HomeMy WebLinkAbout01-02-1962 Page 7_425 � AUBURN, WHSHINGTON TUESDAY JANUARY 2, 1962 - Regular meeting of the City Council of the City of Auburn, held at 8 :00 •P.M, in the Council :,hambers at the City Hall . The meeting was called to order by Mayor Shaughnessy. Councilmen present : Aaby, Lea, Kammeyer, Fitzsimmons, Sonnemann, Towner, and, Gaines. Minutes of the prev�ious meeting held December 19, 1961 , were aoproved as mailed. RAILROAD MERGER 13UvA : Alvy C. Long reported to the Council on the progress of heari'ngs on the proposed railroad merger . He stated that if the merger went through, the City of Auburn would lose approximately three million dollars in annual payroll . He felt that within a short peribd of time after the meraer was made the Stampede Pass route would be discontinued beceuse of the excessive cost of maintaining this piece of track. Long felt that project "Bundles for �1cFariand" would be the best way to get Auburn's story across. It was moved by Gaines and seconded by Towner that AFvy Long be given a vote of confidence in his efforts opposing the merge�. MOTION CARRIED PUBLIC HEARING ON THE PROPOSED ANNEXATION Mayor Shaughnessy declaring the hearing on the proposed annexation open and called for opinions from the audience. Clyde Wriqht and Clarence Dunks were present and stated that they would prefer to r2main out of the city limits. It was moved by Gaines and seconded by Sonnemann that the petition for annexation be accepted and the City Attorney be - instructed to draw up the necessary Ordinance on same, with the following roll call vote being recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Towner, yes; and Gaines, yes . - MOTION CARRIED � It was moved by Gaines and seconded by Fitzsimmons that the 1 's Mayor be instructed to set up the necessary committee for the hearing of the Board of Reviews on the proposed ennexation. � MOTJ ON� CARR I ED 4 It was moved by Gaines and seconded by Kammeyer that the hearing on annexation be closed. MOTION CARRIED AUDIENCE " FI. M, Weatherford representing Albert Severson reportecl that _ they would like to neaotiate an oil and gas lease on one hundred and twenty acres on the West Hill owned by the City. of Auburn. Payment of a dollar an acre would be made to the City of Auburn fo : a two year period, and fifty cents per annum per acre after the two year period. Weatherford presented the lease to the city attorney and requested a decision on this negotiation at the next meeting. This matter was referred to the b'Jater Committee which report back at the next council meeting. _ ORDINANCE N0. 1483 � Robert Snow, State Parole officer for South King County, reported on the advantages and desadvantages of adopting criminal registration as outlined in Ordinance No. 1483 . He stated that such an ordinance would suoply the Police Department with information which would help them in their job. However, he felt � that this Ordinance should not be used to harass his clients . Hughs:D'arby, police chief, stated he felt the Ordinance would be a definite advantage to the city and provide the citizens with better protection. lt was pointed out the number of released , prisone.rs was growing rapidly. r : . Page 2426 AUBURN WASHINGTON TUESDAY JANUARY 2 '1962 It was moved by�Sonnemann and seconded by Kammeyer that Ordinance No. 1493 entitled "AN ORDINANCE OF THE CITY OF AUBURh, WASHINGTON, RELATING TO PERSONS CONVICTED OF CERTAIN CRIMES, RE��UIRING THEM TO REGISTER, ETC.,; �WITH THE CHIEF OF POLICE: MAKJNG CERTAIN RECORDS PRIVATE AND DEFINING OFFENSES AND PRESCRIBIN6 PENALTIES FOR THE VIOLATION THEREOF.", be adopted with the change in section two in regard to thos released prisoner who had been pardoned as read by the city attorney. The following roil call vote .was recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Towner, yes; and �aines, yes. CORRESPONDENCE A petition received from forty-two residents of the City of Auburn requested fhe installation of stop signs or some other method of traffic control .at the intersection of 12th and "B" streets S.E. . This petition was referred to the Street Committee. A petition signed by seven residents of the City of Auburn requested suitable repairs to "R° street S.E. , between 21st and ' 29th street S. E. This pe+. ition was referred to the Street Committee. PACIFIC NORTHU+'EST POLLUTION CONTROL ASSOCIATION A letter was received from the Pacific Northwest Pollution Gontrol Association conoratulating Jack L. Muir, se.wage treatment plant superintendent, for his yearly operation report which he hsd subm.itted for competitive judgement. AUBURN JAYCEES A letter was received from the Auburn Jaycees requesting that if the sale of "Safe and Sane" fireworks was permitted they would like to be given to sales stand permits. POLICE COURT QUARTERLY REPORT The Potice Court 2uarteriy Report for October through December 1961 was submitted to the Mayor and City Council . FINANCE No Report ' FIRE No Report LICENSE Eitzsimmosn reported that a call had been made to the County to see how they felt about the sale of "Safe and Sane" fireworks. The County reported that they were going to go against the sale of these fireworks. He said Chekf Calkins had called the Washington Survey and Rating Bureau and it was their opinion that the sale of "Safe and Sane" fireworks. wouid definitely ao against the City of Auburn in points for their rating. It was moved by Fitzsimmons and seconded by Kammeyer that Ordinance No. 1480 entitled "AN ORDINANCE OF THE CITY OF AUBURN, `NASHIRGTON, RELATING TO AND REGULATING THE SALE FND U5E OF �SAFE" AND "SANE" FIREWORKS 'NITHIN SAID CITY, AND REPEALING HLL ORDINANCE OR PARTS OF ORDINANCES IN CONFIICT THEREWITH.", be not passed, with the foflowing roll call vote being recorded: Aaby, yes; Lea, yes; Kemmeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Towner, yes; and Gaines, yes. He stated that Mr. Edwards has. to wait until the first of February to remove approximately eighty thousand feet of cottonwood, because the boats are not in at this time. STREET SUPT. No Report CITY ENGINEER George Schuler reported that c hearing will be held on the Central Business:District Plan at 7:30. P.M. , January 10, 1962, at the Cascade Junior Highschool . " POLICE CHIEF Hugh Darby, Police Chief, requested that clarification be made of the parking Ordinance. ' The Mayor turned this matter over to the License Committee and Sonnemenn, chairman of the Police Committee with instructions to clarify. the Ordinance. FIRE CHIEF Fire Chief Calkins reported that they had lived within their 1961 budget.
