Regular meeting of--the City Council of the City .of Auburn, held c�
at 8:00 PM in the Council Chambe�s at the City Hall .
The meeting was called to. order by Mayor Shaughnessy.
CouncilmentPresent: Aaby, Petersen, Kammeyer', Fitzsimmons, Sonne
mann, Towne�, �Gaines. ' '
Councilmen Absent: None.
The minutes wer.e approved as mailed.
BIDS
None.
CORRESPONDENCE
PLANNING COMMISSION
The City Clerk read the recommeridation from the Auburn . Planning '
Commission that the petition of Oave Botting to rezone his property
from R-2 to Special Property Use for a resident real estate office
be granted.
Councilman Kammeyer moved and Petersen 2nd that the Commission's
recommendation be approved. .
MOTION CARRIED
The Clerk read the Planning Commission's recommendation that the
petition of Emma Brooks to rezone her property from A- I to C-I be
granted. This property is north of the Ellis Garage.
The mot.ion was made by Councilman Aaby and 2nd by Sonnemann that
the Council `accept the recommendation of the Planning Commissi'on to
rezOne this property.

� AUBURN ACADEMY
The City Clerk read a request from the Auburn Academy dated
June 15, 1961 , that they be permitted to connect on to the Auburn
City Water System with an eiglit inch line under the state highway
#5. They also asked the City to procure necessary state and county
permitsi
The Water Supt. said that the State permit has been requested. ,
He also advised that the Academy people have changed their minds
about the size of the line as originally requested:
Kammeyer made the motion and Aaby 2nd that the Water Supt. pro-
ceed in handling. negotiations with the Academy for this wate� line.

HAROLD W. JUEDES
The Clerk read a letter from Harold W. Juedes in which he offere
his services. as a first aid volunteer at the City Park, for the wel
fare of children who play there. He listed his registered qualifi -
cations. . �
Councilman Kammeyer stated that Mr. Juedes expected no salary. fo
this vofunteer work .
Towner made .a motion and Fitzsimmons 2nd that the matter be
referred to the Park Board for study and recommendat.ion.
MOTION CARRIED
The City Attorney said that the only way the City would be en-
dangered in al (owing this man to proceed, is if Mr. Juedes were to
be_ negli.gent. .in performance. as. a f.irst aid worker, regardless of
whether or not he received compensation from the City. Mr. Smythe
said the liability insurance coverage should be checked.

..COMMITTEE REPORTS
FINANCE COMMITTEE
The Mayor reported a meeting was held on the proposed survey
and central district .p.lan as presented by Clark-Coleman & Associate .
He asked, the City Engineer to report on this meeting.
Schuler stated that members of the ;Street and Finance Committees,
the Chairman` of the Planning Commission and a member of the Chamber
of Commerce were present. The Engineer read an @ditorial from the
Auburn Globe News regarding public interestin the survey. i The arti le
stated that in order to avoid serious problems in the downtown area
hat adequate parking facilities should be provided for the conveni nce
of shoppers. This improvement would benefit the City as a whole, b

attracting more business.
Sonnemann said he would like to hear more on the financing of
this project. ,
Schuler stated that Clark-Coleman and Associates are now in a
po`stion to give their entire staff to this pro 'ect, wher,eas later
they :wouid 'be . invol,ved in other commitments: �t would take at ,
least two months to get government assistance and even if requeste ,
there was no assurance such :help wou.ld be, granted. If the City
assumes responsibility for proceeding immediately with the work
and later appiies for government as'sistance, they would not be
reimbursed for work already completed.
1 The terms of the contract submitted by Clarl�-Coleman require
payment of $4,000.00 in 1961 and the remaining $4,000.00 by
January 15, 1962.
The City Clerk a�d Trea.surer stated there was sufficient money
' in the Parking Meter Fund to finance the study.
Councilman ;Kammeyer made the motion that the City accept. the
plan• of Clark-Coleman for City-financing as outlined and that the
Cit y Clerk and Mayor be authorized .to sign contract for same after
it - is approved by the 'City Attorney. . Towner 2nd this motion.

Councilman Petersen reported that the request for a sign on
K St, .SE .for the safety, of children, will be taken care of by the
Street Supt. -
, � WATER COMMITTEE
Kammeyer reported .that Mr. Ulery had been contacted in re.gard
to his checks to the City in the wrong amounts for the timlier on t e
West Hill . Kammeyer was confident that the matter will be taken
care of properly in the future.
Some discussion occurred as to the disposaJ of the ."unsalable'

Attorney Smythe suggested that a suppleme�tal contract be:'drawn ,
up for temoval of the _bad wood. ,
Councilman Kammeyer made the motion and Haby 2nd that the Ci.ty .
Attorney be instructed to negotiate a supplemental contract with
Ulery for this "un'salable" timber.

STREET SUPT. REPORT
Councilman Gaines a'sked Street Supt. Blinn about the nor'th end
drainage `problem near the Sf. Vincent DePaul building. Blinn said 'J'
that the 12". sewer which the Street 'Dept. installed will take care
of part of the storm water, and .that the State agreed -to. provide
additional .drainage facili:ties when they widen ,Hcchurn Ave. :
- Tfie May,br stated `that he..feels the City has taken care of their
r.esponsi6ility and that we should not be required to provide for
water. that runs off of private property.

CITY ENGINEER_
George Schuler reported ;that he has not had the oppoctunity as

yet to talk with the City Attorney on the recent laws passed by th
1961 legislature, in regard to annexation of adjoin•u�g_territory.
Schuler also reported that permanent work has been started on
oiling the street at 21st and F SE in the Cedar Lanes Addition.
Discussion was held on the problem of not being able to obtain
pea gravel locally. The Street Committee was instructed to study
the matter of the Street Department's policy of using pea gravel
as opposed to crushed rock, before going ahe�d with the second
oiling on this street.

FARMER 'S HOME ADMINISTRATION
Sonnemann asked what �ad been done in .regard to the Farmer's
ome Hdministration contract. The Clerk reported that Mr. Bowen
ad sent the contract to the head office and it has not as yet
een returned.
