Regular meeting of the City Council of the City of Auburn,
held at 8 :00 P.M, in the Council Chamber at the City Hall .
� The meeting was called to order by Mayor Shaughnessy.
Councilmen present: Aaby, Lea, Kammeyer, Fitzsimmons,
Sonnemann, Knechtel , and Gaines.
Minutes of the previous meeting held March 20, 1962 were
approved as matL'ed.
Minutes of the special meeting held March 31 , 1962 were
approved as read. °
Minutes of the special meeting held April 2, 1962 were approve
as read.
' PUBLIC HEARING ON ANNEXATION
Mayor Shaughnessy declared the public hearing on annexation of
property owned 100% by Auburn School District No. 408 and which
lays contiguous to the southeast border of the existing city limits
open.
Mayor Shaughnessy stated that due to Ahe fact that the area
petitioning to be annexed is less than 10 acres in size and less
tHan $200,000 in valuation, it was not necessary to hold a Board
of Review and that the city had ,a verbal confirmation from both
the chairman of the Board of County Commissioners and the County
School Superintendent to this effect.
It was moved by Kammeyer and, seconded by Fitzsimmons that. the
Public Hearing on the proposed annexation be closed, and the City
Attorney be instructed to draw up the necessary Ordinance.

AUDIENCE
H. G. McELREATH LIGHT POLE REQUEST .
H . G. McElreath stated that he would like the Council to take
action to move a light pole which obstructed his drive way, at
' 1004. 4th street Northeast. He stated that .the pole was on his
property rather than on the property line.
This matter was referred to the light committee.
CORRESPONDENCE
E. L. DRAKE REQUEST FOR REZONING
A letter received from E. L. Drake requested the rezoning of
Lots l2 and 13 of Replat Portion of Biock I Ballard Park addition
to Slauqhter. Block I Supplemen�ary Park Addition to Business
C-3 classification.
This matter was referred to the Planning Commission.
MARTIN BRADSHAW REQUEST FOR A PERMIT '
TO ESTABLISH A TRAILER PARK.
A letter received from Martin Bradshaw of Federal Way Realty
Inc. , rectuested a temporary variance to permit the establishment
of a treiler park on approximately sixty ( 60) acres of property
located in the newly annexed area of the City adjacent to Stuck
River.
• A letter received from Auburn Chamber of Commerce requested
the Counci.:l approve the Trailer-Park Project.
' The recommendation of the Planning Commission that the city •
arant 'a temporary permit for the atiove mentioned use, but that
no permanent type of zoning be granted for this propecty; was read.
Martin 6radshaw answered questions asked by the Council on
sanitation and access to this property.
It was moved by Gaines and seconded by Fitzsimmons that the
temporary .variance in zoning code be granted to permit establishmen
of this trailer park effective until January 1962, and a bond in
the amount of $10,000 be posted to guarantee the cleanup after
conclusion of the operation.

CIRCUS" I
A letter received from the Retail Trade..Committee of the Cham er
of Commerce & The Auburn Globe-News requested pecmission to stage t e
circus and Sidewalk Bazaar on July 27 and 28; 1962, and that any .
fees or permit. costs be waived inasmuch as no admissions will be
charged.
It was moved by Fitzsimmons and seconded by Gaines that the
Retail Trade Committee of the Chamber of Commerce & The Auburn
Globe-News be granted permisaion to stage the ci„rcus and Sidewalk
azeac on the two days aforementioned upon payment of $5.00 a day
Libense Fee. MOTION CARRIED '
AUBURN WOMEN 'S CLUB REQUEST FOR
STREET LIGHTING
A letter received from the Auburn Women's Club requested a
light blub be replaced at the corner of 13th and C Street Southeast
w.ith , a qrotective shield being installed to prevent breakage.
Th.is .request was referred to the Light Gommittee.
MRS. GEORGANN HENRY ST. VINCENT
DePAUL PARKING PROBLEM
A letter received from Mrs. Georgann Henry requested that
somethi,ng be done about the parking in front of St. Vincent DePaul
as it impaired the vision of cars approaching the East Valley Highw y.
This matter was referred to the Street Committee.

