UBURN �VASHINGTON - � TUESDAY `�" OCTOBER 3 1961 '
Regular meeting of the City Councii of the City of Au6urn,
held at 8 :00 P.M, in the Council Chambers at the City Hall .
The meeting was called to order by Mayor Shaughnessy.
Councilmen present : Aaby, Petersen, Kammeyer, Fitzsimmons,
Sonnemarin, Towner, and �aines.

CORRESPONDENCE
FUBURN JUNIOR CHAMBER OF COMM RCE
' A letter received from the Auburn Junior Chamber of Commerce ,
stated they were definitely interested in again sponsoring Auburn.
Days and requesting that first consideration be given their group
in sponsoring this celebration in 1962�
' Councilman Towner explained that""Auburn Post of the American
Legion, in asking approval to sponsor the celebration in the: lette
read at the September 19 Council meeting; were under the impressio
that the Jaycees were not interested in sponsoring the event.
It was moved by Towner and seconded by Petersen that the
Jaycees be given first consideration in sponsorship of Auburn Days
as they have carried it on during the �past few years .✓
Harold Edgar, president of the Auburn Jaycees said ,that the
Jaycees would assume all responsibility in the sponsorship, of
Auburn Days, or would work with some other group if necessary.

B .P.O. ELKS N0. 1808
A letter was received from the Auburn Eiks Lodge requesting
that the City of Auburn install two fire Hydrants at the site of
the new Elks Lodge on. Au6urn Avenue, the Elks Lodge to guarantee
payment in full for same.
This matter was turned over to the Water Commi.ttee.
JOE & ELLEN MITCHELL '
A letter was received from Daniel J . Jacques, Attorney at
Law stated that the plaintiff in the above lawsuit had abandoned
her cause of action and this litigation was now terminated.
DOG LEASH LAW
A letter received from May Enell requested a dog leash law be ut
into effect as her ,yard ,was being over run with dogs.
" The Mayor said 'that he asked the Dog Warden to go down to this
territo�y. The Dog Warden reported that he had picked up one
unlicensed dog. �.
City Attorne,y Smythe said property owners were. protected from
damage by dogs under city ordinance and if M�s. Enell would contact
him he would inform her of such action she could tak= in the matter.
U1ILLIAM A. GARRISON
A petition was received from Mr. and Mrs. William A. Garrison,
of 2016 Auburn Avenue for a kennel license. The petition was signe
by fou� neighbors of the Garrisons.
This matter was turned over to the License Committee.
CLAIM AGAINST BONDING COMPANY '
A claim from the Arrow Iron and Machine Works against the ,
Calhoun Construction Co. , their bonding company, the Aetna Casualty
and Surety Co. , and the City of Auburn was received October 3 by th
city clerk . The claim was for � 12. 500 due on a sub-contract for
labor and materiaJs furnished for the new jail facility .
This matter was turned over to the City Attorney and the Polic
Committee.
EVERGREEN ESTATES
A petition received from residents of the Evergreen Estates
requested that the City of Huburn place street lights and street
signs in this area.
This petition was referred to the Street Committee and the Lig t
Committee.

It was moved by Petersen and seconded by Haby that we accept
the bid on L. I .D. � 139 from the Rainier Asphalt Paving Company
with the following rol. l call vote being recorded. Aaby, yes;
Peter.sen,, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes;
Towner, yes; and Gaines, yes.
MOTION .CARRIED
Counciiman Petersen reported that the Street Committee with
Councifman Aaby met with the City Engineer regarding the bid
received from the Miller Construction Co. for the removal and
replacement of sidewalks. Hfter due consideration, the bid was
rejected.
A letter was received from the Huburn Public 5chools requesti g
, that no parking signs ( 7 :OOA ,M, to 4 :OOP .M. ) be ::placed on 4th .
Street. They are asking that three signs be placed on the North
side of the street, and one on the South side of the street.
- Towner suggested that another crosswalk be installed on
4th Street , in: f.ront of the High School . He feels that the
Schooi Eoard should exercise disipline requiring teachers and
students to use the crosswalks, i
The Mayor stated, this matter is in the jurisdiction of the
Street �^.Committee and instructed them to take care of it.

Councilman Kammeyer reported that Ulery Brothers has not
�esumed logging operations. �
It was moved by;:Kammeyer and seconded by Fitzsimmons that the
c.ity attorney be instructed to default the contract and notify
the bonding company of such action

accept the bid of the Hallgren Company for the 0 'Brien Power
Rodder 1000, for �4,755.00 with fenders, with the following roll

National Association of Fire Chiefs in Los Vegas. He stated that II

James L. Shoe said that he had put in a complaint to -the - �
Police Department at 1 :45 A , ��I. Saturday, September 23, 1961 on
some drunken Teenagers who were distrubing the peace, and the
call was not answered for at least twenty minutes, and he had
been informed this was due to the fact orrly one Patrolman was on
duty . He feeis that- there should be more patrolman on duty
Sat'urday niaht.
FLEXIBLE PIPE TOOL C0.
Truman of the Flexible Pipe Tooi Company proteste� the awarding
of the sewer rodder bid until such time as the city had first given
' the machine 30 days trial . He suggested the city use both machines
for 30 days and then award the bid. He stated he now had
available a machine which he was offering the city on this bas'is.
Councilman Kammeyer said the machine demonstrated by the
Flexibie Company had not met the specifications and that the
,' committee and sewer employees were satisfied that the machine they
had decided on would best meet their needs.
The matter was declared closed.
OLD BUSINESS
BUSINESS & PROFESSIONAL 'r10MEN
Schuler reported that he had contacted the people who leased
the property on the northwest corner of Auburn Avenue and I�lain
Street and that they had alre�dy removed some of the light cords
and were startinq to clean up the lot.
GHRBAGE
Aaby reported for the Purchasing Committee saying they had.
decided changes should be made in garbage charges as follows:
�i: 85 for one can per month, weekly pickup; $ 1 . 25 for two cans, and
$ 1 . 65 for three cans.
Skrivan asked who was going to tell how many cans were put
' out each week .
Aaby said that they foilowed a more or less uniform pattern .
It was moved by Aaby and seconded by Petersen that the Cit.y
Clerk be instructed to draft a new Ordinance providing for these
changes in? garbage rates .

It was moved by �aby and seconded by Petersen that the City
Clerk be instructed to advertise for o City Engineer with
specifications to be drawn up by the Mayor and City Engineer.
Gaines felt that we should advertise in a Trade Journal and
in a Daily Journal for a qualified Engineer with experience.
