons and 2nd by Aaby that the Ci.ty Attorney be i �structed to draft an ordinanee for transfe� of the , property to the Y .M.C.A. and the suggested changes be incitided. MOTION CARRIED The City Clerk read another letter from George Schuler reevestinp approvai and adoption of a subiiivision ordinance for the City of Auburn. ?his is an ordinance providing cules and reaulations for the municipal approval of plats, subdivisions or dedication; prescribing standard for design, aayouts and develop= ment and providinq procedure for municipal approval or disapproval The City Council �eeuested two weeks consideretion. PLANWING COMMISSION ` The Citv Clerk read a letter from the Auburn Planning Commiss on approvinci the petitions of Mn. M.A. Lightle, prefi,minary plot of ' Mead's Addition; end the preliminary plot of Forest Vi, ll,a 2nd -_ Addition. They also recommended the deniai of- Mr . Joseph E. � Klontz petition. � It was moved by Kemmeyer and 2nd by Sonneman that the Cit,y Attornev be instructed to prepare the necessary ondinances on _ tne approved oetitions, and deny the petition of Mr. Joseph E. MOTION CARRIED , KING COUNTY COMMISSIONERS The City Clerk read a letter from the King County Commissione s � ststing tnat the County Engineer has fiJed a report on Ordinance � 138? declaring territory annexed to the City of Auburn. The Board of County Commissioners approved and ordered same placed on file. , This letter was ordered fiJ ed. - � i A letter was. presented by the f?olice Chief giving suggested speed limit signs. ' The Police Committee was instructed to investigate .this and have recommendations at the �ext reqular council meeting. OLD BUSINESS Councilman Towner requested i �formation as to what the Police Dept, have decided about the intersection of 2nd & C St. S.E. As�t. C��oDray stated they have not as yet had a meeting on this. : � .Counciiman Towner also wanted to know about M.r. Baldwins reouest regarding the horses on e vacant lot. The Asst. C� ief said that Chief .Ludwig has talked with Mr. 6reen add mentioned _ to him something must be done.
