The meeting was called to order by Mayor Shaughnessy. PUBLIC HEARING REQUEST FOR COL-DE-SAC The Mayor announced that the Public Hearing was open regarding the request for the vacating of the North fifty feet on the corner of twenty first street North east and Auburn Avenue, previously dee ed the City fior a Col -de-sac. If was moved by Kammeyer and seconded by Towner that the publi hearing be closed and that the City Attorney be instructed to draw up the necessary ordinance. MOTION CARRIED CORRESPONDENCE 1 B.P.O. EIKS No. I808 A letter was received from B.P.O. Elks No. 1808 requesting adequate street kighting in the area of the new Auburn flks Temple. TRis matter was referred to the light committee. APPLICATION FOR CABARET LICENSE FERGUSONS TAVERN A application for cabaret license was received from A11an F. M Ilen George R. Elien owners of Fergusons Tavern. This application. was referred to the License Committee. L. I .D. #139 . A letter was received from George Schuler, City Engineer submitting for epproval the final payment due the contractors for work done on Local Improvement District #139. Rainier Asphalt Paving Company Amount due this date $2,703.64 C. J . Roekey Amount due this date $ 169.96 It was moved by Towner and seconded by Kammeyer that the above 1 payment due the contractors for work done on Local Improvement istrict #139 be approved and the amounts listed therein be paid, with the following roll call vote being recorded: Aaby, yes; lea, es; ammeyer, yes; Fitzsimmons, yes; Sonnemann; yes;c.Towner, yes; and aines, yes. MOTION CARRIED AUOIENCE Bil 'I Raven, Chairman of the Park Board* reported that the ark "residence was in need of an adequate heating system. He said' hat one could be installed for about. $800. 'It was moved by Towner and seconded by Gaines that the necessa y oney be appropriated to take care of the installation ofeheating`.. ystem in the Park residence. Lea, yes; Fitzsimmons, yes; Sonnemann, yes; Towner, yes; and Gaines, yes. MOTION CARRIED GARBAGE CONTRACT It was moved by Aaby and seconded by Towner that the bid of Rurat Garbage Service be thrown out due to its ambiguity and that Johnson Disposal �ervice be awarded the Garbage Contract for 1962. The following roll call vote was recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes;_ Sonnemann, yes; Towner, yes; and Gaines, yes. MOTION CARRIED LEGAL ADVERTISING ` It was moved by Aaby and seconded by Sonnemann that the Aubur Globe News be awarded the legal advertising, with the following" , roll call vote being recorded: Aaby, yes; Lea, yes; Kammeyer, yes Fitzsimmons, yes; Sonnemann, yes; Towner, yes; and Gaines, yes. ` MOTION CARRIED GARBAGE CONTRACT It was moved by Aaby and seconded by Sonnemann that the . Shaw Disposal., Co. , Inc. be awarded the Garbage contract on the newly �- franchised area inside the` City limits, with the following roll call vote being recorded: Aaby, yes; Lea, yes; Kammeyer yes; Fitzsimmons, yes; Sonnemann, yes; Towner, yes; and �aines, yes. MOTION CARRIED It was moved by Aaby and seconded by Sonnemann that the bid bonds be returned to the unsuccessful bidders. MOTION CARRIED FIRE � Towner reported for the Fire Committee stating that they ' needed more time to look into the matter ofi annexation of the acea southeast of Auburn. He said that a report would be made at the � next Council Meeting. LICENSE No report. ' STREET Councilman Lea called on George Schuler, City Engineer to giv a report on the meeting held in regard to the East Valley Highway. Schuler reported that he met with City Officisls and the Stat Highway Department Officials on the proposed widening of C Street from 2nd street to Harvey Road. He also reported that the State anticipated nothing would be done before next spring on the project. The Highway Deaprtment agreed to install a larger sign on C Streef at 2nd street Nhere . it narrows into two lanes. . Schuler also' said he was negotiating for tempory � left turn lane at Harvey Road to ' . elimate existing traffic hazzard. Page 2417 AUBURN WASHINGTON TUESDAY - DECEMBER 5 19 I Lea reported for the Street committee stating that they had met with the Chamber of Commerce regarding the plan of giving free parking from I :OO P.M, till 6:00 P.M, from December 4, 1961 , untif Christmas, and it was decided to grant the request of no meter fees for this period and a check will be made by the police to help`control overtime parking. , WATER Kammeyer reported for the Water Committee stating that a repo t would 6e made next meeting on negotiations with Water district 64 and � the School district regarding the property on the West Hill . LIGHT It was moved by Gaines and seconded by Fitzsimmons that Mercu y Vapor Iights be installed at 14th & Auburn Aveoue, 12th 8 Auburn : Avenue, and IOth 8 Auburn, Avenue. MOTION CARRIED Gaines reported for the Light Committee stating that he had received the crosswalk sign to be placed in front of the Thriftwa Store, He also reported that a lighted crosswalk sign was to be placed in front of the Washington Grade School . POLICE It was moved by. Sonaemann and seconded by Kammeyer that Valle Motors be awarded the bid on the Police Prowler Car with the optional tires, and:.that the bid bonds be returned to the unsucce sful bidder with the following roll call vote being recorded: Aaby, y s; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Towner, yes; and Ga i nes, ye s. No Report CITY ENGINEER Schuler reported that the Regional Planning Commission will have a_ program on transportation study for Puget Sound area on Channel 5, Sunday morning at 8:30. FIRE CHIEF No Report AUktQN Cova� POLICE JUDGE Zane _Johnson .who represents the City of Auburn on the committ e investigating and setting up tentative plans for establishment of justice courts as provided in Senate Bill III , Justice Court Act of 1961 reported on progress of the committee and how it would affect. duburn. � P�la�rs call for twelve J. P, districts outside of Seattle with fuJl time justices. Johnson said he ,was championing to have , Auburri the seat of the South King County court with Kent, Enumcla ,. Algona, Pacific and other small communities participating and � bearing pcopoctionate share of cost. Auburn's participation woul be optional , the alternate being to continue to have their own court. Johnson recommended participation on the part of the city and said" not only did he feel the city would save money. but he felt the new system would result in greater uniformity in the application on the law.
