Regular meetina of the City Council of the City of Auburn;
held at 8 :00 P..M, in the :Council Chambers at the City Hail..
i. The meeting was called to order by Mayor Shaughnessy. �
Councilmen peesent : Aaby, Petersen, Kammeyer, Fitzsimmons,
Sonnamann, Towner, and Gaines .
The clerk read a correction in the minutes as mailed and
with the change, the minutes of the previous meeting held
August 15, 1961 , were approved.
PUBLIC HEARING
The meeting was open for hearing on the public improvement '
program for city' streets in Auburn as announced at the last
meeting and as published.
Glenn Rupert asked about the nature of the improvements as
they would affect "M" street, and if their wou,l,d be an.y .cost to
the adjoining property owners .
Schuler stated the width of the street was ample and the
city did not anticipate taking additional property for the
right-of,way. He also stated they would like to have property _
owner participation for curbs and gutters in order that the
available funds couid cover more frontage. The work on "M^ stree
was scheduled for 1963.
Sonnemann asked if there was to be two traffic lanes plus
parking.
Schulec said that there would be two traffic lanes plus
parking until traffic rose to such an extent that four lanes
would be necessary. At that time the parking area would be used
for th2 additional two lanes.
, Sonnemann suggested that restricted parking during certain
hours might be a solution if traffic increased.
There being no more discussion on the public hearing, it
was moved by Kammeyer and 2nd by Petersen that the city attorney
be directed to draw up the necessary resolution for completion
of the arterial, thoroughfares plan. MOTION CARRIED ,

CORRESPONDENCE
Petitions were read from property owners asking for creatio
of a Local lmprovement District for: asphaltic concrete paving
on Knickerbocker Drive, Hi -Crest Drive and Aaby Drive; asphaltic
concrete paving, shoulder and drainage work in the same area and
construction of cement concrete curb and gutter, sidewalk and
asphaltic concrete street surfacing on 0 st. S. E, between Second
and Third Streets S,E,
It was moved by Towner and 2nd by Petersen that the city
attor,ney be instructed to draw up the city ordinance in regard
to these petitions, and that the City C1erk call for bids on it :

A petition was received from Mr. Leo A , Crossler requesting
that the zonino of property at 3240 Enumciaw Hiahway be rezoned
from R-Z Non Cont. to C- I .
This petition was reterred to the Planning Commission .
A petition was received from O .R. Chase requesting that the �
zoning of property lying in the incorporate limits of the City
of Auburn designated 1156 Enumclaw Highway be rezoned from R-3
to C-3 ,
A petition was received from property owners of property
abutting Third Street S.E. between "M" street S. E, and "R" Street
S.E , requesting the city to repair damage to the street caused
by .the Iaying of drainaoe tile.
This matter was referred to the Street Committee
A letter was received from Francis Gauthier asking for a
var:iance from code. She wished to erect a duplex or a fourplex
on her property at 3rd & Division N ,W.

RAINIER GIOVE COMPANY
A letter was received from the Rainier Glove Company asking
that consideration be given to limiting parking to a 2 hour period
on the South side of Second Street Southeast from "B" Street
Southeast westecly to the alley.
This matter was ref'erred 'to the Street Committee.
GEORGE E. .HUENERGARDT
A letter was received from George E. Huenergardt requesting
the City of Auburn pay $ 15, on his ' car which was damaaed when
his wife was turning the corner on 6th Street heading South on "M"
Street. The letter stated the �street sunk under the right front
wheel . causing the damage.
It ,was moved by Aaby and 2nd by Kammeyer that the letter be .
turned over to the Insurer, and that the matter be referred to
the street committee. -

CLARK-COLEMAN & ASSOCIATES
A letter was received by Clark-Coleman &� Associates billing
the City for services rendered in amount of $I ,000 .
It was moved by Kammeyer and 2nd by Fitzsimmons that the
above biil of $I ,000 be paid. The motion passed with the followin
roll call vote being recorded, Aaby, yes; Petersen, yes; Kammeye�,
yes; Fitzsimmons, yes; Sonnemann, yes; Towner, yes; and Gaines, ye
PHIL ASPINWALL .
A letter was received from Phil Aspinwall requesting permission
to install a U .G.N , banner across Main Street as i � orevious years
' for the period of September 10, through October 20, 1961 .
It was moved, by Kammeyer and 2nd by Fitzsimmons that .permissi n
be 'so granted.

ARCHIE FRY
A . letter was received from Archie Fry, Architect reques_ting
payment o.f a bill in the� amount of $287 .04 .for alterations made
to the. City HeIF Jail facility.
It was moved by Sonnemann and •2nd by Gaines that payment; of
$287.04 be made. The motion passed with the following roll call
vote being recorded, Aaby, yes; Petersen, yes; Kammeyer, yes;
Fitzsimmons, ,yes; Sonnemann, yes; Towner, yes; and Gaines, yes.

It was moved by Kammeyer and 2nd by Fitzsimmons that the
amount of $3,085.00 be paid Richard E. Wolff, Consulting Enqineer
from the Sewer Cumulative Reserve Fund. Motion passed with the
following roll call vote being recorded, Aaby, yes; Petersen, yes;
Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Towner, yes;
and Gaines, yes.
, It was moved by Kammeyer and 2nd by Petersen that the City
lerk call for Fiids for a Sewec Rodding machine.

- POLICE
The police report was referred to Chief Ludwig who said tha
they were now occupying the new Police Jail , and that they were
planning an Open House for the pubiic on Saturday.
�rJATER SUPT.
Water Supt. Bolton reported that Mr. Edwards operations had t
been closed down for three weeks, but had been resumed and would
be finished within the next three weeks. The total timber sales
to date have amounted to $34,645.91 . He also said that there
should be at least $5000. more from the sale of timber in this
area.
At this time Kammeyer suggested that something be done
in regard to the work being done by Mr. Ulery and that it be
determined if Ulery expects to complete the work agreed to in his
contract.
This matter was referred to Mr. Kammeyer.
ENGINEER

R.D, EDWARDS
A card was received from R. D, Edwards, Manager of Pacific
Telephone Northwest, stating that their cost engineers were studying
the question of extended-area service to Seattle now. He wi ► I
let us know of the results of tfiis study.

OLD BUSINESS
Kammeyer asked that a report be made by the Street Committe '
� in regard to the petition for an LID on surfacing Skyway Lane.
Schuler reported for•;the Street Committee saying that they are
working with the property owners to bring the street up to the
proper grade, Towner stated that he had gone over the work perso ally.
Councilman Gaines asked what was to be done with the former
police office. Mayor Shaughnessy said that the City Attocney had
mentioned that he might want to use the office. It was also
brought up that the Civil Service migh't use some of the extra spa e.
It was felt there .would be enough space left over for a small
meeting room,

the. meeting was adjourned at 8 :35 P.M , subject to the call of the
