Regutar . meeting of the City, Council of the City of Auburn,
at 8:02 P.M. , in the Council Chambers at the City Hall .
The meeting was called to order by Mayor Shaughnessy.
Councilmen Present: Aaby, Lea, Kamme.yer, Fitzsimmons,
Sonnemann, ;Knechtel , and Gaines.
Minutes of the previous meeting held April 17, 1962, were
approved as mailed.
CORRESPONDENCE
B .P.O._E. # i808_ INSTALLATION OF CURB,
' GUTTERS AND DRAINAGE.
The. B.P.O. E.# 1808 requested the Auburn Engineer's Department
survey and set up a plan for curb and gutters to enable the
extending of their drain pipes and blacktop margins to the curbing
for proper drainage of surface water.
This letter was referred to the Stceet Committee.
HOWARD 0. BOWEN RETIREMENT
AND SEPARATION PAY
A letter received from Zane B . Johnson advised the Council
of Mr. Bowen's willingness to waive any of his rights under the
1961 Session Laws in lieu of the wages paid during his incapacitati n,
and, requested the Councils favorable consideration on this matter.
PLANNING COMMISSION
R&R INCORPORATED REQUEST FOR PRELIMINA N
PLAT
The recommendation of the Planning Commission to approve the
preliminary plat of Cedar Lanes #4 to the City, of Auburn located
. on the., following described property: That portion of the, E2 of the
' NW4 of the SE� .of the SWQ of Section 19-2d -S, EX the N 315 of the.
W 138 ' thof, and Ex the N 175 ' of the E 105' thof and E� _the N30 '
for road. , was read.
It was moved by Kammeyer and seconded by Fitzsimmons that the
Council concur with the recommendation of the Planning Commission
to accept the preliminary plat of Cedar Lanes #4:

OPERATE NEW APARTMENTS.
The recommendation.. of the Planning Commission to grant a
special permit to operate the apartments located at 2205 Dogwood .
Street, Southeast as a motel for the duration of the World's Feir
was read.
It was moved by Sonnemann and seconded by Aaby that the Counci
concur with the recommendation of the Planning Commission to grant
a specie.l permit to operate the apartments located at 2205 Dogwood
Street, Southeast as a motel until January I , 1962.

D.E. LEE REQUEST TO SPONSOR
TENT ACCOMMODATIONS
The Planning Commission recommended that no action be taken
' on the request for permission to sponsor tent accommodations in
Auburn for youth groups during the World's Fair until a s,pecific
plan on a specific piece of property is submitted to them.
PETITION AGAINST -THE REZONING OF THE
OXFORD APARTMENTS.
The petition of pnotest from property owners in the area of
the Oxford Apartments was placed on. file by Planning Commission for
future reference if the occasion should arise that a request ' for
rezoning or a special property use be brought before the Council .

PARKING OF GARBAGE DISPOSAL VEHJCLE
A letter received from A, 0. Nyhus requested the council ta e
some action to prevent Mr. Gus A Johnson fr,om parking his garbage
isposal vehicles on his premises.
Mr. Mrs. Plyhus said that they felt these vehicles were a
health hazard, as well as in conflict with the Ordinance providing
gain.st the operation of a business from a private residence.
Mayor Shaughnessy said that one of the city officials will
ontact Mr. Johnson on this mabter.

OVERNIGHT LODGING DURING FAIR
� A letter received from Emil J . Bitzer requested permission
o use an apartment at 25 Pike Street Northeast for over night
lodgi`ng durina the fair.
Thi 's letter was referred to the Planning Commission and the
oard of �Adjustments.
� E. L. CHILDS
The clerk read a letter addressed to E. L. Childs from the
"ttorney 'General of Washington in regard to amounts the city can '
pend ort new construction and the legality of placing parking meter
n a state highway. The letter was accompanied by a statement of
ity of Auburn exoenditures on work done on M Street-Howard Road
nd R Street Stmr+m Sewer and a newspaper clipping regarding
esponsibilities of patrolmen.
HAUGE PETITION TO REZONE
- A petition received from Mr. Mrs. Hauge was read
equesting a rezoning from R-2 to C- I on property located at 3227
numclaw Highway. The petition was signed 6y four property owners
lying within a 200 foot radius of the property stating that they '
ad no objecti�on to the rezoning.
This petition was referred to the Planning Commission.
PETITION TO CREATE L. I .D.
A petition to create a local Improvement District for curb
nd gutters on "R" Street, Southeast was submitted to the Council
or approval . The petition was signed by fifteen property owners
(n the area.
City Engineer Cote' reported that his petition was still
% short on signatures, therefore the petition was returned to
r. Childs.' '
AUBURN GENERAL� INSURANCE AGENCY
A Ietter received from Auburn General lnsurance Agency
ucas & Mathias requested the Council give them an opportunity to bid
n City Official Bonds as prescribed under City Ord.inance 974.
This letter was referred to the Purchasing Committee.
CERTIFICATE OF INSURANCE ALBERT A,
MELICHAR AND XPOFAIR
A certificate of Insurance, Newark; Insurance Company was �
eceived from Albert A. Melichar and Xpofair covering Owners '
andlords' and Tenants' Liability for their proposed traifer park .
George Schuler said that he would see about coverage for -
leanup of the area when the project closed.
PURCHASING
Councilman Sonnemann. reported for the Purchasing Committee on
he sanitary litter cans for the city.
It was moved by Sonnemann and seconded by Aaby that twelve
anitary cans plus the necessary Iiners be purchased by the city,
he money to be taken from the miscellaneous fund.

It was moved by Lea and seconded by Fitzsimmons that the city
instal ,l a stop sign on 37th Avenue Northeast on the West side of
the. Northern Pacific tracks.
Police Chief Darby stated that he could not see the purpose
'of this sign.
City Engineer Cote' explained that the City's Insurance Compan
had just lost a law suit in regard to;this approach, and he felt tha
if the City installed a stop sign at this spot the Insurarice Compan ro�
woul,d be J ess apt to raise the rates on the City 's Insurance. ' �

OLD BUSINESS
Councilman Lea said that he had written to the State Highway
Depa�tment in regard to the road signs requested by the Beautifi -
cati:on Committee, but had not received a� answer as yet.
Park Supt. Freemire reported that Jim Wa�ren was taking care
of the re�uest for a ball park fence on "K" Street Northeast.
NEW BUSINESS
Planning Director 5chuler reported a possible need for more
King County low-cost housing in the City of Auburn. He said that
a re^uest for this housing should be made by the CounciJ if after
research as to the waiting list and turn-over indicates a need.
He said that he would report back at the next Council meeting.
Plan�yng Dirg�tor Schuler reported on the progress of the
proposed ,C I .D. in the down town area and stated his .department
is getting the final figures together for the estimated cost to
property ownerss
' Planning Director Schuler reported that the Industrial Park
was being transferred from one organization to another through the
saie of options acquired by Mr. Tennent and his organization. The
new orqanization was to have publicity covering the area available
as soon as transactions were complete.