TO JERRY L. KEESEE, ASST. PLANT
OPERATOR
A letter received from the Department of Health . announced tha . a '
Certificate of Competency is being � ssued to. Mr. Jerry L. Keesee
after he successfully passed the examinations which, together with
his experience, qualified him for this rating.
APPOINTMENT TO POU CE & FIRE
DEPARTMENT
Mayoc Shaughnessy appointed Dean L. Kartchner and Robert E.
lake patrolman for 'a 6 month probationary period starting April � l ,
1962. He also appointed Edward Sluys fireman for a 6 month
probationary period starting April � , 1962

_ A petition received from Alfred and Dortha DeCoria requested '
the rezoning of property located at N Street Southeast from R-3 to

This petition was referred to the Planning Commission.
REQUEST FOR COUNCIL TO LOOK AT
LIBRARY
Paul McCurdy requested that three councilmen accompany him to
look at the Libcary in Puyaliup on Aprii Ilth or 13th.

_ PURCHASING :
A letter from Harry 0'. Lieske Insurance Agency recommended the
Council appoint an Agent and Company to issue the new Pubiic and
Institutional property Plan policy since the plan should be written
in one Company.
Councilman Aaby reported that a meeting was held with the
purchasing committee with the City Clerk in attendance. . At this
meeting it was decided to draw from a hat the name of an agent and
his i.nsurance company which couCd qualify to provide this type of
' insurance and also one which paid a divident. Jack L. Sprenger,
Insurance agent was drawn.
It was moved by Aaby and seconded by Sonnemann that the Council
go along with the recommendation of the Insurance Committee.

Upon recommendation of the Street Committee, It was moved
by Lea and seconded by Aaby that Brewer Motor and Equipment
Company be awarded the bid for furnishing a diesel dump truck for
the Street Department, with the following roll call vote being
recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, no;
Sonnemann, yes; Knechtel , yes; and Gaines, yes.

TWO HOUR PARKING ON "C" STREET
It was moved by Lea and seconded by Fitzsimmons that two hour
parking signs be established on the East side of C Street from
and including 216 C Street Southeast, North to the corner " of 2nd
and C Street, excluding the present "NO Parking" 8rea; also two
1 hour parking zone North side of First Northwest in front of Mel,'s
Lumber Company between A & B Str'eets.

Councilman Lea ,reported that :he talked with Waldo Carlson,
Secretary Auburn Chamber of .Comme�ce, and he had said that it was
stili to early to evaluate the Saturday parking.

WATER SUPT.
Water Superintendent Tom Bolton reported that stacting the 15 h
of Ma�ch the Weter Department had taken on six Welfare Workers who
had been doing a very good �ob of cleaning & brushing on the city
watershed.. .The City is only required to pay the Medical Aid and
Industrial' I'nsurance for these men:.

Planning Director Schuler reported that the bids for widening
C Street from second Street to Harvey Road were to be opened
April 17, 1962.
Schuler reported that the bid for the planting area on C Stre t
Southeast from Main Stceet to the Railroad tracks were to be opene
Thursday. _

Ken Calkins, Fire Chief, reported that they were making good
progress on the census and should be through by this week.

Attorney Smythe reported that the option on the Big Bend
property was not ready, as they needed the legal description of th
prope,rty: He said that the option should be ready by the next
council meeting.
CONVENTION OF WASHINGTON CITIES
Mayor Shaughnessy instructed the Councilmen who were goi.ng
to attend the convention of Washington Cities to contact the
City Cierk for reservations.
Mayo� Shauqhnessy suggested that Elisabeth Heritage, City Clerk,
be made one of the two voting delegates to this convention. '

It was moved by Gaines and seconded by Kammeyer that the lett r
written to George Peterson and Fred Towner be inserted in the
minutes of the Coun'cil meeting. �
