M, in the Council �hambers at the City Hall . ' The meeting was called to order by Mayor pro-tem Kammeyer. Councilmen present: Aaby; Lea, Sonnemann, Fitz.simmons, Knechtel , & Gaines. Minutes of the previous meeting held April 3, 1962 were approved as mailed. CORRESPONDENCE CONTROLLED AREA PR06RAM FOR GROUPS ATTENDING CENTURY 21 ' A letter received from D. E. Lee requested assistance i.n ac�uiring a site for an implementation of facilities for group attendance to Century 21 . This letter was accompanied with an outline of the controlled area program. - This matter was referred to the Planning Comm;i:ss.ion. and City Engineer, Clinton Cote' , to report back at the next Council Meetin . PETITION AGAINST THE REZONING OF - THE OXFORD APARTMENTS A petition signed by 82 residents in the area of the Oxford Apartments ezpressed opposition to any. petitions which might be filed re^uesting rezoning of the area to permit motel -hotel operations. This petition aas referred to the Planning Commission. , BEAUTIFICATION COMMITTEE REQUESTS A letter received from Betty. Roberson, Chairman Beautificatio Committee, thanked the Council for the fine cooperation. they have qiven in the Beautification program. She requested the Park Superintendent be- appointed as a liaison member to the Chamber of Commerce�Beautifi�cation Committee. The Committee requested ' • welcoming sians at entrances to the city calling attention to litt r ordinance and asked the city to request the State: Highway Departme t for the road signs "Historic site ahead feet." to be installed north and south of the Slaughter and White River Massacre monument on Auburn Avenue. It was moved by Aaby and seconded by Lea that the Councii comply with the request to appoint George Freemire as liaison member to the Chamber of Commerce Beautification Committee, and that the re�uest for signs be referred to the Street Committee ,and Councilman Aaby with power to act. MOTION CARRIED BALL PARK FENCE REQUEST • � A letter from Mrs. Marie F. Hough requested the installation of. a fence behind the Ball Park on "K" Street�Northeast, to alleviate damage being done by ball players trespassing on her property to retrieve the ball ._ This matter was referred to the Park Committee. SKYCREST VILLA DNILY RENTAL REQUEST A letter from Margaret & Robert Doud requested the Council to issue a special permit to operate the Skycrest Villa Apartments at. 2205 Dogwood Steeet Southeast on a daily rental basis from May I to Jan. I , 1963. This letter was referred to the Planning Commission. EDWARDS REQUEST TO BUY TIMBER A ,letter received from Chester K . Edwards offered the sum of $200.00 foe all salvage timber on the Coal Creek Water Shed propert . It wes moved by Gaines and seconded by Knechtel that the Counc.il accept the offer of Chester Edwards. MOTION CARRIED POLICE COURT QUARTERLY REPORT - The police court quarterly report for the period of January I , 1962 to March 31 , 1962 was submitted to the Mayor and City Council . . Fage 2467 AUBURN WASH7NGTON _ '_TUESDAY _ _ _ A2R.IL_�17 . 1.96 PLANNING COMMISSION REQUEST FOR APPROVAL OF WADKIN 'S PRELIMINARY PLAT The recommendation of the Planning Commission to approve the Preliminary Plat of Wadkin's Second .4ddition with the following provision--that °M" Street, Southeast be extended North to the North property line of Mr. Wadkin 's property, was read. It was moved by Aaby and seco�ded by Lea that the Council concu� with the recommendation of the Planning Commission to approve the Preliminary Plat of Cedar Lanes No. 3 for Massey's ' Food Center, Inc. MOTION CARRIE MELVIN G. TENNENT REQUEST TO REZON The ,recommendation of the Planning Commission to approve the request of Mr. Melvin G, Tennent to rezone from A- I Agricultural to M-'�I. lndustrial Southeest Industrial Park lying between the Milwaukee Railway and the West Valley Highway and between the Tacoma North Bend Highway and the Algona City Limits, was read. It was moved by Gaines, and seconded by Sonnemann that the Council concur with the recommendation. of the Planning Commission to approve the rezoning of the above described property from A=1 ' Agricultucal- to M- I Industr;ia�l . MOTION CARRIE� PETITION TO CREATE L. I .D. A petition to create a Local Improvement District for "J" Street, Southeast was submitted to the Council for approval . A Ietter received from Clinton W. Cote' , City Engineer, said ' that he had examined the , petition for "J" Street', Southeast and found that seventy percent of the effected property owners had ` signed in favor of the; formation of the Local Improvement District as set forth in said petition. � " " ' 1 It was moved by Lea and seconiied by Gaines that we concur with the City Engineers eecommendation and instruct the City Attorney to, draw up the necessary Ordinance on same. MOTION CARRIE MR. & MRS. HENRY LYONS PETITION TO REZONE A petition received from Mr. & Mrs. Henry Lyons and signed by 19 property owners lying within a 200 foot radius of 721 6th Street Southeast requested the rezoning of property from R-3 to R-4 Multiple. This petition was referred to the Planning Commission. DEPARTMENT OF HIGHWAYS STATE HID DiVISION INDIVIDUAL PROJECT ;' :�_ � : _ '."_' PROSPECTUS A project prospectus submitted to the Council for approval by linton W, CoSe; City Engineer, outlined the street or streets proposed to be constructed with funds derived from the one-half cent arterial apportionment. It was moved 6y Gaines and seconded by Lea that we submit .the Individual Project Prospectus to the Department of Highways State ' Aid Division for their approval . � MOTION CARRIE " WASHINGTON STATE CENSUS BOARD Efisabeth Heritage, City Clerk, reported that a representative of the Washington State Census Board had approved the total of the New 1962 census taken by the Auburn Fire Department. The census showed a total poliulation of 13,612. , Page 2468 AUBURN, WASHINGTON TUESDAY APRdL 17, 1962 AUDIENCE LARRY HARMAN COMPLAINT ABOUT WATER BILL Larry Harman stated he was a new resident of the City of Auburn and had recently rented a house in the city. Upon arrival in Auburn with his .family at 7 P. M,. Monday he had teiephoned Wate� Superintendent Bolton and requested the water be turned on.: Mr. Bolton granted his request and at the same time notified him. that if deli"nguent`;. �.�ater-sewer. bills were against the house and not paid the following' day, the water would be turned off. fhis ' was found to be the case and the water was turned off. Mr. Harman felt this was unfair as the bill was not his. Kammeyec, Mayor pro-tem� stated he felt Mr. Bolton had been Very gracious in going out and turing on the water after working hours. The bill_ was against the property not the renter and the city ordinances provided if not pa.id, the water would have to be shut off. . Kammeyer said however they would turn on the water for a period of 10 days but if the delinquent payments were not made at the end of this time, the water would again be shut off. REQUEST PERMIT TO PARK TRAILER a letter received from Willard Kee requested an annual permit to pa�k a trailer on his property at 2216 0 Street Southeast and connect same to his septic tank . It was moved by Gaines and seconded by Aaby that this matter be referred to the Board of Adjustments at their Thursday night meeting. MOTION . CARRIED KNECHTEL APPOINTED TO BOARD OF ADJUSTMENTS It was moved by Fitzsimmons and seconded by Sonnemann that , AI Knechtel be appointed to fiil Fred Towner's position on the . Board of Adjustments. MOTION CARRIED COMMITTEE REPORTS � PURCHASING No Report FI RE No Report " LICENSE . No Report STREET Councilman Lea reported that the Street Department liad completed the City of Auburn Clean Up. He said, however; that people were still putting refuse out in the . alleys. Mayor pro-tem, Kammeyer, suggested that the paper write an t article informing the people that this clean up is over. WATER Councilman Gaines brought up the matter of financing the purc ase of the remainder of the land for the new sewer expansion project, option on which will expire in May. Paul Flint on behalf of McLean and Company offered to purchas whatever warrants were necessary to pay for the acquisition of this land, warrants to be redeemed at time bond for financing the project are issued. It w@s moved by Fitzsimmons and seconded by Sonnemann to authorize sale of interest bearing municipal water-sewer warrants to meet the option for purchase of land for the sewer extension project, warrants to be held by purchaser until such time as bonds are issued at which time they will be repaid plus interest., with the following roll cafl vote being recorded: Aaby, yesi Lea, yes; . Tom` Bolton, Water Superi.ntendent, reported that they were in the process of connecting the West and East Hiil l, in.es. on 14th Street. � He reporteii that damage was being done to equipment around the Water sheds. MOTION CARRIED ' O�D BUSINESS � Councilman Aaby reported that he had accompanied Paul McCurdy to look at the new Library in Puyallup. He suggested that other members of the Council look at this new .library which cost about - � ' $200,000.00, as the city has a Libr•ary bond issue coming up soon.. NEW BUSINESS . Kammeyer reported that he had received the report of the Civil Service Commission on results of the Police Captain Examination, - as foJlows: Tom McDermott 76.SI , Ed Dray 73.02. It was moved by Sonnemann and seconded by Gaines that Tom: McDermott be appointed as Captain effective May I , 1962, end the � Police Department be so notified. ' , MOTION CARRIED Councilman Sonnemann reported that the need of trash cans to be placed in the down town area of the City of Auburn had been called to the attention of city officials. The finance Committee and the Purchasing Committee, were appointed to determine the cost of these trash cans and if there is money available. for the purchase of same.
