AUBURN , WASHINGTON TUESDAY JULY. 18, 1961
Regular meeting of the City Council of the Ci�y of Huburn,
held at 8 :00 P.M, in the Council Chambers at the City Hall .
The meeting was called to order by Mayor Shaughnessy. `
Councilmen present: Haby, Kammeyer, Sonnemann, Towner and
Gaines.
Council'men absent: Petersen and Fitzsimmons.
Minutes of the previous meeting held July 5th, were approved.
CORRESPONDENCE
A Fetter was received from Rev. John C. Edgerdahl . , re-
presenting the three �ull Gospel Church,es in Auburn, requesting
' permission to use the vacant ,property adjoining the Fire Station
at 6th & C St. S•E. , 'for a tent meeting.
. _ . Councilman Towner said ,this request met the approval of -
the Fire Chief providing the churches take care of the traffic.
It was moved by Aaby and 2nd by Towner that the request of
the Full Gospel churches to have a tent meeting at the vacant
property at 6th &`•' C St. S.E. be granted subject to the parking
ag'reement with the Fire Chief. MOTION CARRI.ED
' SENIOR STUDENT PARENTS REQUEST

A letter of request was received from a group of Senior
High School� parents for permission to place a weste paper
collection box in the triangle against .the cleaninq shop in the
parking lot west of the Post Office. �
, It was moved by Gaines and 2nd by Kammeyer that the request
of the Senior Parents be approved. MOTION CARRIED
RETAIL TRAQE DIV . OF C OF C.
A', letter was received from the Retail Trade D'ivision of the
Chamber of Commerce req� sting permission to install counters '
end show cases on the sidewalks, for a 5idewalk Bizaar on August
4th & 5th.
, � Councilman Towner inquir,ed as to whether such displays : '
would be. permissable und�-city regulations and the City Atto�ney
said the Ordinance would'probably have to be amended.
It was moved by Kammeyer and 2nd by Sonnemann that the
request be granted and the Gity Httorney be instructed to draw
up the necessary ammendments to_ the Ordinance.MOTION CARRIED
NHUL BUNYAN CHKE REQUEST - �
A lettec was received from the Naul Bu�yan Birthday Cake
Committee of Century 21 , asking the City of Huburn to take part
in the, Paul Bunyan 25,000 4b. Birthday Cake bM buying a candle
for $45.00 to be placed on the cake with Auburns; name on it.
It was moved by Kammeyer and 2nd by Sonnemann that the
Mayor be instructed to sign up for the $45 candle on the�-Paul
' Bunyan C@ke.. MOTION CARRIED
PLANNING COMMISSION RECOMMENDATIONS
'A letter was received from the Nlanning Commission recomm-
ending that the request of L." C. Roberts and H. Hyllegren to
rezone, . from RG to Special Property Use for a Service Station,�
their property described as Parcel I Co. Tax lot 136, 5ec. 18-
21 N 5, Parcel 2 E 40 ' of N 100 ' lot I , Block I , Merritt 's ist •-
' Addn. to Auburn, be granted for Service Station purposes only,
excluding automobile general overhauls and body and fender work. ,
It was moved by Towner and 2nd by Aaby that the City Council
concur with the Planning Commission and the request be granted.

The Planning Commission ,recommended granting the request'�
of Florence Morrison to rezone her .. peoperty described as Hif of
Block 7, Hilens ' Park Addn. , from R 2 to SpeFial property. use
for a Rest Home.
It . was moved by Sonnemann and 2nd by. Kammeyer that the
City Coi�ncil concur with the Planning Commission and the -request
be granted. MbTION CARRIED
The F' lanning Commission recommended that the City Attorney
notify R. W. Arney that he is violating the provision of his

'lt .was moved by Kammeyer and 2nd by Haby_that the Cit y
Attorney notify, R. W., Arney that he is in :violation of his.
Special Property Use and that necessary corrective measurers must
be taken. MOTION CHRRIED
The Planning Commission recommended that Hrticle � 4
Section 7, Note 5, para. b be b changed to read up to 10 feet
instead of not to exceed 6 feet.
The City Engineer said this change per.tains to residential
property abutting non-residential pr.Operty. .

commendation of the Planning Commission be granted and the City
Attorney be instructed to . draw up the necessary Ordinance amendin
this section. as outlined by the I? lanning Commission.MOTION CARRIE
� LETTER FROM NARK BOHRD
, ;A letter was received from Wm. A. : Raven, ►'ark Board Ch�irman
asking if the Park Board should go ahead with the Planning and
Development of the Terrace property for Park purposes.
Councilman Aaby said he felt the Park Board should work in
conjunction vit.h the City Planners. , .
Wm. Raven said the Park Boa�d is already working with. Clark
Col_eman . and Associates,. the Gity Planners, -and the Park Board
only wants a . letter giving authority to the 1'ark Board to use
this property for a park, so they can plan their budget acc-
ordingly.
The City Attorney said the deed for this property from the
Housing Authority said that the property is to be used for
municipal purposes.
It wasmoved by Gaines and 2nd by Kammeyer that the Terrace
property be turned over tothe Nark Board for ,use as specified
by Clark Coleman Survey. MOTION CARRIED
It was moved,.by Gaines and 2nd by Kammeyer that the City �
Clerk . be instructed to write the Park Board advising them of this
action. MOTION CARRIED..
QUARTERLY RENORT ,
The quarterly report was received from the F'olice Judge for
the quarter ending June. 30th, 1961r,

A letter wes received from the Assn. ' of Washington Cities
about Mutual Fire Defense.
This matter was referred to the Fire Chief and Fire
Committee for study. •
MANSON 'S REXHLL REQUEST �
H letter was received from Manson ' s Rexall Store requesting
permission to collect city water bills. . They suggested a nominal
fee of� �10¢ ,IEor each account collected and would assume full
responsibility .for amounts collected.
This matter' was referred to the City Treasurer and Finance
Committee.

