AUBURN WASHfNGTON TUESDAY FEBRUARY 20 19 2
Regular meeting of the City Council of the City of Auburn,,
held at 8:03 P.M. in the Council Chambers at the City Hail .
The meeting was called to order b y Mayor Shaughnessy.
Coundilmen present: Aaby, Lea, Kammeyer, Fitzsimmons,
5onnemann, Towner, and Gaines.
- BIDS
Sealed bids for supplying the Police Department with a
Police Car were received and opened at 4 P,M. February 20, 1962,
'in the City Cierk 's Office. The bids were read as follows: '

CORRESPONDENCE
TUKWILA DOG SERVICE
" A letter received from Mayor Charles 0. Baker, Town of Tukwil ,
informed. the Council that they . had made arrangements with King
County Humane Society in regard to dog service. They requested
tFiat Auburn continue to service their area until April I , 1962.
REQUEST FOR ANNEXATION
,
�� ,A request for a petition for annexation of an area East of
�' the present City limits,' North of Main Street and extending
(ys possibly to 2nd St. N.E. and-to the river was submitted to the
q Council by F. H. Shaughnessy & Bryan W. Sar9eant.
� As the reaues titi n was not signed by 10°,b of the ,
� property owners in the area, the council could not take action on
the matter.
REQUEST FOR STREET LIGHTS
• A petition reCeived from forty-six property owners in the are
of 5th N.E. 6th. N .E. 7th N.E. R _N .E, from 4th to 7th N,E. River-
view Drive from 6th N.E. to 7th N .E, requested that the City of
Auburn instal.l street lights in the area.
This petition was referred to the Light Committee.
PETITION TO REZONE
A petition from Joe J. Brand & Margaret L. Brand was �ead .
requesting a rezoning from R-2 to C- I on property located at
2316 Auburn Avenue. The petition was signed by six property owner
Iying within a 200 foot radius of the property, stating that they
had . no objection to the rezoning.
This petition was referred to the Plan�ing Commission.
PETITION TO REZONE '
A petition from Earl W. Ridgewell was read requesting a
rezoning from R-3 to C- I on property located at East Main & K St.
' The petition was signed by nine property owners lying with a 200 �
foot radius of the property, stating that they had no objection to ,
the rezoning.
This petition aas referred to the Planning Commission.

PLANNING COMMISSION
The recommendation of the Planning Commission to approve the
petition of Valley Supply Co-Op ,to rezone, from R-3 to C-3 .their
property at Lots �9 & 10 Block #7 Hart 's Ist Add. To Auburn, was
read.
It was moved by Aaby and seconded by Kammeyer that the
Council concur with the recommendations of the Planning Commission
in :reaard to Valley Supply Co-Op petition to rezone.

' The recommendation of the Planning Commission to approve
the petition of Barry DeVice to rezone from R�2 to C- I his propert
at E� of the W� of the SW� Iess 30 ' for road, Sec.. 21 T. 21 N.R.
SEWM, was read.
, It was moved by Towner and seconded by Lea that the Council
� concur with the recommendations of the Planning Commission in
reqard to Barry DeVice peti_tion to rezone.
MOTION CARRIED
The recommendation of the Planning Commission to approve the
letter from City, Engineer ,Clinton W. Cote asking that page 17 of
Ordinance #1428 be amended to read that the Planning Director be
the secretary to the Board of Adjustment instead of the City
Engineer..
Ft was moved by Sonnemann .and seconded by Gaines that the
City Attorney be instructed to draw up the necessary amendment
to Ordinance #1428.

The .recommendation of -the Planning Commission to approve
the "reauest of Mr. Schuler to allow fravel treilers to be parked
on an occupied residential lot by special permit during the
Century 21 Fair from April ISth to November Ist, 1962 was read..

to be benefitted by the newly created parking area was read.

Council concur with the recommendations of the Planning Commissibn

A notice of resi gnation from Harold Fallgren of the Police
Dept. effective as of February 68, 1962 was read..
ACCIDENT REPORT ON POLICE CAR
COLLISION
An accident report signed by James A, Crossler Patrolman
was read reporting an accident in which Police Car #�6 driven by
t James A, Crossler and a 1957. Ford Station Wagon driven by
William K . Zornes were involved on Feb�uary 10, 1962.
A lette� from Thieme - Morris Starr, Inc. was read
reauesting that the.City contact: Mr. Zornes directly concern!ing
the necessary. proceedure for him to present his claim to the
' City of Auburn. .:

ANNUAL REPORT OF THE
AUBURN FIRE DEPARTMENT
The annual report of the Auburn Fire Department was submitted
to the Council February 20, 1962.
' REPORT ON PROPERTY AT
212-8th SOUTH EAST, AUBURN
A report from R. K. Caikins, Fire Chief, stated that an
inspection of property at 212-8th South East, Auburn was made, '
found not to be a fire hazard.
REPORT MADE ON THE

A report ubmitted to the Council by Kenneth Lane, Louie Bens n,
end J . C. Ewi stated that the fair market vaFue" of a contiguous
10 acre parcei of said NE� of the SW�, having public means of
access would approximate $8,500.00
It was moved by Sonnemann and seconded by Gaines that the Wat r
Committee be given �permission to negotiate with Scfiool District
�408 in regard to purchase of =the property referred to above.

AUDIENCE - -
Albert Carlson asked why his letter protesting the rezoning
of the Valley Supply Co-Op property had not been read at the
Council Meeting.
• George Schuler, Planning Director, expl'anded to Mr. Carlson
that. the letter . had 'b'een rea'd before the Planning Commission wfien
that group considered the petition.
AL COURTER REPRESENTATIVE ,
OF THE BEAUTIFICATION COMMIT°fEE .
AI Courter representative of the Beautification Committee
spoke on the acceptance of the Ralph Fleming land offer. The
propert�y i s I ocated o� "D"_S,treet�outheast i mmed i ate I y North '
of 'the Enumelaw Highway. Courter stated that the properfy would
make an ideal road side park as it had two trees which provided
shade. He �reported that the property would be available to the
city as a road side park° for one Summer if` the City wa's willing
to clear up the property. He stated that the Beautification
Committee would 'provide the necessary fables and benches if the
ciearing work was done.
• It was moved by Aaby and seconded by Kammeyer that this matte
be'turned over to the street committee and Councilman Gaines aith
power to act. '

The Mayor referred AI Courter to Councilman Lea for further
help on this matter.
BE1TY RO�ERSON, CHAIRMAN
BEAUTIFICATION COMMiTTEE
A letter signed by Betty Roberson,. Chairman Beautification
Cbmmittee, requested the assistance of the City of Auburm in the '
following projects.
� I : Acceptance of Ralph Fleming land offer.
�` 2. Passage of an effective anti - litte� ordinance.
� 3. Participation of various city personnel and equipment,
such as street sweeper, fire and police trucks, on
Saturday March 24th, during our Main Street Clean-Up Day
activities.
4. Tidying up, painting of and planting flowers, etc. on
- various city properties, especially those fronting on
main entrances to or thorofares through the city, such
as in the C Street and 6th S.E. and Enumclaw Hiway area.
An invitation to the Mayor and City Council to attend a
Beautification Committee breakfast Wednesday morning, February 21 ,
1962 at 7:30 A.M, at the Rainbow Cafe was given.

Councilman Gaines inquired as to when the °C^ Street land-
scaping_ was to be done, and City Planning Director Schuler stated
the cont�act for this work was coming 'up for L. I .D. soon arid, that
he was to meet very soon with State Highway Department wfiich was
doing this work .

Councilman Gaines apologized to G, A. McMasters who was presen
and who' had previously .requested street lighting for the Fort
Muckleshoot Trailer Park, for not having started work on this
project as yet.

Motor.: and Equipment Company be awarded the bid on the Police ear,
and that the bid bonds be retu�ned to the unsuccessful bidders

' Hugh Darby, Police Chief, reported that they have received
eleven appliQations for the 'job of. patrolman so far, and are hopin
for more. He also stated that only two of' the people who have
applied are from the City of Auburn.

City Attorney Smythe reported that a copy of the proposed pen I
code ordinance would be mailed to each of the Councilmen.

W. E, Wheeler submitted the •Annual Fire Department Report to
the Mayor and City Counci'I .
AUDIENCE
REQUEST FOR ALLEY BY ALBERT D. CARL N
Albert D. Carlson requested the alley behind his home at 222
8th Southeast be opened. He stated that Valley Supply Co-Op had
blocked of the property to be used for the alley.

The City. Attorney reported he had received two Quit Claim
Deeds, from Irene and Charles Hough and Keith and Phillis Keegan,
deeding. land for Street purposed to the City of Auburn. �.
It was moved by Gaines and seconded Liy Towner that the City
Attorney be instructed to have these deeds recorded.

' • Mayor Shaughnessy reported -that he had not had an opportunityl
to see the trustees of the Pioneer Cemetery, but would try to /
contact them in the near future.
