Regular meeti�ng of the City Council of the City of Huburn,
held at 8:00 P.M, in the Councii Chambers at the City Hall .
The meet.ing was called to or.der by Mayor Shaughnessy.
Councilmen present: Aaby, Petersen, Kammeyer, Fitzsimmons,
Sonnemann, Towner and Gaines. �
Minutes of the previous meeting held June 20th, 1961 were
approved as mailed.
BIDS
FIRE TRUCK
' Bids for suppiying the City Fire Department with a new
truck were received from Valley Moto'fs bidding $2,806.98; Brewer
Motor & Equipment Co. bidding $2,674.84 plus tax and license;
Scarff Motors bidding $2,883.30 not including tax and an alternate
6id of $2,899.22 not including sales tax; and Bothell Chev. Co.
bidding $2833.40 not including tax.
It was moved by Towner and 2nd by Aaby that these bids be
turned over to the Fire Committee and Fire Chief for study and
report back at the next meeting. MOTION CARRIED ,
� BID OPENING SUGGESTION
The Mayor said it has been suggested that the bids 5e opened
in the afternoon before the Council meeting with the City Clerk,
City Treasurer and other Councilmen present, to avoid confusion �
at the Council meeting.j � ,
, Councilman Fitzsimmons didn 't feel there was any confusion
and he wanted to leave` the bi'd opening for the Covncil :meeting. /
Councilman Gaines felt the bids should be opened about 4:00 (
o 'clock in the afternoon.
CORRESPONDENCE
AMERICHN LEGION & RNINIER SHOWS �
' A letter vas received from the American Legion requesting
permission to sponsor the R�,i,r� ier Shows on July IOth to 15th on
the Terrace site.
Councilman Fitzsimmons said the License Committee :had stuiiied
the request and approved same.
It was moved by Fitzsi?mmons and 2nd by Towner that the Americ n
Legion and the Rainier Shows request be granted. MOTION CARRIEO
AMERICAN MUNICIPAL ASSOCI.AiION
A letter was received from the American Municipal Assoc:
inviting the city officials to attend the 38th annual American
MunicipaL Congress to be held . in Seattle at the 0lympic Hotel on
August 26th-30th. �i

A letter was received from Stevens and Thompson, lnc.
consulting E�gineers submitting� their qualifications in the field
of Munici'pal utilities Engineering.
Councilman Kammeyer said the Water,Sewer Committee had con=
sidered this firm when making decision regarding employment of an
engineering firm.

A' statement for draw was received from Archie Fry in the amou t
of $750.00
It was moved by Sonnemann and 2nd by Kammeyer that this
amount be paid Archie Fry. The' motion passed with the following
r,oll call " vote being recorded, Aaby, yes; Petersen, yes; Kammeyer,
yes; Fitzsimmons, 'yes; Sonnemann, yes; Towner, yes; and Gaines,
yes.

� A change order No. 2 was received from Archie Fry to replace
two down spouts to' the rear of the old building' in the amount of _

Councilman Kammeyer reported for the Sewer Committee saying
the committee has met with different Engineering firms and
decided to recommend to engage the firm of Richard Wolff to go
ahead with the Sewer Survey.
It was • moved by Kammeyer and 2nd by Petersentthat the
Mayor arid City Clerk be authorized to engage �the services of _
Richard VJolff to go ahead with the sewer study. :�The motion
passed with the following roll call vote being recorded; Aaby,
yes; Retersen,, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann,
yes; Towner, • yes; and Gaines, yes.

The Water Supt. reported that June was a .warm month and an
average;,of 2� milFion gallons of water ..per day was used.
� `' STREET SUPT.
/ � The Street Supt. reported that the Street Dept. has completed
the resurfacing .of the parking spaces on main street from
Auburn.Avenue to 'the Railroad tracks.
He funtHerrreported that they will start putting in a new
storm sewer from M St. S.E, south on M to Arrowhead Park. '

Councilman"Towner asked if anything has been done about the
straightening of� the pole in front of the Washington .Grade
Schooi . � The Meybr and Street Supt. Blinn are to look the
situation over: '.
` STREET BY YOURGLICH STHTION
Councilman Gaines asked why the City didn 't fix the str.eet •
in front of the Yourglich Station at West main and B. , when ,�
working in the area.
The Street Supt. said the city was goi.ng to patch it with
blacktop but Yourglich wanted a concrete patch as the blacktop
would only be temporary. . . :. . . ..
The Mayor. said. he felt the city was .responsible for. the.
damage _to this particular. walk and plans are for: the ci.ty to do
the work in the: near future. He further saiid that the p�operty
own�ers are responsible for repairs on sidemalks as a general rule. "
ENGINEER
� . The Engi.neer• reported that he and the S.treet Committee had�
met and. had the following recommendation regarding bituminous.
surfacing: 5/8 to I /4 inch crushed stone for the Ist lift end
I,/4 to. No. 4 screen on the 2nd `lift or the contractor, can use
pea gravel for both lifts. The oiling and rolling wi.11 remain the �
same. /

The Engineer reported that his Department ' intends to notify
property owners to repair their damaged sidewalks but they wented
to make further study on ,the matter as to satisfactory material
to use in t his work .
CURBS
Councilman Sonnemann wanted to know who was responsible for
' the upkeep of the curbs. '
The City Attorney said there' was a new Ordinance making ,
the property owners responsible for driveways, sidewalks and curbs

It was moved by Kammeyer and 2�d by Fitzsimmons that Ord.
No. 1454 entitled "An Ordinance of the City of Auburn, Wn. ,
amending section 4 of Ordinance No. I106 of the City of Huburn,
said Ord. No. 1106 being an Ordinance fixing the defining the
rules and regulations ' for the use and privileges of the Huburn
Cemete�y, fixing the prices af Iots and graves therein, and
providing the charges to be made for services in opening and
closing graves and fixing prices for other services in connection
with the use .of said Cemetery and providing er�ed care thereof,
creating a cemetery improvement fund, creatj,ps a �O�r� of Cem Lery
Commi�s ,y oners and annexing certain property to the City o� H�n

1456 entitled "An Ordinance of the City of Auburn, Wn, amending
section 10( I ) of Ordinance No. 1428 of the City of Huburn, .Wn. ,
said Ord. No. 1428 being an ordinance establishing a com- •
prehensive zoning plan for the City of Huburn by establishing
various use districts in the City, and prescribing certaih re-
gulations for each of said use districts", be introduced and
adopted with the following roll call vote being recorded, HAby;

requiring a public emergency to exist, requiring the appropriation
of $4,000 to the parking meter fund of the City of Auburn, for
the pui� pose of providing necessary funds for survey and central
business district plans as prepared by Clark Coleman & Assoc"

SEWER SURVEY
Councilman Gaines stressed the importance of keeping the
public informed on the sewer work to be done .by Richard Wolff '
engineering firm. .
Richard Wolff, �engineer said he thought the outlying areas
shiould be considered in the survey and he will have press
releases as things progress.