A .letter was received from the Federal Hviation Agency,
requesting a . lease for a plot of ground, described as I �� ' x
200 ' , SE I /4 of SW I (4 Sec. 28, Township 21 N Range 5 E, for 20
years to, be used for a passive microwave repeater installation.
The City Attorney said th,at a Third C'lass City can not leas .
city property.
This matter was'referred to the Water Committee to report
back and to advise the F.A.A, that the city is �willing to let
them have the property in any way' legally possible.

Fred Jaber of the • Mecca Tavern submitted an .application for a
Cabaret license, which was turned over to Councilman Sonnemann ' .
of the "Cicense Committee. �
RHVEN REQUEST
'��� -=��� Wm. Raven asked about the aquisition of the park property
' in the vicinity of the 5th St. ball grounds.
The City Attorney said that he is working on an assessmerR
foreclosure and hope to have it ready for the next council meeting

' a pickup tcuck for . the Fire Dept. be awarded to Valley Motors
for a 1961 Dodge for $2806.98 and that the bid checks or bid �

LICENSE
It was moved by Sonnemann and 2nd by Kammeyer that the
app,lication: of ,Fred .Jaber for a Gabaret license at the Mecca

LIONS CLUB REQUEST .
Counciiman Kammeyer reported ;that the Lions club had requested
permission to have an ice cream wagon on Auburn Day.
I.t was mov ed by Kammeyer and 2nd by Gaines that the request
of the Lions Club for an ice cream wagon on Auburn Day be
approved. MOT10N CARRIED

Councilman Gaines reported for the Light Committee recommendin
that a' 6000 Lumen light be placed at W Valley Highway and
Knickerbocker Drive; a 6000 �umen .light at 4th and Western Ave.
and a mercury vapor light at W Main and Western Ave.
It was moved by Gaines and 2nd by Towner that the re=.
commendetion of the Light Commiftee be approved. MOTION CHRRfED
POLICE
CounciJman Sonnemann reportecJ for the 1'olice Committee saying
that the� contractor on the new Jail will be finished around the
" Ist part of Hugust.
' The Mayor said that he is anticipating the opening of the
new Jeil . and called attention . to improvements recently made on
the otder part of the City Hall .
FIRE DENT. ANNOINTMENTS
The Meyor reported that Fire 'Chief' Calkins and Fireinan Charles
Schuler have completed their p�ebation and are now on permanent
appointment.
NOLICE APNOINTMENTS
. Councwtman Gaines asked about the appointments of the Sargeant
in the Police Dept.
The Mayor `�said that an exam for Captain will be held soon
and that the present Captain is work;i;ng on a t.emporary appoinqment
and the two Sargeants are work£ng on a temporary appointment,
according to Civi'I Service Rules, until the Supreme Court gives a

WATER SUNT.
The Water Supt. reported that the Huburn Hcademy has laid 960 '
of 8" fire Iine on their property.
He furthee reported. that HI Nechtal of Skyway Lane :Hddn. has
pai�d for the 8" line and fittings on Dogwood Steeet and lias h�red ,
Glen Rockey to lay it. He said the City will :extend the line
100 ' off Dogwood St.
He said that 2� million gallons of water per day have been , ,, „

The Street Supt. reported that the pol � at E Mad�n��and F St.
S. E. wilT be replaced and Puget Sound Power and Light Co. will
take tRe oid pole down and put up the new one and install the
light'on the seme day. �
CLHRK COLEMNN RENORT
The Ciiy Engineer introduced Ciaudio Arenas from Clark Coleman
and Hssoc, who gave a report on the 2nd phase of the Comprehensive
Plan on Capital Improvement.
The Mayor; said he felt the Council .will be 6etter able 'to
study the writfen report. He thanked Mr. Hrenas for his repo 'rt.
ORDINHNCE N0. 1457
It was moved by Kammeyer and 2nd by Haby that Ordinance No.
1457 entitled " Hn Ordinance of the City of Huburn, Washington,
declaring a public ,emergency to exist in requiring the� appropriati n
of $4000.00 from the I'arking Meter Fund of the City of Huburn for
the purpose of providing necessary funds for survey and central
business district pian to be prepared by Clark Coleman and �
Associates', be adopted with the following roli call vote being
recorded, Aaby, yes; Kammeyer, yes; Sonnemann, yes; Towner, yes;
and Gaines, yes.

I.t was moyed .by Gaines and 2nd by Aaby that Ordinance No.
1458 entitled " An Ortclinance of the City of Auburn, Washington,
amending Article IV, Section 7, Note 5, Paragraph b, of Ordinance
No. 1428, of the City of Auburn, Washington, said Ordinance No.
1428 being an ordinance establishing a comprehensive zoning plan
for the City of Auburn, by establishing various use districts in
the .Gity, and prescribing certain regulations for each of said use
districts' ; be introduced and adopted' with the: fol1owin,g roll
cal.l. vote being recorded: Aaby, yes; Kammeyer, yes; 5onnemann, �

said city as p�ovided for and, pursuant to chapter 97, Laws of

grass at his property at E_ Main and L St. S.E.
WOLFF CASE
The City Attorney said'.that the case of Wolff vs the City
of Auburn will come up on July 26th.

It was. moved by Gaines and 2nd by Kammeyer that the city
engage the legal services of AI Long as an associate council ,
to work at no pay, with the City Attorney on the Rail merger and
the Wolff case. ' MOTION CARRIED
