TUESOAY AUGUST 2, 1960 Regular meeting of the City Council of the City of Auburn, Fiehd at B:OO P.M, , in the CounciF Chambers at the City Hall'. The meeting was .ealled to order .by Mayor Shaughnessy Councilmen Present: Petersen; Kammeyer„Fitzsimmona, Sonnemann, Towner, Gaines - ; Councilmen Absent: Aab.y Minutes of the previous meet,ing held July 19, 1960, were approved as mailed. - � PUBLIC HfARING � None BIDS Bids were received from the. following for supplying the City ' Street Dept. with seal coating for several streets in the City; � - Heisserman Fuel Co.,, bidding . 13¢ per sq. yd; City Transfer .biddin . f 0'�2 Per sq. yd. Bids were also received for the paving of Cross Street from A St. to C St. ; Rainier Aspbalt Paving Co. bidding a _total amount of $2,728.75. . It was moved by Sonnemann and 2nd by Fitzsimmons that these bids be referred to the Street Committee with power to act, and enother Councilman be appointed to this committee temporerily. MOTION CARRIED Councilman Sonnemann was appointed by the Mayor to serve on this committee. ; I • CORRESPONDENCE ' WESTERN, E�IRMERS.ASSOCIATION The City Clerk read a letter from Western Farmers Association ' requesting angle parking in front of their building. Councilman Petersen stated that their committee had talked aith the fire Chief and also the Police Chief. The Fire Chief , was opposed to the request because it aould ,be dangerous when the . fi.re trucks used that road. Councilman Towner stated that the Street Commi'ttee has been trying to do away with engle perking for some years now. It aas moved by Petersen and 2nd by Towner that this request - from the Western Farmers Association be denied. . Bain r.equesting the City remove the 3�" water meter and bi�ll each party using this meter :separately. . - Couneilman Kammeyer-. stated that this system Mr. Bain omns doe not have enough pressure after going up the hill and that this water mai.n, has not been put in according to City . standards. Also the water -meter would revert - l�ack to the City if it were Eaken out � lt was moved by Kammeyer and 2nd by Petersen that .the� request �. of Mr. Bain be denied. � GEORGE BCHULER ' � The City Clerk read a letter from Georqe Schuler, Cit En ine r, requesting the Council create ,a, local.; improvement, district for St. S.E, between 25th 8 29th St. :S.E. and 25th St. S.E. between M St. & R St. S.E. It was moved by -Fitzsimmons-:and 2nd by Sonnemann thet the Cit Attorney be instructed to draft the necessary ordinance. creating this L. I .D. h10TI0N CARRIED � PA6E 2356 � AUBURN� WASHIN6TON TUESDAY - AUGUST 2. 1960 BILL RAVEN Tke City Clerk read a letter 'from Bill Raven, Park Board Chairman, requesting that Mr. Benson, Park Supt. , be given authori y to make arrests if it proved necessary. There has been increasing problems of damage to equipment, racing cars and genera,l distur- bance in the City Park by park users. A badge as evidence of this authority, his warnin'gs would be more effective and would make a stronger impression on the guilty parties. The Mayor stated that the Police Chief has approved this request and he wiil see this is carried thru. CIVIL SERVICE COMMISSION . � The City Clerk read a letter from the Civil Service Commissio notifying the City that a Public _Hearing was held on the complaint from the Police officers. TFie Commissions �decision on this matter _ � was to leave the examination entact as origi'nally given, disregerd , ing the oral portion of the exam, would not alter these officers po§itions as they flailed to pass the written portion of the examination. This Ietter was to reaffirm the sergeants eligibilit Iist as posted June 8, I-960. This letter was ordered filed. � JOHPJ B . ROBERTSON The City Clerk read a letter from John 6. Robertson stating that he had talked with the Water Supt. and it was suggested he run a one inch water line at his expense from the water line at 25th & M St. S.E, to his property. It was further suggested he deposit aith the City mone.y to cover the assessed cost to his property for the installation of the regular water main, to cover the installation expense whenever the City provides a regular main on this street. This� was reFerred to the Water Committee. CEMETERY BOA�2D 1 The City Clerk read a letter from Myra Kalgaerd, 'stating that the board also is interested in seeing that the Pioneer f 6emetery be perpetuated as a Historical Cemetery only: ' . " � The Gemetery Board requested a separate budget be. set up to handle this added work. This letter was ordered . filed. ARCHIE J. FRY The City C1erk read a letter from Archie J. Fry, requesting the Mayor appoint a building committee to bring forth the require- ments needed for a�teration of the City Hall . The Mayor appointed Counciomen Sonnemann, Petersen, and Townec as the building committee. The City Clerk was also instruc ed to noti.fy M�, Fry of the appointment. � „ . , - AMERICAN LEGIONa ` ` The City Clerk �ead a letter from the American Legion stating ✓ they a�e desirous of sponsoring Rainier Shows in Auburn" the week of Auburn Day, 1961 . They request this be given favorabfe conside a- - � tion. This letter was referred to the License Committee for investi' ation - PENN�ALT CHEMICALS CORP. ' -The City Clerk read a letter � from the Penneait Chemical Co�p. stating they heve new price scheduies on ton containers of chlorin effective immedietely. • This letter was referred to the Water Committee: � CLARK COLEMAN & ASSOCIATES The City Clerk read the annual progress report from Clark Coleman Assoc. MOTION CARRIED AUDIENCE � ;-- None COMMITTEE REPORTS PURCHASING COMMII-i'EE � No report - FIRE CQMMITTEE ' - No report LICENSE CAMMITTEE Councilman Fitzsimmons reported that he had received two applicatio�s for race course Iicenses. One being for the go-cart and one for motorcycle races. It was moved by Fitzsimmons-and 2nd by Sonnemann�,that they accept- the application for go-cart and grant the license subject to the I.icense fee; a( so, they accept the appfication for motorcycle upon completion of the application and grant the license subject �' to the Iicense fee. MOTION CARRIED ' � Th'e Auburn Day request to use the parking lot for kiddie ride was referred to the License Committee. The opeeator furnished satisfactory liability insurance as was requested by the "Iicense� Committee and permission was granted to have Ibhese kiddie rides. ' STREET COMMITTEE I � � Counciiman Petersen reported on the letter from the Chamber o Commerce regarding parking meter revenue. They feel these packing meters should be paid for' before using the money differently. A ' sinking fund will be esteblished when it is " clear to do so. it was moved -by Petersen 'and 2nd by Kammeyer that the money- revenue from the parking meters be used to pay for the meters until the meters are paid �ff' in full : ' MOTION CARRIED Councitman Towner reported that :the Street Committee Had . investigated the Quit �Claim deed of Viola 6rant. It was moved by Toaner and 2nd by Fitzsimmons that the City accept� the Quit Claim '�deed, from •ViAla �rant .and the City, Attorney be instructed to record same;: also, that. the construction of .the street, in that ,area be'• delayed until 'all the :necessary footage has been 'deeded to the `City. At,torney. draft the necessary resolution for transfer of these fund as requested. , . MOTION CARRIED WATER_SUPT. REPORT The,Water Supt. reported that �uly has been the hottest month and e cons'iderable amount of water had been used, 2} million gaflo s of water :per day. Also, the Algona line is in and tested to the City iimits. This wil. l be completed soon and approved. STREET SUPT. REPORT No report ENGINEER'S RE =FORT The City Engineer stated that all the Councilmen have receive their copy of the Comprehensive Plan. The Counciimen will have . about tdo months to read and study this plan, then they� will have a meeting aith the Planning Commission to discuss any points. NEW :BUSINESS The Mayor stated that he has had several voluntary proposals for repairs 'on the roof. . Mr. Nord : looked at the roof and :.his propositi.on is the best of aII : ; This cost will be �1:35,00. , If th City wants the sheeting removed from the parapet wa I , it will be $IIO.00 more. There will be 'more study made on this before any decision ;is made. _.: :: . PAGE 2359 �. AUBURN . WASHINBTON TUESDAY AUGUST 2 .- 1960 . The Mayor also reported. that the Library Board Chai;cman stated that they would Iike to float a bond issue for a new library or additional library Bldg. .a year ago, but withdrew their request so the City could, have a nem fire station. Now, there is a real need for new library space. The City Engineer stated the Comprehensive Plan containe good information about librari.es and parks. A letter of request should be in writing addressed to the Council concerning a new building. The City Attorney also steted the City would have to check the bonded indebtedness to see if we have gone oyer the 5°b of assessed valuation aith the new jail .
