AUBURN, WASHINGTON TUESDAY FEBRUARY 7, 1961
q Regular meeting of the City Council of the Gity of Auburn,
held at 8:00 P .M, in the Council Chambers at the City Hall .
The meet,ing wes ,called to order by Mayor Shaughnessy.
Counci (men Presentc , Aaby, Kammeyer, Fitzsimmons, Sonnemann,
Towner, Gaines,
Councilmen Absent : Petersen
The minutes of the previous meeting held January 17, 1961 ,
were corrected as follows: Claim in Correspondence should read:
The City Clerk read a claim against the city from Nathan R. Werner
for injuries received by his son Clifford LA. Werner which he
al'le ed were the result of negilgence on the . part of employees of
the ity of uburn in . cleaning. and buring of brush and tcees.
� Under Ordinance # 1425, the motion should read: It was moved '
by Sonnemann and 2nd by Kammeyer that the firm of Weter, Roberts,
Shefelman be accepted to repoesent the city as bond counsel for th
sale of such bonds.
The minutes were approved as corrected.
PUBLIC HEARING
The Mayor declared the Public Hearing open on L. I .D . � 137 .
There being no objections, the Mayor declared the Public Hearing
closed.
` It was moved by Kammeyer and 2nd by Sonnemann: that the
assessment roil be approved as submitted by the City Engineer, .,and
the City, Attorney be instructed to draft the necessary ordinance .
to complete the L. I .D .
MOTION CARRIED
The Mayor declared the Public Hearing open on the variance
request. Mr. Harris exp,lained he would live in one of the duplexe
and woufd.. have full ,time supervision of the property... The propert
owner next door. stated she had been out of town and, would Iik
further information. Mr. Narris / st�ted ,it would be a new duplex .
The City Clerk reed thst portion of the P � anning. Commission
minutes in which �hey .approved the. granting of this petition.
It was moved by Aaby and 2nd by Kammeyer that the Council ,
accept the recommendation of the Planning Commission and approve
this variance, and the City Attorney be instructed to draft the
necessary ordinance.
MOT10N CARRIED
The Mayor declared the Public Hearing open on the vacation
request of Dario Cugini . The City Clerk read the minutes of the
Planning �Commission approving this request.
It was moved by Kammeyer and 2nd by Aaby that the Council
approve the recommendation of the Planning. Commission and the
City Attorney be instructed to draft the necessary ordinance.
MOTION CARRIED
The Planning Commission having recommended the Myron Massey
change his rezoning request to a special property use, the City
Clerk read a letter from him requesting a Special Property Use
be granted for his property on the Enumcalw Hwy ,
This letter was referred' to the Planning Commission
CORRESONBENCE
The City Clerk read a- petition from pcoperty adners in the
vicinity of West Main and the West Valley Hwy, requesting the
signal light be changed back to red and green.
Several people were present voicing their opinion about this . 1
light. , The City Engineer explained that a letter had been written
to the State Hwy. Dept. regarding the light at this intersection ,
following several accidents. As a result, the State Hwy, Dept.
h"ad made a study of the problem and subsequently made the change.
A request was made for the engineer to read the letter, , which he
did. The Mayor instructed the City Engineer and Police Chief to
again write the State Hwy, Dept. requesting some other method of
traffic control .

The City Clerk read a petition from Leona Neely requesting
her property be rezoned from Farm land to Light Manufacturing.
This ,petition was referred to the Planning Commission.
HARRY 0. LIESKE
The City Clerk read a letker from Harry 0. Lieske requesting
the insurance premium. clause in the questionad�re �o agents to
participate in the commission be changed from $25,000.00 ^to
$50,000.00
' It was moved by Aaby and 2nd by Towner that this request
be granted.

_ The City Cierk read a letter `rom C. L. Ludwig stating that
Gerald F. Muelier has been appointed to the Auburn Pol.ice Dept.
as a probationary officer effective Fabruary I , 1961 , 5taxting
sa( ary $415. per month :
This letter was ordered filed.
HERRICK IRON WORKS .-
The City Clerk read a letter from Herrick Iron Works protest-
inq the bids pertaining to jail equipment.
It was moved by Sonnemann and 2nd by Aaby that they waive
the informalities and so inform Herrick Iron Works.

MONTHLY REPORT
The -City Clerk presented the monthly report from the Fire
Dept. This report was ordered filed.
' CLAIM FOR DAMAGES
- The. City Clerk read a claim for damages I6rom Bever, ly J. . .
Switter in the amount of $ISO,OOO as a result of an automobile
accident.
Tt was moved by Aaby and 2nd by Kammeyer that this claim for
dameges be referred to the Insurance Commission.

