HomeMy WebLinkAbout10-17-1961 Page 2398 AUBURN , �dASHINGTON - TUESDAY � OCTOBER 17 , 1961 Regular meeting of the City Council of the City of Aubucn, heid at 3 :00 p.m, in the Council Chambers at the City Hall . „ The meeting was called to order by Mayor Shaughnessy. Councilmen present : Aaby, Petersen, Kammeyer, Fitzsimmons, Sonnemann, Towner, and Gaines . ' Minutes of the previous meeting held October 3, 1961 were approved as mailed. AUDIENCE ' J. L. Hess complimented the City on the street improvement done on third street S.E, between M' Street and R Street . CORRESPONDENCE UNITED HOMES BUILDERS A letter received from United Homes Builders requested police • . protection in the Forest Villa area until stree� lighting is available. LIBRARY BOARD A letter received from the Library Board requested approval by the city council of the continued employment of Mrs. Ella Ellis � and Frank Livengood for .the period of one year. It was moved by Kammeyer and .seconded by Sonnemann that these two employees of the library be granted employment ` For another year. At the end of this period, the matter must oe brought up before tne City Council for reapproval . MOTION CARRIED AUBURN CHAMBER OF COMf�ERCE ' A letter received from the Auburn Chamber of Commerce `request that permission be granted for the use of the sidewalks for tree planters. It was moved by Gaines and seconded by Kammeyer that the Chamber of Commerce be granted permission to install the tree planters. MOTION CARRIED AUBURN POST N0. 78 THE AMERICFN LEGION N letter received from Auburn Post No. 78 The American Legion requested that the Council consider legisiation which wouid permit the sale of "SAFE AND SANE" fireworks in the City of Auburn . it was moved by Towner and seconded by Petersen that the reqyest of the American Legion for the sale of fireworks be turned over to the License Committee and the Fire Chief. - MOTION CARRIED A letter was received from the Auburn Post No. 78 of the American Legion extending an invitation to the City Counc.il to join with them on the evening of October 30, 1961 at the Auburn Junior High School in recognizing Auburn boys who attended �merican Legion Boys State. ' POLICE COURT QUARTERLY REPORT The Police Court quarterly report for July through �eptember 1961 was submitted to the Mayor and City Council . TRANSFER ORDER N0. 484 It was moved by Kammeyer and seconded by Fitzsimmons that ransfer Order No. 484 authorizing the City Treasurer to transfer Fifty thousand dollars surplus funds from the Water fund to tHe Udater Cumulative Reserve for investment, be approved. ' MOTION CARRIED Page 2399 AUBURN 1�1FlSHINGTON TUESDAY OCTOBERI7 I-961 - JAIL FACILITY The clerk read Architect Archie Fry ' s recommendation that the final payment due Calhoun Construction Company for work' on Jaii fa'ciJity be paid less $ I ,000 to be held as a guarantee- for 6 month and $150 as a rebate from Arrow iron works to compensate for certain imperfections on the metal showers, making a balance of $ 15, 180 . 71 due at this time. Arrow Iron works has filed a release on their previously filed claim against calhoun and the City of Auburn . It was moved by Sonnemann and seconded by Kammeyer that payment ' be approved and paid as recommended by Architect Archie Fry with the following roli cali vote being recorded: Aaby, yes; Petersen, yes; Y.ammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Towner, yes; and Gaines, yes. , COP4MITTEE REPORTS PURCHASING A�by reported for the purchasing committee on the new garbage rates. It was moved by Aaby and seconded by Sonnemann that a call for sealed bids for 1962 gartiage service be made, bids to be opened at the November 7, 1961 Council Meeting. MOTION CARRIED FIRE No Report LICENSE Fitzsimmons reported for the license committee stating that he would like to hold over the granting of a dog kennei license t Mr. and Mrs. !^lilliam A. Garrison of 2016 Auburn Avenue until '. further investigation of the matter could be made. STRECT It was moved by Petersen and seconded by Towner that the City Clerk call for sealed bids on the resurfaceing of thrid street N . E. and N .L�J, from Auburn Avenue to the Northern Pacific right of way, bids to be opened at 3 P.M. November 7, 1961 . MOT10N CnRRIE Petersen reported for the Street Committee stating that the Auburn Public Schools had agreeded to purchase the special no parki,ng sians to be placed on 4th Street . The City will install them. Petersem reported th�t the Street Committee with Councilman Aaby met with the City Engineer on the removal and replacement. of sidewalks and on the recommendation of Engineer Schuler they have decided not to call for bids until next spring. Petersen aJso reported that the Street Cbmmittee with Councilm n aaby had rejected the bid made by the Miller Construction Company. WATER Kammeyer reported for the !rdater Committee saying that the UJate ' Committee accompanied by the consulting engineer had spent .. Saturday looking at several disposal sites but were not ready to mak`e any recommendations at this time. Kemmeyer reported that the City had intended to foreclose on t e contract nade with Ulery Bros. but that Ulery had talked with the city attorney and wanted to complete the work . The City. Attorney stated that Ulery Bros. would. like to resume logging operations. He felt the City should stipulate in any agreement made _ with Ulery Bros. thut they must resume work i 'mmediately and complete the contract November 25, 1961 . It was moved by Kammeyer and seconded by Fitzsimmons that we enter into this agreement with Ulery Bros . , with the stipulation that all salable lumber must be cleared out of the area by No�ember 7_5, 1961 , MOTION CARRIE Page 240G A�BURN ; 4JFlSHINGTON TUESDAY OCTOBERI7 . 1961 LIGHT It was moved by Gaines and seconded by Fitzsimmons that the following 6000 Lumin lights be installed in the Evergreen Estates: 28th & Pike; 27th & Pike; .28th & 0; 27th & 0; 28th & N ; and 28th & M S, E . One Mercury Vapor Light on the Enumclaw Higho-�ay at Fir Street. In the Forest Villa area one 6000 Lumin light to be instailed at the following: 22nd and Ginkgo; 21st & �i'nkgo, 21st and Fir, 22 and Fir, 22nd and Elm 22nd and Dogwood Drive. ' MOTION CARRIED POLICE No Report WATER SUPT. Bolton reported the Edwards had approximately 150,OD0 feet of Cottonwood to remove to complete his contract. Bolton recommended that after this was done that Edwards be given the rotten cotton- wood, which can only be used as pulp, in return for cleaning it out of the watershed. This rotton cottonwood his little value & Edwards �aould have to haul it to Everett to dispose of same. It a�as moved by Kammeyer and seconded by Sonnemann that AIf Edwards be aiven the rotton cottonwood under this arrangement . MOTION CnRRIED CITY ATTORNEY �dOLFE VsTHE CITY OF AUBURN Smythe stated the case Vdolfe Vx the City of Fuburn had been continued until Friday of this week ; that an architect had been ' appointed to examine the former zoning ordinance of th'e city ahd report on its validity. The Court Fiad to rule on the validity of the `Ordinance before they coul.d decide whether Wolfe had establish d a non-conforming use for the property.