AGREEMENT
The City Clerk read a renewal of the agreement between the
City of Algona and the City of Auburn for 1961 , wherein .the City
of Algona wil.l imburse the City of Auburn 4% of their assessed
valuation for fire protection for Algona.
It was moved by Towner and .2nd by Fitzsimmons .that the hlayor
and City Clerk be instructed to sign the agreement with Algona:

The City Clerk read a letter from Wm. A . Raven stating that
the industrial Committee of the Auburn Chamber of Commerce unanima sfy
passed a resolution urging the adoption of the new Auburn -Zoning
' ordinance by the Auburn City Councii . This letter was ordered fil d.

System, Auburn Construction contractor. Amount due contractor at
t.his time $2,835. 22.
It was moved by Kammeyer and 2nd by Sonnemann that the Council
accept the reaommendation from R . E, Wolff and the amount of
$2,835.22 be paid Auburn Construction, with the following roll

San ,Jose Steel Co. y Inc. contractor. 'Amount due contractor at
this. time $ 1 ,390.53.
It was moved by Kammeyer and 2nd by Gaines that the Councii
accept the recommendation of R. E. Wolff and the amount of $1 ,390. 3
be paid San Jose Steel Co. , Inc. and if after thirty day no Iiens
or claims are made against the work and on proof of payment of tax
liabilities, the retained amount of $245.39 be paid, with the
following roll cail vote being'recorded: Aaby, yes; Kammeyer, yes;

man Construction Co, be paid out of the Betterment Reserve Fund.

Hedman Construction contractor. Amount ; due contrector at this
time $2,397.77.
It was moved by Kammeyer and 2nd by Sonnemann that the Council ,
accept the recommendation of R. E. Wolff and the amount of
$2,397.77/ be paid Hedman Construction, with the following roll
call vote being recorded: Aaby, yes; Kammeyer, yee; Fitzsimmons,

ELARK-COLEMAN & ASSOCIATES
The City Clerk presented the monthly progress report from
Clark-Coleman & Associates. This report was ordered filed.
AUDIENCE
A petition �rom residence in the vicinity of M St. S.E.
between 21st and. 22nd Sy, S. E: was presented by W,L. Fish. This
petition was for the purpose of hav,ing M St. S.E, - �opened and
repaired for through traffic. Mrs. Gunningham protested �t.his
petition.
The petition was referred to the Street Committec.
COMMITTEE REPORTS
PURCHASING COMMITTEE

FIRE CONMITTEE '
Councilman Towner stated the Fire Dept. will present monthly
reports to the Council since they �now have a full time chief.
Also, they are having continuous inspections of business establish-
ments to� familiacize themselve� with the buildings _incase _of fire.

STREET COMMITTEE
�ouncilman Towner stated they have talked with the railroad
company regarding the ditches along B St. N.W. , buth as yet they
haven't cleaned them. They have written Mr. Smith the Supt. � in
Tacoma, but have not received an answer.
WATER COMMITTEE
Councilman Kammeyer stated they have had several discussions
with Mr. Thompson of Rohr regarding the Rohr owned water line.
The company has finally agreed to let the City purchase this line
' for $8500.
It was moved by Kammeyer and 2nd by Fitzsimmons that the
City Attorney be instructed to draft the necessary agreement
between the Cit of Auburn and Robr Aircraft to purchase this
water line for �85Q0.

Councilman Kammeyer stated they have received a letter from
the polution control committee with regard to septic tank dumping.
It was moved by Kammeyer and 2nd by Fitzsimmons that the
Water Supt. be instructed to notify septic tank pumping companies
using the disposal plant that this service will be discontinued
March i , I961 .

Councilman Kammeyer instructed the City Clerk to call for
bids on pipe for Skycrest Terrace and additional pipe �6or the
Water Dept. , bids to be opened February 21 , 1961 , specifications
obtained f,rom the Water Supt. Office.
Councilman Kammeyer explained the Water Dept. has a considerable
amount of cotton wood trees near their cold ereek supply. Councii -
man Kammeyer instrwcted the City Clerk to call for bids 'on the
cotton wood from the cold creek supply area bids to be opened
' March 7, 196j specifications obtained from the City Clerk.
Councilman Kammeyer stated the Jeff Estate has hired Mr.
Cuddie to cl.ear away some timber on their land. He would like
to have Mr. Cuddie clear away some of. the timber near the West
Hill resvorier.
It was moved by Kammeyer and 2nd by Aaby that the Water
Committee be authorized to seil timber at the West Hili resdorier
to Mr. Cuddie: - ' �

open reflector light be instalied at the new Presbyterian Church. ,

The City Attorney stated he received an opinmon from the
' Attorney General regardi'ng comments made by the State Auditor in
his report. A11 matters have been satisfactorally adjusted.

NEW BUSINESS
The Mayor stated the Library Board is interviewing. local �
orgeinizations to get their opinion on the construction of a branch -
library on the terrace property. A letter containing their
fin3ings will be written by the board to the council .
CLAIMS
